BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, DECEMBER 31, 1986
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session
2 December 31, 1986 at the hour of 9:00 A.M. in the Municipal Building in said City. Ms. Silberstein
3 presided with Mr. Brown and Mr. Willis in attendance. The following business was had to-wit:

5 BID OPENING FOR BULK PURCHASES OF GASOLINE AND FUEL OIL FOR 1987

7 Ms. Silberstein requested all bids be turned in for the bulk purchases of gasoline and fuel oil for 1987.

9 Having received all bids, Mr. Brown moved to close the bidding, seconded by Mr. Willis and on
10 unanimous voice vote the motion was carried.

12 Ms. Silberstein examined the Proof of Publication and found it to be in order. Mr. Brown moved to
13 receive and file the Proof of Publication, seconded by Mr. Willis and on unanimous voice vote the motion
14 was carried.

16 The following bids were received:

18 1. Warfield Oil Company, Inc. The bid was on the proper from, signed and notarized and
19 included a bond in the specified amount. The bid included Regular Gasoline by Transport at
20 .50 and Tank Wagon at .56. Unleaded Gasoline by Transport at .50 and Tank Wagon at
21 .56. Diesel Fuel Premium Grade #1 by Transport at .5890 and Tank Wagon at .6390,
22 Diesel Fuel Premium Grade #2 by Transport at .51 and Tank Wagon at .56, Diesel Fuel
23 Regular Grade #1 by Transport at .5890 and Tank Wagon at .6380, Diesel Fuel Regular

33 2. Wayne County Farm Bureau. The bid was on the proper form, signed and notarized and
34 included a bond in the specified amount. The bid included Regular Gasoline by Transport
35 at .489 and Tank Wagon at .529, Unleaded Gasoline by Transport at .479 and Tank Wagon
36 at .519, Diesel Fuel #1 by Transport at .538 and Tank Wagon at .578, Diesel Fuel #2 by

55 Ms. Silberstein stated that the bids would be available for inspection in the Office of the City Clerk
56 immediately following the meeting.

58 Mr. Brown moved to refer the bids for the bulk purchases of gasoline and heating fuel to the Public
59 Works Department and the Purchasing Department for evaluation and recommendation, seconded by Mr.
60 Willis and on unanimous voice vote the motion was carried.

62 CONTINUATION OF UNSAFE BUILDING HEARING AT 820 NORTH 18TH STREET

64 Ms. Silberstein opened the continued Unsafe Building Hearing on property located at 820 North
65 18th Street pursuant to an Order issued to Louis and Lynda Robinson. Ms Silberstein noted that the

1 hearing had been continued from November 13, 1986 to November 26, 1986 and then continued to
2 December 31, 1986 in order that details could be worked out on possible sale or for a schedule of
3 repairs if the property was not sold. Ms. Silberstein stated that all proper notificaton had been made
4 on the originally scheduled hearing.

6 There were no persons present to speak in favor of the Order.

8 Ms. Silberstein gave opportunity for interested parties to speak.

10 Mrs. Myrtle Robinson of 3692 Test Road, informed the Board that she had Power of Attorney from her
11 son over the property and that she now has a purchaseer, but the sale has not been settled due to the
12 holidays.

14 Mr. Willis asked if the person purchasing the property knows the work involved to repair the structure
15 to code and Mrs. Robinson stated that he is aware of the work needed.

17 Ms. Silberstein asked what kind of commitment had been made for the purchase and Mrs. Robinson
18 stated that she had nothing in writing, but that he did want to purchase the property.

20 Mr. Willis asked if it was possible to get an Offer to Purchase to the Board by the next regular meeting,
21 so the Board could act on the order pending against the property and to begin working with the possible
22 new owner.

24 Mrs. Robinson stated that was possible and she knew the buyer had spoken with Mr. Dooley about the
25 needed repairs.

27 Mr. Willis stated he would like to table the hearing for one (1) week to see a signed Offer to Purchase.

29 Ms. Silberstein stated that the hearing had been tabled several times and it was the intent of the Board
30 to get the structure rehabilitated or torn down.

32 Mrs. Robinson informed the Board that the structure was sealed.

34 Mr. Willis stated that it was still a hazard as long as it remained vacant as far as fires and being an
35 attractive nuisance for children and transients.

