BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA,MAY 29, 1986
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular
2 session May 29, 1986 at the hour of 9:00 A.M. in the Municipal Building in said City.
3 Mr. Brown presided with Mr. Willis in attendance. Ms. Silberstein was absent. The
4 following business was had to-wit:

6 APPROVAL OF MINUTES OF MAY 22, 1986

8 Mr. Willis moved to approve the minutes of the previous meeting as approved, seconded
9 by Mr. Brown and on unanimous voice vote the motion was carried.

11 APPROVAL OF CLAIMS FOR PAYMENT

13 Mr. Willis moved to approve claims in the amount of 484,562.75 for payment, seconded
14 by Mr. Brown and on unanimous voice vote the motion was carried.

16 PUBLIC REQUESTS AND COMMENTS

18 Approval for Temporary Street Closing - North llth Street - Wright
19
20 The Board received a request from Ms. Lucinda Wright to temporarily close the 900
21 block of North llth Sreet on May 13, 1986 from 1:00 P.M. to 9:00- P.M. for a family
22 celebration.

24 Mr. Willis moved to approve the temporary street closing of the 900 Block of North
25 llth Street on May 31, 1986 from 1:00 P.M. to 9:00 P.M. with the Street Commissioner
26 to provide barricades, seconded by Mr. Brown and on unanimous voice vote the motion
27 was carried.

29 Approval for Demonstration March for Pledge of Resistance

31 The Board received a request from Susan Lee Barton representing the Richmond Pledge
32 of Resistance to hold a demonstration march on Contra aid on June 1, 1986. The
33 itinerary included gathering at the Bethel AME Church at 12.30 P.M. for a
34 ceremony, leaving the Church at 1:05 PM to march north on 6th Sstreet to North A
35 Street to 12th Street and north to Townsend Center for a ceremony, leaving Townsend
36 Center at 2.05 PM to march east one block on North H Street to 13th Street and south
37 on 13th Street to North E Street and east on North E Street to Glen Miller where
38 they will close with a ceremony if allowed by the Park Board.

40 Mr. Brown indicated the march would use posters and an amplified guitar.

42 Lt. Jenkins of the Traffic Division stated he was not certain that they would be
43 able to provide an escort for the march, but they will try.

45 Mr. Willis moved to approve the request of the Richmond Pledge of Resistance for
46 a demonstration march on June 1, 1986 per request, seconded by Mr. Brown and on
47 unanimous voice vote the motion was carried.

49 Mr. Willis stated he would appreciate if the Traffic Division would assist for the
50 safety of the participants.

52 Request to Hold Demonstration for Society for Animal Protective Legislation

54 Ms. Bonnie Kernay of the Indiana Trap Force a member of the Society for Animal
55 Protective Legislation requested the Board to approve a demonstration for June 14,
56 1986 from 10:00 A.M. until 1:00 P.M. in the vicinity of S.W. 18th and National
57 Road West. The demonstration is to gain publicity for legislation restricting the
58 sale and use of steel-jaw, leg-hold traps .

60 Mr. Willis asked if they would be approaching cars in the traffic and Ms. Kerney
61 indicated they would be handing brochures to persons in cars as they pull in and
62 out of the shopping center at that intersection.

64 Mr. Barden stated the city would not be liable for any injuries and the Indiana
65 Trap Force would need to indemnify the City and hold it harmless from liability.

1 Ms. Kerney informed the Board that they would be willing to moved to another location
2 if the City desired.

4 Mr. Willis asked that the request be held for one week for details to be worked out.

6 Mr. Brown asked Ms. Kerney to contact the Traffic Division to work out details.

8 Mr. Willis moved to table the request of the Society for Animal Protective Legislation
9 for a demonstration for one (1) week, seconded by Mr. Brown and on unanimous voice
10 vote the motion was carried.

12 Approval for Shrine Parade

14 The request of the Tarum Shrine Club to hold their 27th Annual Shrine Day Parade
15 on August 9, 1986 was presented to the Board. The parade would start at 1:00 PM
16 and will last one and one-half (11/2) hours . The route would be from Glen Miller
17 Park west on Main Street to 16th Street, north on 16th to North A, west on North
18 A to 10th Street.

20 Lt. Jenkins indicated there was no problem with the request .

22 Mr. Willis moved to approve the request of the Tarum Shrine for a parade on August
23 9, 1986 per requested route, seconded by Mr. Brown and on unanimous voice vote the
24 motion was carried.

28 Report on Unsafe Building 1530 East Main Street

30 Mr. Dennis Bronston reported that Cox Excavating had started demolition of the unsafe
31 structure at 1530 East Main Street and was hoping to have the job completed within
32 fourteen (14) days.

34 MISCELLANEOUS BUSINESS

36 Complaint on Cable TV
37
38 Mr. Richard Mackey of 1619 E. Chester Road told the Board about a problem he was
39 having with Clearview Cable in getting service to his residence. Mr. Mackey was
40 informed that the Board only had jurisdiction over the City of Richmond and that
41 he should contact the County Commissioners for assistance.

43 Weed Control Enforcement

45 Mr. Bronston informed the Board and the public that the City is now enforcing the
46 weed control ordinance and that over 100 notices of violation have been sent and
47 orders to cut will be issued next week on properties that have not been cut. The
48 costs will be filed as a lien against the property owner.

50 Mr. Willis asked Mr. Bronston if plans were proceeding to assist persons such as
51 Mr. Burelison to make repairs to unsafe structure with the city providing the
52 materials and the owner working off the costs . Mr. Barden stated that he and the
53 Director of Administrative Services were working on problems with insurance, etc.

55 Lease for Property at 10th and Main Streets

57 Mr. Barden presented a lease between the City and Ferd Kurdy for the property located
58 on the N.E. corner of North 10th and Main Streets . The lease is for 1.00 a year
59 and will allow the City to clean up the area and can be terminated within fifteen
60 (15) days if the property is sold.

62 Mr. Willis moved to approve and execute the lease between the City and Ferd Kurdy
63 for the property located on the N.E. corner of North 10th and Main Streets, seconded
64 by Mr. Brown and on unanimous voice vote the motion was carried.
