HomeMy Public PortalAbout01 24 19 Meeting MINUTES OF THE REGULAR MEETING AND PUBLIC HEARING HELD BY THE ARCHITECTURAL REVIEW AND PLANNING BOARD OF THE TOWN OF GULF STREAM, THURSDAY, JANUARY 24,2019 AT 8:30 A.M. FLORIDA ON , IN THE WILLIAM F. KOCH, JR. COMMISSION CHAMBERS OF THE TOWN HALL, 100 SEA ROAD, GULF STREAM, FLORIDA. I. Call to Order. Chairman, Thomas Smith called the meeting to order at 8:35 A.M. II. Roll Call. Present and Thomas Smith Chairman Participating: Curtiss Roach Board Member Robert Dockerty Board Member Jorgette Smith Board Member Amanda Jones Alternate Board Member Also Present & Gregory Dunham Town Manager Participating: Edward Nazzaro Staff Attorney Rita Taylor Town Clerk Absent W/Notice: Malcolm Murphy Vice Chairman Caroline Delafield Alternate Board Member III. Minutes of the Regular Meeting and Public Hearing 12-27-18. Mr. Dockerty moved and Mr. Roach seconded the motion to approve the minutes of December 27, 2018 and all voted AYE at roll call. IV. Additions, withdrawals, deferrals, arrangement of agenda items. There were no changes to the agenda. V. ANNOUNCEMENTS. A. Meeting Dates 1.Regular Meeting & Public Hearing a. February 28, 2019 at 8:30 A.M. b. March 28, 2019 at 8:30 A.M. c. April 25, 2019 at 8:30 A.M. d. May 23, 2019 at 8:30 A.M. e. June 27, 2019 at 8:30 A.M. f. July 25, 2019 at 8:30 A.M. Chairman Smith called attention to the future meeting dates. Amanda Jones stated she will be unable to attend any meetings from June through September of 2019 and Jorgette Smith added that she will not be present for the June meeting. VI. PUBLIC HEARING. A. Declaration of Ex-Parte Communication There was no ex-parte communication. B. Administer Oaths The Town Clerk administered the Oath to Mark Jacobsen. C. Applications for Development Approval 1. An application submitted by Mark Jacobson of DSBOCA as Agent for Gary Cantor the owner of property located at 528 Palm Way, Gulf Stream, Florida, which is legally described as Lot 4 Gulf Stream Cove. a. A revised landscape plan that was originally approved on August 14, 2017. Minutes of ARPB Regular Meeting & Public Hearing Held 1-24-19 @ 8:30 A.M. Mr. Mark Jacobsen, Landscape Architect, explained that during the construction process the contractor became a bit overzealous with the demolition of landscaping on the front of the house and three royal palms were removed along the street which constituted a change in what was originally proposed. The original plan was to maintain the palms and do understory planting beneath them. Chairman Smith asked if the royals had been removed or if they died. Mr. Jacobsen said that unbeknownst to him, they were removed. He went on to add that the property owner to the east removed an existing buffer that he had, replacing it with like material. One of the royal palms that was removed was actually on his property just east of the property line. The original plan was to plant native canopy trees along the front as an understory to the royal palms and they were going to keep that feel even though the royals are now gone. The back is remaining the same with some additional coconuts on the side. The side vegetation is remaining the same. Mr. Roach stated that the name of the road is Palm Way and is set off with Royal Palms all the way down the street. He was very upset that the palms were taken out and felt they should be replaced. He didn’t understand how the neighbor was able to take the royal palm down. Town Manager Dunham explained the royal palm was taken down due to the transformer that was put on that property. Chairman Smith agreed with Mr. Roach that the royal palms should be replaced. Mr. Jacobsen said that he could do that and believed that the homeowner would be fine with that as well, since they were taken out in error, but he wanted to discuss it with the homeowner. After more discussion, it was decided to go ahead with landscaping in the back and then bring the updated plan back to the staff for approval, so as not to prolong the process and have to wait another month for ARPB meeting. Mr. Roach made a motion that the royal palms, which were removed inadvertently, are to be replaced with either two royal palms in the center and one on the east side or potentially one royal palm in the center and one on the east side as long as the flow of the street maintains the same character and matching in height of the former trees as close as possible. Mr. Dockerty seconded the motion and all voted AYE at roll call. VII. Items by Staff. A. Town Manager 1. Mr. Greg Dunham reported that they had brought the construction deadline issues from the last ARPB meeting before the Commission and it was agreed that Staff Attorney Nazzaro would work on drafting an Ordinance that is more specific to the Town of Gulf Stream for Commission review at next month’s meeting. The Ordinance regarding sodding, irrigation and maintenance of empty lots will be revised and brought before the Commission in February, he said. VIII. Items by Board Members.
