BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, NOVEMBER 20, 1986
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in
2 regular session November 20, 1986 at the hour of 9:00 A.M. in the Municipal Building
3 in said City. Ms . Silberstein presided with Mr. Brown and Mr. Willis in attendance.
4 The following business was held to-wit:

6 APPROVAL OF MINUTES OF NOVEMBER 13, 1986

8 Mr. Brown moved to approve the minutes of the previous meeting as prepared, seconded
9 by Mr. Willis and on unanimous voice vote the motion was carried.

11. APPROVAL OF CLAIMS FOR PAYMENT

13 Mr. Brown moved to approve claims for payment in the amount of 1,075,468.01,
14 seconded by Mr. Willis and on unanimous voice vote the motion was carried.

18 Recommendations on Unsafe Traffic Conditions
19
20 A letter was presented to the Board from Linda Dotson, Administrator of Heritage
21 House and Nancy Nicoletta, Administrator In Training for Heritange House
22 concerning the following traffic conditions : 1) Paint directional arrows on
23 traffic lanes at the intersection of National Road West and N.W. 5th Street,
24 2) Incorporate left turn arrow into signal system at intersection of U.S. 27
25 and Sim Hodgin Parkway and 3) Lower the speed limit on U.S. 27 North between
26 Waterfall Road and Interstate 70.

28 Ms. Silberstein asked about the jurisdictional control of these roadways and
III 29 Captain Ron Williams stated they were all under State control. He said that the.
30 turn signal at Sim Hodgin has been looked at and that he will submit a request
31 for painting at the intersection of National Road and N.W. 5th to the State.
32 Captain Williams commented that the speed limit on U.S. 27 North has been an issue
33 in the past and he will continue to pursue it, but the State has a different
34 attitude about moving traffic along a four (4) lane highway and believes that
35 reduced speed will create violators .

37 Ms. Silberstein stated that the Board appreciated the public input and they need
38 to find out who has jurisdictional control in order to properly address their
39 concerns.

45 Monthly Report

47 Mr.Brown moved to accept' and'-file :the monthly report of the Weights and Measures;:
48 Division of the Planning Department, seconded by Mr. Willis and on unanimous voice
49 vote the motion was carried.

53 Fire House No. 1 Re-roofing Contract

55 Ms. Silberstein read a memo from Mr. Barden indicating that Harold J. Becker Co. ,
56 Inc. has declined to do the re-roofing project on Fire House No. 1 and requested
57 arrangements be made for the next lowest bidder to perform the work.

59 Ms. Silberstein stated that Harold J. Becker Co. had declined the contract on
60 a matter of a misbid.

62 Mr. Willis moved to authorize the City Attorney to prepare the contract for the
63 re-roofing of Fire House No. 1 with Gentry Supply; seconded by Mr. Brown and on
64 unanimous voice vote the motion was carried.

1 Mr. Barden also commented that the bid.bond of Harold J. Becker Co. would also
2 be revoked.

4 Police Department - Traffic Division

6 Employee Handicapped Parking Space - South 3rd Street

8 Captain Williams requested the Board to approve the installation of am Employee
9 Handicapped Parking Space in the first block of South 3rd Street on the East side,
10 just South of the Utility Drive by the Welfare Department. Captain Williams
11 explained that the Welfare Department employs a handicapped employee who cannot
12 walk a long distance and the stall would allow access to the place of employment.

14 Captain Williams stated the enforcement will only be for the handicapped space
15 and will not guarantee this employee sole rights to the space. He added that
16 the signage will try to suggest that it is employee parking.

18 Mr. Brown moved to approve an employee handicapped parking space in the first
19 block of South 3rd Street, seconded by Mr. Willis and on unanimous voice vote
20 the motion was carried.

24 Intersection of S.W. 16th and National Road West
25
26 Ms. Silberstein read the following response to the proposal from the Indiana
27 Department of Highways to place the signal at S.W. 16th and National Road West
28 on flasher except during the hours of 7:30 A.M. to 8:30 A.M. and 2:30 P.M. to
29 3:30 P.M. :

35 In response to your correspondence of October 24, 1986 to Mayor Frank
36 Waltermann, in which you have proposed placing the traffic signal at U.S.
37 40 (National Road West) and S.W. 16th Street in Richmond on flash during
38 the hours of 3:30 p.m. -7:30 a.m. and 8:30 a.m. -2:30 p.m. daily, please
39 be advised that the City of Richmond hereby protests and objects to this
40 proposal.

