HomeMy Public PortalAbout09-17-1987 43- BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, SEPTEMBER 17, 1987 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session September 17, 2 1987 at the hour of 9:00 A.M. in the Municipal Building in said City. Ms. Silberstein presided with Mr. Brown in 3 attendance. Absent: Mr.Willis. The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF SEPTEMBER 10.1987 6 7 Mr. Brown moved to approve the minutes of the previous meeting as prepared,seconded by Ms. Silberstein and 8 on unanimous voice vote the motion was carried. 9 10 APPROVAL OF CLAIMS FOR PAYMENT 11 12 Mr. Brown moved to approve claims for payment in the amount of 165,769.61 seconded by Ms. Silberstein and 13 on unanimous voice vote the motion was carried. 14 15 PUBLIC REQUESTS AND COMMENTS 16 17 Residential Handicapped Parking Request 18 19 620 1/2 South 13th 20 21 Captain Ron Williams informed the Board the request of Carl Potter of 620 1/2 South 13th Street did meet the 22 guidelines. Mr. Potter has License No.24403. 23 24 Mr. Brown moved to approve the request for a residential handicapped parking space at 620 1/2 South 13th 25 Street, seconded by Ms.Silberstein and on unanimous voice vote the motion was carried. 26 27 Music Boosters Fish Fry Banners 28 29 The Board received a request from Darlene Fleenor,Co Chairman of the Annual Fish Fry for the Music Boosters. 30 The request was in regards to hanging banners at South 9th and E and at Sim Hodgin and US 27 North for the fish 31 fry to be held on October 2, 1987. The banners would be in place from September 28, 1987 to October 5, 1987 32 and the proper forms have been filed with the State Highway Department. The request also stated the Fire 33 Department would assist in hanging the banners. 34 35 Ms. Silberstein commented on it being more efficient if RP&L would assist with the banners and said she would 36 contact Ms. Fleenor to see if they had ask RP&L. 37 38 Captain Williams asked that the banners be hung on a day with lesser traffic and Ms.Silberstein said she would 39 suggest this be taken into consideration. 40 41 Mr. Brown moved to approve the request of the Richmond Music Boosters to occupy a public right of way by 42 hanging banners at the requested locations from September 28, 1987 through October 5, 1987,subject to State 43 Highway approval,seconded by Ms.Silberstein and on unanimous voice vote the motion was carried. 44 45 First Federal Request for Handicapped Parking Spaces 46 47 Ms.Silberstein requested this item be delayed to the following week to allow more time for investigation. 48 49 Mr. Brown moved to table the request of First Federal for handicapped parking spaces to September 24, 1987, 50 seconded by Ms.Silberstein and on unanimous voice vote the motion was carried. 51 52 Jaycees Request for Roadblocks 53 54 The Board received a request from the Richmond Jaycees to run two Road Blocks, one on September 20, 1987 55 for Cystic Fibrosis and one on October 4, 1987 for Cerebal Palsy. Each would be from 10:00 AM to 4:00 PM at 56 the intersections of South 18th and US 40 and South West 18 and US 40. Mr. Ray Harrison represented the 57 request at the meeting. 58 59 Captain Williams indicated they had no problems with the request and it had gone well in the past. 60 61 Mr. Harrison informed the Board they would stay out of the traffic. 62 63 Mr. Brown moved to approve the request of the Richmond Jaycees to hold fund collecting roadblocks at the 64 intersections of US 40 and SW 18th and US 40 and South 18th, on September 20, 1987 and October 4, 1987, 65 with the City assuming no liability for persons entering the roadway, seconded by Ms. Silberstein and on Board of Works Minutes Cont'd September 17, 1987 Page 2 1 unanimous voice vote the motion was carried. 2 3 Bird Problem-South 17th Street Area 4 5 Councilmember Lynn Morris informed the Board the area around the 700 Block of South 17th Street was again 6 being bothered with birds. She said the birds are filthy and pose a health problem. Ms. Morris stated that the 7 Police had fired blanks in the area last year and that did temporarily assist with the problem. 8 9 Ms. Silberstein commented that Mr. Willis had mentioned several other alternatives last year to assist with the 10 problem and that the Wayne County Health Department should also be involved. 11 12 Chief Nimitz stated the Police would be glad to assist again with the permission of the Board. 13 14 Mr. Dennis Bronston informed the Board he would work with the Health Department and contact the Sate to see 15 if they had other alternative methods available to assist with the problem. 16 17 Mr. Brown moved to authorize the Richmond Police Department to enter the area to fire blanks and to authorize 18 the Planning Department to work with the Health Department for other alternatives, seconded by Ms. Silberstein 19 and on unanimous voice vote the motion was carried. 20 21 DEPARTMENT REQUESTS AND COMMENTS 22 23 POLICE DEPARTMENT 24 25 Promotion to Patrolman-Baker. Branum and Phillips 26 27 Chief Joseph Nimitz read the following request to the Board: 28 29 I recommend that Officers Edwin D. Baker,James R. Branum and Paul D. Phillips be advanced from the 30 rank of Probationary Patrolmen to that of Patrolmen on the Richmond Police Department. 31 32 These officers have successfully completed their probationary period as required having served one 33 year. Their hire date was September 15, 1986. 34 35 Request this be effective September 15, 1987. 36 37 /s/Joseph A. Nimitz 38 Chief of Police 39 40 41 Chief Nimitz also added that they successfully completed the academy requirements. 42 43 Mr. Brown moved to approve the advancement of Edwin D. Baker,James R. Branum and Paul D. Phillips from the 44 rank of Probationary Patrolman to Patrolman effective September 15, 1987, seconded by Ms. Silberstein and on 45 unanimous voice vote the motion was carried. 46 47 PLANNING. PERMITS AND INSPECTION 48 49 Curb Cut Petition-3090 Parkwood Dr. 50 51 Mr. Bronston presented the Board a Petition for a curb cut at 3090 Parkwood Drive from Michael Allen. Mr. 52 Bronston said the Plan Department has reviewed the request and recommends approval. Captain Williams 53 indicated he had also investigated the request and found no problems. 54 55 Ms. Silberstein suggested the approval be subject to approval by the City Engineer. 56 57 Mr. Brown moved to approve the Curb Cut request of Michael Allen of 3090 Parkwood Dr. subject to final 58 approval by the City Engineer, seconded by Ms. Silberstein and on unanimous voice vote the motion was 59 carried. 60 • 61 MISCELLANEOUS BUSINESS 62 63 Chief Nimitz informed the Board that the Department had four persons currently attending the academy. 64 65 Chief Nimitz also stated that all the 9-1-1 equipment had been delivered to the EOC and installation has started. Board of Works Minutes Cont'd September 17,1987 Page 3 1 He said the project is progressing on schedule and the switch over is planned for October 22, 1987. 2 3 Finding of Fact-1111 Sheridan Street 4 5 Mr. Bronston presented the Finding of Fact on unsafe premises located at 1111 Sheridan Street.
