HomeMy Public PortalAbout09-24-1987 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, SEPTEMBER 24, 1987 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session September 24, 2 1987 at the hour of 9:00 A.M.in the Municipal Building in said City. Ms. Silberstein presided with Mr. Brown and 3 Mr.Willis in attendance. Absent: None. The following business was had to-wit: 4 5 6 APPROVAL OF MINUTES OF SEPTEMBER 17, 1987 7 8 Mr.Willis moved to approve the minutes of the previous meeting as prepared,seconded by Ms. Silberstein and 9 on unanimous voice vtoe the mtoion was carried. 10 11 APPROVAL OF CLAIMS FOR PAYMENT 12 13 Mr.Willis moved to approve claims for payment in the amount of 571,638.26, seconded by Ms. Silberstein and 14 on unanimous voice vtoe the mtoion was carried. 15 16 PUBLIC REQUESTS AND COMMENTS 17 18 19 Residential Handicapped Parking-616 So. 8th Street 20 21 The request of Nora Robison of 616 So. 8th Street for a residential handicapped parking designation was 22 presented to the Board. 23 24 Captain Williams informed the Board the request met all the guidelines and he recommended approval. 25 26 Mr. Brown moved to approve a request for a residential handicapped parking space at 616 So. 8th Street, 27 seconded by Mr.Willis and on unanimous voice vtoe the mtoion was carried. 28 29 30 Renewal of Residential Handicapped Parking-123 So. 10th St. 31 32 The request of Authur smith of 123 So. 10th Street for renewal of residential handicapped parking designation 33 was presented to the Board. • 34 35 Captain Williams informed the Board the request met all the guidelines and he recommended the continued 36 approval. 37 38 Mr. Willis moved to approve the request for continued residential handicapped parking at 123 So. 10th Street, 39 secondeed by Mr Brown and on unanimous voice vtoe the mtoion was carried. 40 41 42 43 DEPARTMENT REQUESTS AND COMMENTS 44 45 PLANNING PERMITS AND INSPECTIONS 46 47 Request to set hearing date for Unsafe Buildings; 48 49 Mr. Bronston requested the the Board to det October 22, 1987 for unsafe building hearings on the following: 50 51 321 North 13th Street 52 901 North"I"Street 53 447 South 7th Street 54 55 Mr. Brown moved to set the date of October 22, 1987 at 9:00 A.M. for unsafe building hearings on 321 No. 13th 56 Street, 901 North "I"Street and 447 South 7th Street, seconded by Mr. Willis and on a unanimous voice ctoe 57 the mtoion was carried. 58 59 Miscellaneous 60 61 Roosting Starlings 62 63 Mr. Bronston informed the Board that he has included information in their packets from Purdue University 64 concerning the problem of "roosting Starlings". It sems the best control is to create an undersirable roosting 65 habitat, such as keeping trees pruned and thinned. Board of Works Minutes Cont'd September 24, 1987 Page 2 1 Fairview Air Pollution 2 3 Mr. Bronston reported that the air pollution control board has an investigation under way in the Fairview area and 4 has taken sample house siding to be evaluated in their laboratory. The problem has nto decreased since the 5 initial complaints were heard. Mr Bronston will report any further findings. 6 7 TABLED ITEMS 8 9 Handicapped Parking Spaces at First Federal Savings& Loan 10 11 Ms. Silberstein reported that sh has spoken to Mr. Turner of First Federal Savings & Loan concerning the 12 requested handicapped parking spaces being designated in front of their business. Mr. Turner has stated that 13 the parking Ito at the rear of the building is being reorganized to accommodate handicapped parking. 14 15 Ms. Silberstein suggested that instead of complying with a specific request from a business that an additional 16 handicapped parking space should be added on the northwest corner of 9th Street and the Promenade. Captain 17 Williams agreed that this would better serve all merchants in the downtown area and that this is the way 18 handicapped parking spaces are situated at 8th and Promenade. 19 20 Mr. Brown moved to deny the request of First Federal Savings and Loan to designate handicapped spaces in 21 front of their business and to add a designated handicapped parking space at the northwest corner of 9th Street 22 and the Promenade, seconded by Mr.Willis and on a unanimous voice vtoe the mtoion was carried. 23 24 25 MISCELLANEOUS BUSINESS 26 27 Fence Encroachment 28 29 Mr. Willis presented a surveyors report on an alleged fence encroachment in a public alley at the rear of Ito 30 Number 625 of the Elizebeth Starr Addition (522 No. 16th St.) Mr.Willis reported that the fence is indeed in the 31 public right of way and the property owner to 522 No. 16th does nto have sufficient room to access the rear of this 32 property. 33 34 Mr. Brown moved that a lettter from the City Attorney be sent the the offender and owner of the fence for proper 35 action to be taken,seconded by Mr.Willis and on a unanimous vtoe the mtoion was carried. 36 37 38 39 ADJOURNMENT 40 41 There being no further business, on a mtoion duly made,seconded and passed the meeting was adjourned. 42 43 44 45 46 47 48 Susan Silberstein, President 49 50 51 52 AlIbSI: 53 Mary Merchanthouse,City Clerk 54 55 56 57 58 59 60 61 62 63 64 65
