CALL TO ORDER CITY COUNCIL TEMPLE CITY, CALIFORNIA SPECIAL MEETING June 25, 2()14 Mayor Blum called the Special Meeting t<?order at 7:10 a.m. 2. ROLLCALL AGENDA ITEM 7.A-1. PRESENT: Councilmember-Sternquist, Vizcarra, Yu, Chavez, Blum ABSENT: Councilmember-None ALSO PRESENT: Interim City Manager Penman, Deputy City Clerk Bonus, Community Development Director Forbes, Public Safety and Services Manager Sahagun, and Public Safety Supervisor Ariizumi 3. PUBLIC COMMENTS-None . Councilmember Yu left the meeting at 7:1~ a.m. 4. NEW BUSINESS A. INTRODUCTION OF CAPTAIN DONNIE L. MAULDIN Captain Mauldin provided a brief introduction of himself followed by Staff. B. NOTIFICATION PROTOCOL FOR IMPORTANT INCIDENTS FROM LOS ANGELES SHERIFF DEPARTMENT TO CITY STAFF AND CITY COUNCILMEMBERS Interim City Manager Penman requested clarification regarding notifying the City Council of minor incidents that occur in the City . .. Mayor Pro Tern Chavez requested for the City Council to receive notification via email. C. INCREASED PATROL ON ROSEMEAD BOULEVARD Public Safety and Services Manager clarified the damage on Rosemead Boulevard totaled to six trees and four signs. City Council June 25, 2014 Page 2 of 4 Councilmember Sternquist requested the consideration of providing a reward for reporting vandalism occurring on Rosemead Boulevard to be considered by Rosemead Boulevard lmprovementStanding Committee. D. ENFORCEMENT AND PUBLIC OUTREACH FOR 4TH OF JULY Councilmember Sternquist requested the Sheriff's Department to follow up on the properties surrounding Camellia Avenue to verify the discharge of illegal fireworks. Sergeant Miranda stated that Sheriffs Department will patrol the City and remind residents regarding the use of illegal fireworks. Public Safety and Services Manager Sahagun explained that posters are currently being made and provided to the fireworks stands informing the residents of the newly adopted policies. 5. UNFINISHED BUSINESS A. CALIFORNIA HIGHWAY PATROL ACTIVITY WITHIN THE CITY OF TEMPLE CITY Presenter: Sergeant Miranda Sergeant Miranda provided an update regarding California Highway Patrol activities in the City. B. SERVICES PROVIDED TO TEMPLE CITY UNIFIED SCHOOL DISTRICT BY THE CITY AND LOS ANGELES COUNTY SHERIFF DEPARTMENT Presenter: Public Safety and Services Manager/ Sergeant Miranda Public Safety and Services ManagefSahagun provided an overview of the City's expenses regarding the amount of time and money used for the services of the Sheriff's Department provided to Temple City Unified School District. Interim City Manager Penman shared his previous experiences in other cities regarding the payment for the use of crossing guards. Mayor ProTem Chavez requested to add an item to the agenda for the next Temple City Unified School District (TGUSD) meeting with the City of Temple City regarding the services provided to TCUSD by the City and the Sheriff's Department. City Council June 25, 2014 Page 3 of4 C. INFORMATION REGARDING,:POSTMAN INCIDENT Presenter: Sergeant Miranda Sergeant Miranda provided an update regarding the postman incident. Councilmember Sternquist provided information regarding the postman. Mayor Blum directed the Sheriff's Department to look further into the incident and provide the status regarding the United States Postal Services procedure and protocol for incidents that occur. D. CITY POLICY REQUIRING A SPECIAL EVENT PERMIT FOR ALL EVENTS Presenter: Public Safety and Services Manager Public Safety and Services Manager Sahagun provided information regarding the use of the Special Event's Permit for the use of City Facilities and the use of staff. Mayor Pro Tern Chave:ireqa~ste'd .clarification regarding the proposed use of the Special Event's permits' for sports events. City Council requested staff to work on developing the policies for Special Events Permits including the use of facilities for sports. Mayor Pro Tern Chavez left the meeting at 7:59a.m. and returned at 8:01 a.m. 6. COMMUNICATIONS A. QUALITY OF LIFE Sergeant Miranda provided 01n update regarding improvements made to a property cleanup. Interim City Manager Penman requested City Council's direction regarding the level of maintenance of property desired in the City to maintain the quality of life. • · L. B. OPERATIONS (PROBATION/PAROLE) Sergeant Miranda provided ~rl bpdate regarding activities and operations that occurred in the City. C. TRAFFIC ISSUES (SCHOOLS/OTHER) City Council June 25, 2014 Page4 of 4 Sergeant Miranda provided an update regarding traffic issues in the City. D. CRIME AND TRAFFIC TRENDS Sergeant Miranda provided an update regarding crime and traffic trends in the City. E. PUBLIC OUTREACH ! NOTABLE ARREST(S) Sergeant Miranda provided an update regarding notable arrests made in the City. City Council requested staff and the Sheriff's department to follow up regarding any fees that can be recovered for the vandalism caused in the City. G. CRIME AND TRAFFIC SATISTICS Sergeant Miranda provided ar up?~te regarding crime and traffic statistics. H. UPCOMING EVENTS FOR JULY 2014 Sergeant Miranda provided an update regarding upcoming events that the Sheriff's Department will be patrolling. 7.
