SUBJECT: RELEASE OF SECURITY FOR PARCEL MAP NO. 071195 FOR
SANITARY SEWER IMPROVEMENTS AT 5324-5328 WELLAND
AVENUE
RECOMMENDATION:
The City Council is requested to:
a) Approve the work that has been completed and accept the sanitary sewer
improvements for public use; and
b) Authorize the release of the security in the amount of $42,600 for Parcel Map No.
0711 95.
BACKGROUND:
1. On May 17, 2012, the developer (i .e., Sun Homeland, Inc., 308 South First
Avenue, No. G, Arcadia, CA 91 006) submitted a security deposit (i.e., Surety
Bond) in the amount of $42,600 for a sanitary sewer improvement permit for
Parcel Map No. 071195. The security deposit was provided to insure that the
sanitary sewer improvements were completed by the developer.
2. On May 22, 2014, the City was notified by Los Angeles County Department of
Public Works, that the sanitary sewer improvements were completed and
inspected and found to be in compliance with the approved plans.

ANALYSIS:
When a developer is proposing a subdivision in the City, a security deposit (e.g.,
Certificate of Deposit, Surety Bond, Check) must be submitted to insure that required
improvements (e.g., sanitary sewer, water system, street tree, and/or road
improvements) are completed in accordance with approved plans. After the
improvements are completed by the developer, the City is notified by Los Angeles
County Department of Public Works that the improvements have been completed,
inspected , and found to be in compliance with the approved plans. Then, the City
Council must approve the work that has been completed, accept the improvements for
public use and maintenance, and approve the release of the deposited security.
CONCLUSION:
The developer (i.e., Sun Homeland, Inc. 308 South First Avenue, No. G, Arcadia, CA
91 006) submitted a security deposit (i.e., surety bond) in the amount of $42,600 to
ensure that sanitary sewer improvements were completed at Parcel Map No. 071195.
The Los Angeles County Department of Public Works notified the City that the sanitary
sewer improvements were completed, inspected and found to be in compliance with the
approved plans (Attachment "A"). Hence, the City can approve work as completed,
accept the sanitary sewer improvements for public use, and release the security
deposit.
FISCAL IMPACT:
This item does not have an impact on the Fiscal Year (FY) 2014-15 City Budget.