37 Mr. Brown stated he felt the Board must have the Offer to Purchase by the next meeting.

39 Ms. Silbertein stated that the Board did need to talk to the possible buyer as a matter of courtesy and it
40 would be nice if that person could be in attendance at the next meeting. She stated that if Mrs. Robinson
41 could not be in attendance, she would need to keep in contact with the Planning Office.

43 Mr. Willis stated that the Board was going to act on the Order at the next meeting for the structure to
44 be repaired or demolished.

46 Mr. Willis moved to continue the hearing on the unsafe structure located at 820 North 18th Street to
47 January 8, 1987 at 9:00 A.M., seconded by Mr. Brown and on unanimous voice vote the motion was
48 carried.

50 APPROVAL OF MINUTES OF DECEMBER 31, 1986

52 Mr. Brown moved to aprove the minutes of the previous meeting as prepared, seconded by Mr. Willis
53 and on unanimous voice vote the motion was carried.

55 APPROVAL OF CLAIMS FOR PAYMENT

57 Mr. Brown moved to approve claims in the amount of 717,90.48 for payment, seconded by Mr. Willis
58 and on unanimous voice vote the motion was carried.

62 RESIDENTIAL HANDICAPPED PARKING SPACE AT 101 NORTH 16TH STREET

64 The request of Mr. Raymond Killion of 101 North 16th Street for a residential handicapped parking
65 space was presented to the Board. Mr. Killion has Permit No. 47220 with an expiration date of June
66 19, 1990.

1 Captain Williams stated that the request met the guidelines and he recommended approval.

3 Mr. Brown moved to approve the request for a handicapped parking space at 101 North 18th Street,
4
5 seconded by Mr. Willis and on unanimous voice vote the motion was carried.

10 Award Bid for Installation of Traffic Signal at U.S. 40 and Industrial Parkway

12 Mr. Willis stated that he had evaluated the bids received and that H.E. Henderson is a pre-qualified
13 company and had installed such items as guardrails forthe State, but had not installed a traffic signal.
14 Mr. Willis said that H.E. Henderson was the low bidder and he recommended they be awarded the bid
15 subject to State approval. Mr. Willis requested that the award also include that if the State does not
16 approve H.E. Henderson, the bid of the second lowest bidder (Delp Electric) be held in reserve for ten
77 (10) days for possible award to them.

19 Mr. Willis moved to award the bid for the installation of the traffic signal at the intersection of U.S. 40
20 and Eastern Indiana Industrial Parkway to H.E. Henderson at a bid price of 24,562.00 subject to
21 approval by the State, with the bid of Delp Electric being held in reserve for ten (10) days as the second
22 lowest bidder, seconded by Mr. Brown and on unanimous voice vote the motion was carried.

24 Mr. Willis stated the project should be completed by mid-January.

26 POLICE DEPARTMENT

28 Police Chief Nimitz stated that there would be extra radar units on the road for the New Years Eve
29 celebrations. He ask the press to bring attention to the problem of drunk driving and that there will be
30 extra officers on duty. Chief Nimitz indicated that the "desiganted driver" is a good idea since he is
31 unaware of any offering rides.

35 Approval of Clearviw Cable Subscriber Survey

37 Ms. Silberstein explained that a survey had been developed for subscribers of Clearview Cable as a
38 result of a meeting with Mr. Lee Endicott, Mr. Cody and representatives of the Telecommunications
39 Council. She stated that the Board had been asked to endorse the suvey as the Franchise Agreement
40 holder for the City. Ms. Silberstein said that they need to move quickly since the survey will be sent
41 out in the next billing to be received back by February 15, 1987 for results to be issued by March 1,
42 1987.

44 Ms. Silberstein said that the survey only concerns over the air stations and not satellite services. She
45 said that she is not entirely satisfied, but it is a positive step to respond to public preference.

47 Mr. Brown stated he felt it would be helpful for the public to have knowlege of weekly line-up of shows
48 to assist with the survey.

50 Mr. Brown moved to approve endorsement by the Board of Public Works and Safety of the survey for
51 subscribers of Clearview Cable concerning choices of over the air stations, seconded by Mr. Willis and
52 on unanimous voice vote the motion was carried.

54 Ms. Silberstein stated she was pleased that the PBS station would be retained in the lower band.

56 INTRODUCTION OF STUDENTS IN ATTENDANCE

58 Ms. Janelle Wetzel, Mr. Kara Smith and Ms. Marla Fulton, government students from Centerville, were
59 in attendance at the Board meeting. The Board introduced themselves for the students and gave a brief
60 explanation of the duties of the Board of Public Works and Safety.
