FLORIDA ON , IN THE WILLIAM F. KOCH, JR. COMMISSION CHAMBERS OF THE TOWN HALL, 100 SEA ROAD, GULF STREAM, FLORIDA. I. Call to Order. Chairman, Thomas Smith called the meeting to order at 8:35 A.M. II. Roll Call. Minutes of the Regular Meeting and Public Hearing 1-24-19. Vice Chairman Murphy moved and Board Member Smith seconded the motion to approve the minutes of January 24, 2019 and all voted AYE at roll call. IV. Additions, withdrawals, deferrals, arrangement of agenda items. There were no changes to the agenda. V. ANNOUNCEMENTS. A. Meeting Dates 1.Regular Meeting & Public Hearing a. July 25, 2019 at 8:30 A.M. b. No August meeting c. September 26, 2019 at 8:30 A.M. d. October 24, 2019 at 8:30 A.M. e. To Be Determined f. To Be Determined Chairman Smith called attention to the future meeting dates. Vice Chairman Murphy stated he will be unable to attend the September meeting. VI. PUBLIC HEARING. A. Declaration of Ex-Parte Communication There was no ex-parte communication. B. Administer Oaths The Town Clerk administered the Oath to Mark Marsh and Fredy Polania. C. Applications for Development Approval 1. An application submitted by Peter Codispoti of Town Management Services, LLC as agent for Hunter J. Smith, owner of property located at 1919 N. Ocean Blvd, Gulf Stream, Florida 33483, legally described as Lot 1 William H. Evans Subdivision, Town of Gulf Stream, Palm Beach County, Florida as recorded in Plat Book 53 at Page 48 of the Public Records of Palm Beach County, Florida. Minutes of ARPB Regular Meeting & Public Hearing Held 7-3-19 @ 8:30 A.M. a. N. OCEAN OVERLAY REVIEWS to install a new driveway gate with the driveway apron to be resurfaced in new Chicago Brick. b. LEVEL II ARCHITECTURAL/SITE PLAN to install a new driveway gate and two pedestrian swing gates with the driveway apron to be resurfaced in new Chicago Brick. Mr. Mark Marsh, of Bridges, Marsh & Associates, made the presentation for TMS, as he was the architect for this property. Mr. Marsh showed pictures through PowerPoint and stated it was pretty straightforward with the gates matching the Chippendale elements on the house. Vice Chairman Murphy asked if there had been any comments from the neighbors to which Town Clerk Taylor answered there had been none. Vice Chairman Murphy made a motion to approve a North Ocean Boulevard Overlay Permit based on the finding that the installation of a new driveway gate and the resurfacing of the driveway apron in new Chicago Brick will neither destroy nor seriously impair desirable visual relationships among buildings, landscape features and open space, nor introduce incompatible landscape features or plant material that destroys or impairs significant views or vistas within the North Ocean Boulevard Overlay District. Board Member Smith seconded the motion with all voting AYE. Vice Chairman Murphy made a motion to approve a Level II Architectural/Site Plan based on a finding that the installation of a new driveway gate, the resurfacing of the driveway apron in new Chicago Brick and the installation of two new pedestrian swing gates (outside of the North Ocean Boulevard Overlay District) will neither destroy nor seriously impair desirable visual relationships among buildings, landscape features and open space, nor introduce incompatible landscape features or plant material that destroys or impairs significant views or with the vistas within the North Ocean Boulevard Overlay District following conditions: 1.Any minor modifications in the approved landscaping shall be submitted to the Town Manager for review and approval and any major modifications shall be brought back to the ARPB for review and approval, prior to commencement of landscaping. 