Staff Recommendation:
A. Motion to recommend approval of Level III Architectural /Site Plan with the following
conditions:
1. The roof shall be redesigned to provide a distinction between stories and to break up
massive roofs created on the north, south and east elevation.
2. Additional native trees, shrubs and /or ground covers be added to the planting plan.
3. Patios, decks and pools shall have no elevation greater than 8" above grade. Spot
elevations shall be provided indicating that this condition has been met.
4. Pool safety barriers shall be installed to conform to current codes.
Suggested Modifications:
1) Replace arched window on north elevation with a rectilinear form with multi-panes.
2) Add same style shutters to side elevations to unify architectural detailing.
3) Utilize white, flat, cement tile roof.
Requirements that must be met prior to Building Permit:
1) A septic system must be approved by the Palm Beach County Health Unit.
2) Driveway Permit and a Gulf Stream Driveway Removal Agreement.
3) A Construction Traffic Management Plan shall be submitted for review and approval
by the Gulf Stream Police Department.
Considered During Review:
Section 70 -100 Roof and Eave Heights;
"Most structures in the town are characterized by simple roof designs with low to
medium eave heights and roof heights. This type of design emphasizes the horizontal
dimension of the structure while minimizing the vertical dimension". The proposed
roof appears very massive on the north, south and east elevations and therefore does
not comply with the intent of the manual.

"Maintaining an appropriate residential /human scale ". The roof system should be
separated to provide a distinction between stories and to break up massive roofs
created on the north, south and east elevations.
The eave heights, eave lines, roof features, and roof heights appear to be in compliance
with the code.

Staff received the professional assistance of Mr. Jon Carleen of Urban Design Studio in
preparing this report.
ARPB Date: October 25, 2001
Action: 5 -0 to recommend approval of Level III Architectural /Site Plan with the four
conditions listed on report. Of the three (3) suggested modifications, the applicant agreed to
one of them, to utilize white, flat, cement tile.
Town Commission Date: November 9, 2001
Action: 4-0 approval of Level III Architectural /Site Plan with the following conditions:
1. The design of the roof shall be that which was originally submitted with no separation
between stories.

Pursuant to Town Commission Policy, proposed plans for the orderly management of
construction related traffic and parking shall be submitted concurrent with an application
for Architectural /Site Plan Review or building permit. The plan must address the following:

The attached drawing shows the area of the roof that would have to be flat to change the front and rear
elevations as suggested. This would result in 1216 square feet of flat roof, which is 24°/6 of the total
roof area. As you know, the Gulf Stream Design Manual prohibits flat roofs of greater than 10% of the
total roof area. Furthermore, I believe that such a large area of flat roof would compromise the integrity
of the design, so even if albwed by the design manual, I would oppose changing the roof. However. I
do think the proposal to reduce the size and prominence of the entrance is valid and I will submit a
revised drawing shortly. Please thank the concemed Board member for his thoughtful attention to this
Project.
