BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND,INDIANA,OCTOBER 15,1987
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session October 15, 1987
2 at the hour of 9:00 A.M. in the Municipal Building in said City. Ms. Silberstein presided with Mr. Brown in
3 attendance. Absent: Mr.Willis. The following business was had to-wit:

5 APPROVAL OF MINUTES OF OCTOBER 8.1987

7 Mr. Brown moved to approve the minutes of the previous meeting as prepared, seconded by Ms. Silberstein and
8 on unanimous voice vote the motion was carried.

10 APPROVAL OF CLAIMS FOR PAYMENT

12 Mr. Brown moved to approve claims for payment in the amount of 2,107,517.24, seconded by Ms. Silberstein
13 and on unanimous voice vote the motion was carried.

17 Toys for Tots Motorcycle Motorcade

19 Mr. Earl Tippett, 327 North 16th, informed the Board he was representing ABATE of Indiana, Region 5 and
20 explained they would like to have a Toys for Tots Benefit on October 18, 1987 in cooperation with the Whitewater
21 Valley Marine Corp League. Mr.Tippett explained the benefit included a motorcycle motorcade starting at 1:0C
22 PM at the High School parking lot, proceeding down South A Street to 40 East turning around at McDonald's
23 restaurant and going back on North A Street to 8th Street at the Marine Corp League. Mr.Tippett requested the
24 Board approve a police escort for the motorcade.

26 Captain Williams indicated there would be no problems with the route and that they help patrol the route and man
27 their own blocks.

29 Ms. Silberstein asked about blocking intersections and Captain Williams explained officers close the
30 intersection and the cyclists block the intersection in order to keep them together.

32 Ms. Silberstein expressed concern with the liability of a private citizen blocking an intersection and asked they
33 give consideration to following the traffic signals without officers.

35 Captain Williams said he would work on that with Mr:Tippett.

37 Mr. Brown moved to approve the motorcade by ABATE for Toys for Tots on October 18, 1987, conditioned they
38 obey traffic signals when necessary, seconded by Ms. Silberstein and on unanimous voice vote the motion was
39 carried.

45 Annual SIOA Award

47 Mayor Waltermann read the following announcement:

49 RE: Southern Indiana Operators Association Class III/IV Plant of he Year.
50
51 It is my pleasure to notify you and your community that your wastewater treatment facility will receive
52 the annual SIOA award for Class III/IV plant of the year.
53
54 Your facility was selected from those nominated on the basis of compliance with NPDES limitations,
55 cleanliness, operations and maintenance, recordkeeping and recommendations from your Indiana
56 57
Department of Environmental Management (IDEM) inspector. Impediments to proper operations that
were taken into consideration were the age of the facility, manpower availability,financial solvency and
58 unionization. The Awards Committee made every attempt to make an unbiased evaluation using the
59 criteria listed above.

61 The SIOA was established in 1972 by the operators in southern Indiana to provide a training source,
62 camaraderie and a coalition of those dedicated to preservation of our environment. We feel it is
63 important to recognize those who have made that extra effort by presenting an award as a
64 commendation.

1 You have a staff of which your community can be proud. Please consider this letter an open invitation
2 to officials of your community to join us in honoring your facility. I will send you a mailing on the time
3 and place of the awards presentation as they become available.

5 Mayor Waltermann stated the personnel have done a tremendous job and should be congratulated. He also
6 commented on the Wastewater Olympics that were held in Richmond this year.

8 Ms.Silberstein added her congratulations and commented that it was the only award in that class.

12 Release of Radisson Mortgage

14 Mr. Barden explained to the Board that two mortgages had been recorded on a transaction through the Revolving
15 Loan Fund Board on the Radisson. He said they needed to release the first mortgage as being a duplicate of the
16 second one filed.

18 Ms. Silberstein asked if the Loan Fund Board executed the mortgage and Mr. Barden said they did, but the
19 Radisson will accept the release of the Board of Public Works and Safety.

21 Mr. Brown moved to authorize the execution of a release of a first erroneous mortgage filed on the Radisson
22 Hotel,seconded by Ms. Silberstein and on unanimous voice vote the motion was carried.

26 Fire Department Contract for 1988

28 Ms. Silberstein presented the Agreement between the City of Richmond and Firefighters Local 1408 for 1988.
29 She commented the contract had been settled early in September and the final copy is ready for execution.

31 Mr. Silberstein commented it was a pleasure to reach this stage and be able to execute the document.

33 Mr. Brown moved to approve and execute the Agreement between the City and Firefighters Local 1408 for 1988,
34 seconded by Ms.Silberstein and on unanimous voice vote the motion was carried.

36 Mr. Brown stated he was glad negotiations went well this year.

40 There being no further business, on a motion duly made,seconded and passed the meeting was adjourned.
