BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA,OCTOBER 29, 1987
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session October 29, 1987
2 at the hour of 9:00 A.M. in the Municipal Building in said City. Mr. Brown presided with Mr.Willis in attendance.
3 Absent: Ms. Silberstein. The following business was had to-wit:

6 APPROVAL OF MINUTES OF OCTOBER 15,1987

8 Mr.Willis moved to approve the minutes of the previous meeting as prepared, seconded by Mr. Brown and on
9 unanimous voice vote the motion was carried.

11 APPROVAL OF CLAIMS FOR PAYMENT

13 Mr. Willis moved to approve claims for payment in the amount of 172,006.67, seconded by Mr. Brown and on
14 unanimous voice vote the motion was carried.

16 PUBLIC REQUESTS AND COMMENTS

18 Veterans of Foreign Wars-Loyalty Day Parade
19
20 The Board received a written request from Mr.Jimmy Johnson representing Kirk Little Post 1108 for permission
21 to have a 10th District Loyalty Day Parade on May 6, 1988. The parade would start at 1:00 PM from Glen Miller
22 Park down West Main Street to 12th Street to North A Street,west to 10th Street where it will disband. Trophies
23 will be awarded later at the Freedom Fountain.

25 Captain Williams indicated this was the same route as in the past and they had no problems with the request.

27 Mr.Willis moved to approve the parade route for the Loyalty Day Parade on May 6, 1988,seconded by Mr. Brown
28 and on unanimous voice vote the motion was carried.

30 Butler Street Residents Regarding Restricted Parking

32 Ms. Diane Steele of 1121 Butler Street informed the Board the residents of Butler Street are not satisfied with
33 parking being restricted to the West side of the Street. She said they were under the impression that to solve
34 the congestion and hazard problem the street would be made a one way street and that traffic is now more
35 congested and parking very complicated.

37 The Board also received a petition from residents of the 1100 and 1200 blocks of Butler asking them to revoke
38 the no parking on Butler Street.

40 Captain Williams stated that when studies were done, he felt there was more parking available and there was the
41 need to keep the street wide for emergency vehicles. He said there is a service alley that could be vacated to
42 give Ms. Steele a driveway or they could widen the street by three (3)feet, which would be an expensive option
43 for the City. Captain Williams stated he still felt the recommended action of restricting parking to the west side of
44 the street was the correct action.

46 Ms. Steele informed the Board that other families in the area use the service drive.

48 Mr.Willis said the City could purchase an easement from her landlord and make parking available, which would
49 be a less expensive option than widening the street.

51 Mrs. Hatfield of 1112 Butler Street told the Board she still felt the street was too narrow for two cars to park
52 across from each other and the residents of the area had tried to get a remedy for a long time.

54 Ms. Steele said other of the residents indicated to her there were no problems.

56 Mr. Brown suggested there may only be a couple of neighbors with problems with the restricted parking.

58 Ms. Steele stated others on the street have driveways and spaces available for them. She said there will also be
59 someone moving into 1117 Butler Street and they may have problems with the restricted parking.

61 Mr. Willis requested one week to investigate the problem and look into rear parking for Ms. Steele with a front
62 driveway access. He said it was still important to address the issue of emergency vehicles getting into the
63 area.

65 Ms.Steele said the restricted parking has also increased the speed of the vehicular traffic on the street and the

1 Police are not enforcing the restricted parking when called. -

3 Captain Williams stated he would investigate the enforcement and ask the residents to ask for a supervisor
4 when reporting problems to the Police Department.

6 Mrs. Hatfield explained she got the original petition started-after speaking with Captain Williams about the
7 problem and when it was originally signed the residents had no problem with restricted parking,they just wanted
8 a solution.

10 Mr.Willis said it was the hazard that needed addressed and the Board of Works was obligated to do something
11 about it after it was brought to their attention. He again suggested it be tabled for a week so he can physically
12 see he area and make a recommendation.

14 Mr.Willis moved to take the request to revoke the restricted parking in the 1100 and 1200 blocks of Butler Street
15 to November 5, 1987,seconded by Mr. Brown and on unanimous voice vote the motion was carried.

19 Planning Department

21 Curb Cut Request-210 South 31st Street

23 The request of Kenneth and Judy Mauer for a curb cut at 210 South 31st Street was presented to the Board. Mr.
24 Bronston stated the Plan Department had investigated and the request meets all requirements and they
25 recommend approval. Captain Williams stated he had also reviewed the request and recommended approval.
26 Mr. Willis moved to approve the Curb Cut Petition for 210 South 31st Street, seconded by Mr. Brown and on
27 unanimous voice vote the motion was carried.

29 Police Department-Traffic Division

31 Removal of Abandoned Vehicles

33 Captain Williams reported to the Board that 500 abandoned vehicles had been removed from November of 1986
34 to November of 1987. He said Patrolman Martin Hurst deserves a pat on the back for his efforts on the removal
35 of these vehicles.

37 Mr.Willis moved to approve a Resolution in honor of Patrolman Martin Hurst for a job well done from November 1,
38 1986 through November 1987 in the removal of abandoned vehicles from the City of Richmond and to have the
39 minutes reflect this superb effort, seconded by Mr. Brown and on unanimous voice vote the motion was carried.

41 A copy of the minutes will be forwarded to Patrolman Hurst.

43 Trick or Treat

45 Captain Williams reminded the community that trick or treat will be October 30, 1987 from 6:00 to 8:00 PM and
46 requested drivers be especially careful.

48 Mr.Willis also residents wanting to participate to turn on their porch lights.

50 Indiana University East Traffic Signal

52 Mr. Willis informed the Board that IUE is the contracting party on the signal right now and they are asking the
53 Board of Works to assume the responsibility for handling the money,bids, etc. He said it may also help facilitate
54 the project if the City assists in this manner.

56 Mr.Willis said this was to formally acknowledge the request and they will proceed with formalities.
