HomeMy Public PortalAbout05-08-1986 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MAY 8, 1986 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular 2 session May 8, 1986 at the hour of 9:00 A.M. in the Municipal Building in said City. 3 Ms. Silberstein presided with Mr. Brown and Mr. Willis in attendance. The following 4 business was had to-wit: 5 6 APPROVAL OF MINUTES OF MAY 1, 1986 7 8 Mr. Brown moved to approve the minutes of the previous meeting as prepared, seconded 9 by Mr. Willis and on unanimous voice vote the motion was carried. 10 11 APPROVAL OF CLAIMS FOR PAYMENT 12 13 Mr. Brown moved to approve claims in the amount of 271,847.45 for payment, seconded 14 by Mr. Willis and on unanimous voice vote the motion was carried. 15 16 DEPARTMENT REQUESTS AND COMMENTS 17 18 Police Department 19 20 Presentation of Award to Freddie Bragg 21 22 Police Chief Joseph Nimitz presented an award to Freddie Bragg. Chief Nimitz 23 explained that Mr. Bragg is a civilian employee working in the Police Department and 24 the Department wanted to acknowledge Mr. Bragg's steady good work including long hours 25 and trustworthiness . 26 27 Mr. Bragg was presented a plaque by Chief Nimitz. 28 29 Ms. Silberstein added the congratulations of the Board and expressed her appreciation 30 for Mr. Bragg's work for the City. 31 32 Fire Department 33 34 April Monthly Report 35 36 The April monthly report of the Fire Department showed a total of 79 runs with a total 37 fire loss of 76,800.00. 38 39 Mr. Brown moved to accept and file the April monthly report of the Fire Department, 40 seconded by Mr. Willis and on unanimous voice vote the motion was carried. 41 42 Use of Municipal Parking Garage for Applicant Testing 43 44 Chief Harbin requested the use of the Municipal Parking Garage for agility testing of 45 applicants for the Fire Department. Chief Harbin requested using the Garage on May 10, 46 1986 from 8 A.M. until dark, May 11, 1986 from 8 A.M. until dark, May 12, 1986 from 47 5 P.M. until dark and May 13, 1986 from 5 P.M. until dark. Chief Harbin explained there 48 are 181 applicants that will be tested. 49 . 50 Mary Merchanthouse, Off Street Parking Manager, informed the Board that she had spoken 51 with the Chief about using the garage on May 10, 1986 from 8 A.M. to 10 A.M. and again 52 after 3 P.M. instead of all day in order to cause less interference with shoppers . 111 53 She also requested they use the 8th Street stairwell instead of the 7th Street stairwell 54 if.possible. 55 56 Chief Harbin stated that they would stop the testing if conflicts happened and 57 reconvene at a later time. He said he was not certain how many of the 181 candidates 58 would respond, but they had scheduled 60 for the 10th, 70 for the llth and 25 on both 59 the 12th and 13th of May. 60 61 Mr. Brown suggested that if there was a lot of interference in order to be fair to all, 62 they should consider using the garage on Wednesday also. 63 64 In response to Mr. Willis, Chief Harbin explained that they need to run the applicants 65 through the agility test as a first step to establish an eligibility list to draw from n Board of Works Minutes Cont 'd May 8, 1986 Page 2 1 in the future. 2 3 Ms. Sue Roberson, Director of Administrative Services, explained to the Board that 4 an eligibility list will be established to do hiring from in the future and State 5 Law sets two (2) years on the eligilibity list. 6 7 Ms. Silberstein asked if this was the only facility available to use for the agility 8 testing and Chief Harbin stated it was the only municipal facility he was aware of to 9 use. 10 11 There being no further discussion, Mr. Willis moved to approve the use of the Municipal 12 Parking Garage for Fire Department agility testing per times approved by the 13 off Street Parking Manager on May 10, 1986, May 11, 1986, May 12, 1986, May 13, 1986 14 and May 14th, 1986, seconded by Mr. Brown and on unanimous voice vote the motion was 15 carried. 16 17 Retirement of Mechanic Leroy Clopp 18 19 Chief Harbin presented the following request to the Board: 20 21 Board of Public Works and Safety 22 23 Master Mechanic LeRoy Clopp has submitted his letter of retirement and is 24 requesting that he be placed on pension effective May 1, 1986. 25 26 Mechanic Clopp completed 21 years service with the department February 15, 1986. 27 28 /s/ Dave Harbin 29 Fire Chief 30 31 Chief Harbin stated that the Pension Board had approved the retirement and the 32 minutes were enclosed. 33 34 Mr. Willis moved to approve the retirement of LeRoy Clopp effective May 1, 1986, 35 seconded by Mr. Brown and on unanimous voice vote the motion was carried. 36 37 Mr. Willis added the congratulations of the Board to Mr. Clopp for his many years of 38 dedicated service to the City of Richmond. 39 40 Promotion of Mike Parks to Mechanic 41 42 Chief Harbin requested the Board to approve the promotion of Mike Parks to the 43 position of Mechanic effective May 1, 1986. 44 45 Ms. Silberstein asked when the Chief received the letter of resignation of LeRoy Clopp 46 in the Mechanics position and Chief Harbin stated a couple of weeks ago. 47 48 Ms. Silberstein questioned why the Board was not requested to approve the retirement 49 sooner since now there was a week lost in filling the position. 