2.Prior to the issuance of a Certificate of Occupancy the owner of the property shall prepare and sign a Gulf Stream Driveway Removal Agreement. Board Member Smith seconded the motion with all voting AYE. 2. An application submitted by Mark Marsh of Bridges, Marsh & Associates, as agent for Mr. & Mrs. George Hoskins, owners of property located at 2900 Gulf Stream Road, Gulf Stream, Florida 3483, legally described as Lot 15, Gulf Stream Properties, according to the Plat thereof, as recorded in Plat Book 18 Page 27 of the Public Records of Palm Beach County, Florida for the following: a. SPECIAL EXCEPTION to extend an existing Non-conforming wall that encroaches 13.4 ft. into the 20 ft. rear setback. b. LEVEL 2 ARCHITECTURAL/SITE PLAN REVIEW to permit the 2 Minutes of ARPB Regular Meeting & Public Hearing Held 7-3-19 @ 8:30 A.M. addition of a bedroom and bathroom to an existing one-story, single family, Bermuda style dwelling, and the addition of a front door entry, a total of 417 Sq. Ft. Mr. Mark Marsh, of Bridges, Marsh & Associates, explained the desire of the Hoskins to add a third bedroom to their home. He had a PowerPoint presentation showing the home and how they were wanting a special exception to extend the non-conforming wall that encroaches into the rear setback. A new front door addition would also be added as the present door is very small, he said. Mr. Marsh explained that everything would flow together to keep the beauty of the Bermuda cottage style. Town Clerk Taylor stated there had been no comments from any of the neighbors. Vice Chairman Murphy made a motion to approve aspecial exception to extend an existing non-conforming wall that encroaches 13. 4 ft. into the 20 ft. rear setback. Board Member Smith seconded the motion with all voting AYE. Vice Chairman Murphy made a motion to approve a Level II Architectural/Site Plan based on a finding that the addition of a bedroom and bathroom to an existing one-story, single-family Bermuda style dwelling, and the addition of a front door entry for a total of an additional 417 sq. ft. meets the intent of the Design Manual and applicable review standards with the following conditions: 1. Any minor modifications in the approved landscaping shall be submitted to the Town Manager for review and approval and any major modification shall be brought back to the ARPB for review and approval, prior to commencement of landscaping . Board Member Smith seconded the motion with all voting AYE. 3. An application submitted by Fredy Polania of Randall Stofft Architects as agent for Scott and Beata Galloway, owners of property located at 1535 N. Ocean Blvd., Gulf Stream, Florida 33483, legally described as a portion of the north 100 feet of the south 168 feet of Govt. Lot 1 of Sec. 10, Township 46 south, Range 43 east, Palm Beach County Florida, lying east of the easterly right-of-way line of N. Ocean Blvd. a. NORTH OCEAN OVERLAY PERMIT to permit installation of a pair of 16.5 ft. x 6.5 ft. entry gates comprised of horizontal pre- engineered wood slats surrounded by a metal frame with the color of the gates to match the approved garage doors, and a 6” stone cap on top of the existing concrete wall and columns. b. LEVEL II ARCHITECTURAL/SITE PLAN to permit installation of a pair of 16.5 ft. x 6.5 ft. entry gates comprised of horizontal pre-engineered wood slats surrounded by a metal frame with the color of the gates to match the approved garage doors, and a 6” stone cap on top of the existing concrete wall and columns. Mr. Fredy Polania of Randall Stofft Architects stated that the Galloway’s were requesting a new entry gate because the previous gate was broken and dilapidated. They wanted to incorporate a new design that matched their home. He stated it was just out with the old, in with the new, with black and brown tones. 3 Minutes of ARPB Regular Meeting & Public Hearing Held 7-3-19 @ 8:30 A.M. Vice Chairman Murphy made a motion to approve a North Ocean Boulevard Overlay Permit based on the finding that the installation of a pair of 16.5 ft. x 6.5 ft. entry gates will neither destroy nor seriously impair desirable visual relationships among buildings, landscape features and open space, nor introduce incompatible landscape features or plant material that destroys or impairs significant views or vistas within the North Ocean Boulevard Overlay District. Board Member Smith seconded the motion with all voting AYE.
