CITY OF RICHMOND, INDIANA, DECEMBER 11, 1986
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met
2 in regular session December 11, 1986 at the hour of 9:00 A.M. in the Municipal
3 Building in said City. Ms. Silberstein presided with Mr. Brown and Mr. Willis
4 in attendance. The following business was had to-wit:

6 APPROVAL OF CORRECTED MINUTES OF DECEMBER 4, 1986

8 Ms. Silbertein recommended the following change be made to the minutes of December
9 4, 1986: page 1, line 10 - "excepted Offer" to "accepted Offer".

11 Mr. Brown moved to approve the minutes as corrected, seconded by Mr. Willis
12 and on unanimous voice vote the motion was carried.

14 APPROVAL OF CLAIMS FOR PAYMENT

16 Mr. Brown moved to approve claims in the amount of 1,504,892.29 for payment,
17 seconded by Mr. Willis and on unanimous voice vote the motion was carried.

19 PUBLIC REQUESTS AND COMMENTS

21 Jaycees Request for Grand Prix Go Kart Race for 1987
22
23 Ms. Silberstein read a request from Bill Hossman, President of the Richmond
24 Jaycees for the dates of June 6-7, 1987 and a rain date of July 11-12, 1987
25 to be approved for the Grand Prix Go Kart Race.

27 Ms. Silberstein stated that there were questions about the route, indemnity
28 agreement and insurance that would need to be addressed prior to any approval
29 and suggested the request be tabled until a reprsentative from the Jaycees
30 could be in attendance.

32 Mr. Brown moved to table the request from the Richmond Jaycees, seconded by
33 Mr. Willis and on unanimous voice vote the motion was carried.

39 Set Date to Receive Bids for Gasoline and Fuel Oil

41 Set Date for Regular Board of Works Meeting - December 31, 1986

43 Mr. Brown moved to set December 31, 1986 as the date for a regular meeting
44 of the Board of Public Works and Safety and to set December 31, 1986 at 9:00
45 A.M. as the date and time to receive bids for bulk purchases of gasoline Alai
46 fuel oil for 1987, seconded by Mr. Willis and on unanimous voice vote the motion
47 was carried.

51 Mr. Bronston announced that trade licenses are now available in the Planning
52 Office for electrical and heating contractors and they are 50.00 each and
53 they must have a 5,000.00 performance bond on file.

55 Mr. Bronston also announced that the Planning Department would be starting
56 data collection on the Master Plan update and there would be persons in the
57 various neighborhoods doing surveys . He said the cars should be
58 recognizable and they wanted to let the public know in order that they would
59 not be alarmed.

63 Amendment to 1986 Agreement between the City and the FOP

65 Ms. Silberstein presented an amendment to the 1986 contract between the City

1 and the Fraternal Order of Police. Ms. Silberstein stated the amendment
2 corrects a technical error in the longevity pay and correctly reflects the
3 formula being used.

5 Ms. Silberstein stated that the Board can approve the amendment conditioned111
6 upon the approval by the Fraternal Order of Police.

8 Mr. Willis moved to tentatively approve the Amendment to the Contract between
9 the City and the Fraternal Order of Police subject to approval by a vote of
10 the membership of the Fraternal Order of Police, seconded by Mr. Brown and
11 on unanimous voice vote the motion was carried.

13 Addendum No. 3 and Addendum No. 4 to Contract for 1987 between City and
14 Firefighters Local 1408

16 Ms. Silberstein presented Addendum No. 3 and Addendum No. 4 to the 1987 contract
17 between the City and Firefighters Local 1408. Ms . Silberstein stated the
18 addendums were for clarity for voluntary demotions and extra duty pay. Ms.
19 Silberstein stated the addendums had been worked out during negotiations and
20 would need to be approved and executed conditional upon acceptance by Local
21 1408 membership.

23 Mr. Willis moved to approve and execute Addendum No. 3 and Addendum No. 4 to
24 the 1987 contract between the City and Firefighters Local 1408 subject to
25 ratification by the membership of Local 1408, seconded by Mr. Brown and on
26 unanimous voice vote.

28 Mr. Brown asked about voluntary demotions and Ms. Silbertein stated it would
29 be done by seniority with a notice to the Chief and if there are no available
30 slots the firefighter would hold the rank of firefighter until the next
31 slot would be available through the bidding process .

33 Ms. Silberstein stated it would ensure there would not be more people than
34 slots available.

36 Trash Pick-up for Holidays

38 Mr. Willis announced that during the week of Christmas the regular trash pick
39 up would be missed on December 24, 1986 and would be picked up the following
40 week. He said the pickups scheduled for December 25, 1986 would be picked
41 up with Fridays route and finished up on Saturday the 27th.

43 Mr. Willis stated the same schedule would be followed for New Years Day.

47 There being no further business, on a motion duly made, seconded and passed
48 the meeting was adjourned.