50 51 Chief Harbin stated that he had been busy also with the 181 candidates and feels he 52 has progressed well. 53 54 Ms. Silberstein stated that she was concerned that the communications keep flowing i 55 a timely fashion since there are deadlines to meet on vacancies pursuant to an 56 Executive -Order of the Mayor. 57 58 Chief Harbin stated he did not consider the retirement final until the Pension Board 59 approved it on May 5, 1986. 60 61 Ms. Silberstein asked to see the bid sheet on Mr. Parks for the promotion to Mechanic 62 to make certain that the bid had been handled properly as a result of liability 63 incurred by other grievances. 64 65 Chief Harbin stated that Mr. Parks was the only bidder on this promotion. • 15q Board of Works Minutes Cont 'd May 8, 1986 Page 3 1 Ms. Silberstein asked when the bid sheets were passed out for the promotion to 2 mechanic and Chief Harbin stated it was bid six (6) months ago. and that Mr. Clopp II 3 had indicated he would stay with the department for a period of time if he was allowed 4 to work with his replacement. 5 6 Chief Harbin stated Mr. Parks was placed on temporary assignment after the bid. 7 8 Ms. Silberstein reminded Chief Harbin that the Board was authorized to make certain 9 the bid system was handled properly. 10 11 Mr. Willis stated that these policies do not speak well for a well managed organization. 12 13 Ms. Silberstein stated that she hesitates to act without seeing the bid sheet 14 because of the previous grievance. She was concerned about all employees eligible having 15 the opportunity to bid and was also concerned with bidding the position so far in 16 advance of an opening with regards to contract language stating that bidding would 17 begin when a vacancy or promotion exists and none existed. 18 19 Mr. Willis commented that a temporary position should have been bid and the position 20 should a be- rebid formally when the promotion occured. 21 22 Ms. Silberstein commented that the Board now has an Order to address this concern, but 23 she wanted to be certain with the bidding being six (6) months in advance. 24 25 Chief Harbin stated that he feels the position of mechanic is vital to the department 26 and this is his recommendation. 27 28 Ms. Silberstein commented there was a General Order issued in March regarding all 29 promotions, demotions, etc. being approved by the Board of Works in order to see that 30 all steps were being followed and she did not want to get in the position of approving 31 retroactively. 32 33 Mr. Willis moved to approve the promotion of Mike Parks to the position of Mechanic 34 for the Fire Department effective May 8, 1986 in light of the training received, his 35 seniority and documentation of the bid sheets by the Fire Chief, seconded by Mr. 36 Brown and on unanimous voice vote the motion was carried. 37 38 Planning Department 39 40 April Monthly Report — Building Division 41 42 The April Monthly Report of the Building Division of the Planning Department showed 43 a total of 156 permits issued at a total cost of 728,937.00 with two (2) buildings 44 being demolished. 45 46 Rose View Transit 47 48 Requests for National Transit Week Promotion 49 50 Ms. Janet Sams, Public Transit Manager, explained to the Board that May 11, 1986 through 51 May 16, 1986 was National Transportation Week and that Mayor Waltermann would be 52 proclaiming the week "Transit Week in Richmond". Ms. Sams stated that in order to III53 promote transit and increase ridership she requested approval of the Board for the 54 following: 55 56 1. Special Fare Day on May 14, 1986 for rides at .25e. 57 2. Sweepstakes drawings every day during the week with three (3) prizes 58 given each day. The prizes have been donated by local businesses. 59 3. An area blocked off on South 8th Street in front of the parking garage from 60 May 12, 1986 to May 16, 1986 from 8 A.M. to 3 P.M. for display of one of the 61 new buses. 62 63 Mr. Willis questioned using the area around the parking garage for display with the 64 agility testing going on during the same time period. Mr. Willis stated he preferred 65 that the inset at 8th Street and the Promenade be used for the display area. Board of Works Minutes Cont 'd May 8, 1986 Page 4 1 Captain Farmer stated that using the inset at 8th and Promenade poses less problems 2 with traffic. 3 4 Mr. Brown stated it was a good idea and felt it would help increase ridership. 5 6 Mr. Willis asked that it be made clear that Rose View employees were not eligible 7 for the drawings. 8 9 Mr. Brown moved to approve the request for Transit Week in Richmond consisting of the 10 Special Fare Day, Sweepstakes Drawings and the display of a new bus at the inset at 11 8th and Promenade, seconded by Mr. Willis and on unanimous voice vote the motion was 12 carried. 13 14 APPROVAL FOR RP&L TO REMOVE ALLEY LIGHT 15 16 Mr. Robert Hankosky, Distribution Engineer for RP&L, forwarded correspondence to the 17 Board requesting permission to remove a light located in the 1st alley north of the 18 Mall between North 7th and 8th Street. Mr. Hankosky stated in his letter that the 19 alley is very narrow and the light had been knocked down and since there were other 20 sources of light, RP&L was requesting to remove the light . 