BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND. INDIANA. JANUARY 22. 1987
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session January
2 22, 1987 at the hour of 9:00 A.M. in the Municipal Building in said City. Ms. Silberstein presided with
3 Mr. Brown and Mr. Willis in attendance. The following business was had to-wit:

5 APPROVAL OF MINUTES OF JANUARY 15. 1987 •

7 Mr. Brown moved to approve the minutes of the previous meeting as prepared, seconded by Mr. Willis
8 and on unanimous voice vote the motion was carried.

10 APPROVAL OF CLAIMS FOR PAYMENT

12 Mr. Brown moved to approve claims for payment in the amount of 893,693.34, seconded by Mr. Willis
13 and on unanimous voice vote the motion was carried.

17 PLANNING.PERMITS AND INSPECTION

19 Weights and Measures Monthly Report

21 The Weights and Measures Monthly Report for December 16, 1986 through January 15, 1987 was
22 presented. The report showed a total of 668 inspections being made. Weights and Measures Inspector,
23 Dana Lewis also reported on a training school where she received certification for Module 2 (electronic
24 computing scales) testing.

26 Ms. Silberstein extended the congratulations of the Board on the certification.

28 Mr. Brown moved to accept and file the Monthly Report of Weights and Measures, seconded by Mr.
29 Willis and on unanimous voice vote the motion was carried.

33 SET DATE FOR EXECUTIVE SESSION FOR GRIEVANCE NO.8-1986

35 Mr. Brown moved to set January 29, 1987 at 9:30 A.M. as the date and time for an Executive Session
36 of the Board of Public Works and Safety regarding personnel matters subject to Grievance No. 8-1986
37 filed by William Smith through Local 1408, seconded by Mr. Willis and on unanimous voice vote the
38 motion was carried. The meeting will be held in the Board of Works Room.

40 DEFAULT ISSUE OF PEG CHANNEL .

42 Ms. Silberstein read the following recommendation of the Richmond Telecommunications Council:

44 The Telecommunications Council, at its meeting of January 8, 1987, unanimously voted to
45 recommend the Board. of Public Works and Safety of the City of Richmond release Clearview
46 Cable TV from the default issue on a public channel covenant expressed in the Notice of
47 Default dated January 17, 1985.

49 The Telecommunications Council makes this recommendation based on the Agreement for the
50 PEG Channel having been executed by the City and Clearview Cable.

52 Ms. Silberstein recommended the Board accept the recommendation and release Clearview Cable from
53 this default issue.

55 Mr. Willis moved to release Clearview Cable TV from the default issue regarding the public channel
56 covenant in the Franchise Agreement, seconded by Mr. Brown and on unanimous voice vote the motion
57 was carried.

59 Ms. Silberstein stated the Board would notify Clearview of the release of the default issue.
