HomeMy Public PortalAboutMandatory Pre-Bid Minutes and Addendum 2Mandatory Pre-Bid Meeting Town of Gulf Stream Overhead Utility Undergrounding Initiative Phase 1 - Project 2012/13-50 The Pre Bid Meeting was held at Town Hall on July 9, 2013 at 9:00AM Attendees: Danella Utility Construction, Inc.- Curt Landry Wilco Electrical – Raul Zamarrian Hypower Inc. - John Zoerhof Mastec, N. A. – Kevin Brickman F&H Electrical Contractors – Thomas Guida Horsepower Electric - Jeff Dubois Jordan High Voltage - Robert Smith Meeting began at 9:05 AM and concluded at 10:35 AM. Project 2012/13-50 Addendum Number 2 The Town will issue addendums weekly if necessary to document responses to questions raised by the potential proposers. Clarification questions will not be accepted after July 19, 2013, at 5:00 PM. Requests for Clarifications have been submitted as follows: 1. What size Comcast Pull Boxes will be required along State Road A1A? Answer: 45” x 28” x 15” Deep 2. Will the FDOT require concrete collars around pull boxes in the S. R. A1A RW? Answer: Yes, Include a 12” wide x 12” deep concrete collar around all pull boxes placed within the right-of-way of State Road A1A. 3. Can you provide the fixture information for the street Light poles and fixtures, sign ground lights, and post top lights? Answer: See Sheet SD1 4. Can you clarify the size of the street light conduit, 1.5” or 1”? 5. Answer: Street light conduits to Viper Arm Mounted Lights along State Road A1A are 1.5”. Street Lights serving Windsor Post Top Lights are 1”. 6. What will be expected relative to converting existing overhead FPL service meter cans and weather-heads to accommodate underground services relative to meter enclosures and weather-head conduits.? Answer: Contractor will remove weatherheads and cap the pipe 12 to 18 inches above the roof where the pipe extends thru and above the roof. Meter enclosures will be replaced if not capable to accommodate underground service cables and conduits. 7. In removing existing overhead primary risers, What work will be required relative to cable, shields, cable supports, fuse barrels, Jumpers, and fuse switches? Answer: Secondary FPL Risers will be removed from poles and riser pipes will be removed to a minimum of 6 inches below grade. 8. What work will be required relative to installing new primary risers relative to cable, riser shields, cable supports, jumpers, and switches? Answer: Our contractor will install the cable and shield up the pole, and if the switch is installed, terminate the cable in the bottom of the switch only if the line side switch jumper is not attached to the stirrup/primary line. 9. Who will energize the underground FPL facilities? Answer: FPL Crews at the point they connect to the existing primary lines, and the contractor at the installed transformers, switches, and capacitor banks. 10. When can the contractor not install Comcast and AT&T conduits to a home? Answer: Unless approved otherwise by the engineer, where the home has existing underground service cables that originate at a Comcast pedestal location. 11. Should the contractor talk with residents if approached? Answer: Yes, but report any unresolved resident concerns or issues to the engineer. 12. Is there a procedure for converting individual FPL services? Answer: Yes, provides for advance notification to residents, phase rotation checks, Voltage Checks, etc. Additional Information: A. Attached are drawing FDR with the general area where the local water system maintenance contractor suggest that you check for rock conditions. These locations may or may not represent all possible locations for such conditions, but only represent the information provided by one party who has worked in the area. B. Replace RFP original Page 45 of 81 with the attached Revised RFP Page 45 dated 7-18-2013 which reflects a daily penalty of “Two Thousand” dollars instead of the previously indicated “Four Thousand” dollars. C. Document “State of Florida Public Records Law” is included and provides newly enacted requirements for contractors working on governmental projects.