42 While the change you have proposed would, at first appearance, address the
43 City's; concerns about school children crossing at that intersection, as
44 expressed to you in our earlier correspondence and in several petitions and
45 letters from citizens forwarded to your office, it is the City's position
46 that this change would actually create new dangers for school children crossing.
47 Under your proposal, with the light operating on flash at all times except
48 two hours on school days, there is a very real hazard that drivers would
49 become accustomed to the flashing operation and fail to stop when the
50 stoplight was operating and children were crossing.

52 Additionally, your proposal fails to address several other traffic safety
53 concerns previously communicated to you, which require the continued
54 existance of a stoplight at this location. Specifically these are:
55
56 1. The intersection of U.S. 40 and S.W. 16th Street, as currently
57 signalized, is one of the very few safe, signalized crossing points
58 for pedestrian traffic across U.S. 40. This pedestrial traffic includes
59 area residents who are not school children and who would not be crossing
60 during your proposed operational hours, and include many elderly persons,
61 all according to petitions previously forwarded to your office and public
62 comment received at the September 11, 1986 meeting of the Richmond Board
63 of Public Works and Safety, the minutes of which were also sent to you.
64 The signal at U.S. 40 and S.W. 18th Street is of virtually no use to
65 pedestrians, due to the high incidence of turning traffic at that "T"

1 intersection.

3 2. Again, the intersection of U.S. 40 and S.W. 16th Street is
4 specifically sought out and used by a great many of the large number
5 of residents in the residential areas both north and south of U.S.
6 40, as their only signalized assistance in intering or exiting U.S.
7 40.

9 3. The existing signal serves a useful secondary function in slowing
10 U.S. 40 traffic to near posted speeds in this particular congested
11 area.

13 In summary, the City of Richmond strongly objects to your proposal of October
14 24, 1986 and urges the Indiana Department of Highways to conduct such further
15 investigations of this intersection as may satisfy it, as the City and the
16 overwhelming majority of the citizens of the area are satisfied, of the
17 continued necessity of an operational stoplight at this location, with the
18 possible acceptability of flash operation during certain night, low-volume
19 hours.

32 Mr. Willis moved to approve, execute and forward the response from the Board of
33 Public Works and Safety of the City 'of Richmond to the Indiana Department of
34 Highways regarding the signalization of U.S. 40 and S.W. 16th Street, seconded
35 by Mr. Brown and on unanimous voice vote the motion was carried.

37 Energy Award to Lynn Johnstone
38 -•-39 Mr. Barden announced that the Chamber of Commerce Energy Committee had awarded
40 City Energy Director, Lynn Johnstone, the Energy Person of The Year Award.

42 Ms. Silberstein extended the congratulations of the Board to Ms. Johnstone.

44 Amendment to 1986 Fire Contract
45
46 Ms. Silberstein presented a proposed amendment to the 1986 contract between the
47 City of Richmond and the Professional Firefighters, Inc. Local 1408. The amendment
48 is in Article 29 - Seniority and is the deletion of a technicality. The amendment
49 strikes the sentence in the paragraph beginning with "Moving by seniority."
50 referring to the least senior member being appointed to the vacancy.

52 Ms. Silberstein added that the amendment can be approved by the Board subject
53 to the approval by the membership of Local 1408.

55 Mr. Brown moved to tentatively approve the amendment to the Professional Negotiation
56 Agreement between the City of Richmond and the Richmond Professional Firefighters,
57 Inc. , Local 1408 for 1986 subject to approval by the membership of Local 1408,
58 seconded by Mr. Willis and on unanimous voice vote the motion was carried.

60 Reschedule Regular Meeting of Board of Works to November 26, 1986

62 Ms. Silberstein stated that due to the Thanksgiving Holiday, it would be necessary
63 to reschedule the next regular meeting of the Board of Public Works and Safety.

1 Mr. Willis moved to set November 26, 1986 at 9:00 A.M. as the date and time for
2 the next regular meeting of the Board of Public Works and Safety, seconded by
3 Mr. Brown and on unanimous voice vote the motion was carried.
