SUBJECT: APPOINTMENT OF MEMBERS TO THE GENERAL PLAN ADVISORY
COMMITTEE (GPAC)
RECOMMENDATION:
The City Council is requested to appoint members to serve on the General Plan
Advisory Committee (GPAC).
BACKGROUND:
1. On April 21 , 1987, the City Council adopted the General Plan for the City of Temple
City.
2. On June 4, 2013, the City Council approved the Fiscal Year (FY) 2013-14 City
Budget which included a $750,000 appropriation to update the City's General Plan
as well as $650,000 to prepare a specific plan for the area surrounding the
intersection of Rosemead Boulevard and Las Tunas Drive (Route 19 Village Specific
Plan).
3. On June 24, 2013, the City released a request for proposal (RFP) to update the
City's General Plan and conduct the associated environmental review. This RFP
identified the creation of the GPAC.
4. On October 15, 2013, City Council approved a contract with The Planning Center 1
DC&E in the amount of $1 ,159,049 for an update to the General Plan, creation of
the Route 19 Village Specific Plan, update to the Zoning Code, and the associated
environmental review.
5. On April 1, 2014, the City Council considered and continued the formation of the
GPAC and appointment of members to allow for Councilmembers to add additional
names to be considered for appointment to the GPAC.

6. On May 6, 2014 the City Council formed the GPAC and approved the Committee's
by-laws.
ANALYSIS:
The Temple City General Plan Update known as the "Temple City 2050 Mid-Century
Plan" is an opportunity to plan the future of Temple City by establishing a vision of how
Temple City should develop over the next 35 years and creating the framework to
implement the vision. Combined with the update to the City's Zoning Code and the
creation of the Route 19 Village Specific Plan, this project provides an opportunity to set
the City on a path that will provide an improved quality of life and enhance Temple
City's reputation as a great place to live and work.
As part of the update process, the City Council established the GPAC consisting of up
to 13 residents to facilitate public participation and advise staff and our consultants on
community issues during the planning process for the General Plan Update and to
make recommendations to the Planning Commission and City Council on an updated
General Plan , a Route 19 Village Specific Plan, and an updated Zoning Code.
Staff's recommended appointees (Attachment "A") represent both residents and
businesses, and the proposed members represent the diverse interests in Temple City
and includes names suggested by individual Councilmembers. The City Council
requested additional information regarding the recommended members of the GPAC.
Staff received information from 1 0 of the 12 proposed members. The information
received is included as attachment "B". If the Council wishes to name any additional
members to the GPAC it would be appropriate to do so at this meeting.
CONCLUSION:
The appointment of members to the General Plan Advisory Committee will allow the
General Plan Update process to move forward and will provide a forum for public input
on the future vision for Temple City.
FISCAL IMPACT:
This item does not have an impact on the FY 2014-15 City Budget.

Having family and raise two children in Temple City for 22 years, this city has become my second home
town. It is certainly my children's home town. They have spent all their life here. They grew up in this city
attending schools and made all their friends here. My parents and two brothers and their families are also
Temple City residents. I am willing to get involved and help our city continue to improve and moving forward
not only for this generation but for the generations to come.

I am a long time licensed civil engineer and have been working 20 years with the los Angeles county and
1 year with a private engineering consultant firm. I am a mother of 3 children who were born and raised in
Temple City. 20 years living in the city, I have seen and experienced the city transforming into what
it is now. I am very proud of it and thankful to all the staff including the council members who have
contributed to the success. For this reason, I attended and completed the citizen academy training to learn
more. After weeks of informative lectures, I became very interested in serving to plan and/or transform the
City to the next level. I am confident my experience will be beneficial to the General Plan Advisory Committee.

STATEMENT OF INTEREST
I would like to participate in the general planning of my residence city, one that I have lived in since I was in
Junior high school, except for college and graduate law school for about eight years in the bay area.
I have liked living in Temple City since I was a child and as an adult I would like to continue the approximate
General planning, taking into consideration modern concerns, that has been in place since I was growing up
In Temple City.

Although I have lived in Temple City for almost 16 years, it wasn't until about a year-and-a-half ago when I started to
pay attention to the happenings in this place I now call "home." The more I am involved, the more I want to do. I
want to be one of those residents who proudly flaunt their 50+ years "in Town" signs. I want my kids to love Temple
City as much as I do and start their own families here. I want more people to know what a wonderful city we have
that we live in. That is why I want to be a part of the GPAC, because I want to take a more active role in the future of
our City for the sake of myself, my kids, and-last but not least -my fellow Temple Citians.

To aide City Council and/or City staff working on the General Plan, by sharing my personal insights and offering
informed recommendations in the interest of the those in our community to whom which I identify with, including but
not limited to the many wives, mothers, daughters, volunteers and caring neighbors throughout Temple City.
As a home owner I have a vested interest in the city's continued success as it translates to higher property values and
serves to attract new business as well as to maintain the old, as without it, we have no means to prosper. I am very
interested in giving of my talents and my time to serve on the GPAC and assure each and every point brought before
the committee be thoroughly researched, questioned and discussed .... as Mayor Blum says, the tougher the questions,
the stronger the government.

The Citizens Academy 2013 curriculum presented an exciting vision for City of Temple City's future. The
purpose of the City·s General Plan Advisory Committee (GPAC) reflects an extremely challenging activity that
could provide positive outcomes (Socially, economically, environmentally and artistically). GPAC's purpose:
A. Make recommendations to the Planning Commission. B. Review completed work projects & reports.
C. Make recommendation on work projects. D. Build community support for the plans.
If the City Council should approve my appointment to the GPAC, I would be honored to serve.

STATEMENT OF INTEREST
Having lived in Temple City since 1992, I have seen its gradual transformation into one of the safest and most
desirable communities in the San Gabriel Valley. I have benefited greatly from growing up in our city and see
this as a golden opportunity for me to serve my city and give back to our community. Being a Professional
Civil Engineer at the largest Public Works organization in our country, I have technical skills in planning,
designing, and implementing a wide variety of public infrastructure that will benefit our General Plan
Advisory Committee. I also have a large professional network of resources that I can bring in to help our
GPAC.