21 22 Mr. Brown moved to approve the removal of light ##3424 located in the 1st alley 23 north of the Mall between 7th and 8th Streets, seconded by Mr. Willis and on 24 unanimous voice vote the motion was carried. 25 26 GENERAL ORDER NO. 3-1986 - Fire Department 27 28 Ms. Silberstein explained that General Order No. 3 addresses concerns in the bid 29 procedure of the Fire Department pursuant to Article 29 of the contract. 30 31 General Order No: 3-1986 reads,_as 32 33 Bid Sheets for any promotion/demotion, or vacancy within classification, within 34 the Richmond Fire Department shall be circulated, and bids accepted, only after 35 such vacancy or opportunity for promotion/demotion exists in fact; except that 36 when such vacancy or promotion/demotion exists by reason of a member's written 37 and signed declaration of intention to vacate a rank or duty station, such bid 38 sheets may be circulated and bids accepted no sooner thatn seven (7) days prior 39 to the effective date stated in writing by such member. 40 41 Bid sheets for promotions/demotions and vacancies within classification shall be 42 circulated to each fire house and on each platoon by posting them at each fire 43 house for a period of seven (7) consecutive days . Such sheets shall state that 44 bids will be accepted by the Office of the Director of Administrative Services 45 of the City of Richmond until a stated definite date and time after the 46 expiration of such posting period. 47 48 The Fire Chief, through the Office of the Director of Administrative Services 49 shall be responsible for the preparation and distribution of the bid sheets to 50 the Battalion Chiefs, who shall in turn be responsible for the proper posting of 51 the bid sheets . The Battalion Chiefs shall sign, date and time the posting and 52 the removal of all bid sheets. for each respective fire house. 53 54 Mr. Brown commented that the order spells out exactly how it is to be handled and 55 clarifies the situation to correct past problems. 56 57 Mr. Brown moved to adopt General Order No. 3-198,6, seconded by Mr. Willis and on 58 unanimous voice vote the motion was carried. 59 60 ITEMS UNDER ADVISEMENT 61 62 5 K Run for Mental Health 63 64 The proposal for a 5 K run for Mental Health to be held on September 6, 1986 starting 65 at 9:00 A.M. and proceeding from Charles School around the area including S.E. Parkway i(o Board of Works Minutes Cont'd May 8, 1986 Page 5 1 Reeveston Road, Henley Road and South E Street. 2 3 Captain Farmer recommeded that the Board give tentative approval and that he did not 4 see any particular problems since the race would be starting before any traffic 5 rush and he would be able to provide traffic control with units in the area. 6 7 Mr. Willis moved to approve the request for the 5 K Run for Mental Health to be held 8 on September 6, 1986 starting at 9:00 A.M. on the proposed route, seconded by Mr. Brown 9 and on unanimous voice vote the motion was carried. 10 11 PUBLIC REQUESTS AND COMMENTS 12 13 10 K Run for Rose Festival 14 15 Ms. Rhonda Duning, race director, requested permission from the Board to use certain 16 designated City streets for a 10 K run in connection with the Richmond Area Rose 17 Festival. The run would be on June 28, 1986 starting at 8 A.M. Ms. Duning also . 18 requested the Board to block the service drives leading to 7th Street between:iNorthuA 19 and South A during the time of the race (lz hours) and that pylons be placed on the 20 far north side lane of South L Street between 21st and 13th Streets. 21 22 Captain Farmer stated that this year he would be able to put Reserve Officers at the 23 alleys and service drives to assist in the traffic control and he indicated there 24 be volunteers and Police Officers along the route and very little traffic control 25 problems. 26 27 Ms. Silberstein requested a copy of the entry form to check for any liability 111 28 problems. Ms. Duning will provide a copy for the Board. 29 30 Mr. Willis moved to approve the request for the Rose Festival 10K Classic on June 28, 31 1986 starting at 8 A.M. per request submitted, seconded by Mr. Brown and on unanimous 32 voice vote the motion was carried. 33 34 Residential Handicapped Parking Space at 708 South 5th Street 35 36 The request of Raymond Godfrey for a residential handicapped parking space at hie 37 residence at 708 South 5th Street was presented and Captain Farmer recommended 38 approval of the request. Captain Farmer told the Board that Mr. Godfrey had indicated 39 that he had off street parking available, but the parking was not suitable for a 40 wheelchair and used the parking in front of the residence. 41 42 Mr. Brown moved to approve a residential handicapped parking space at 708 South 5th, 43 seconded by Mr. Willis and on unanimous voice vote the motion was carried. 44 45 Approval for Police Escort for Horse Drawn Vehicles - Conner Prairie 46 47 The request was presented` for an escort for horse drawn vehicles on U.S. 40 from 48 the Earlham entrance to the city limits. The date for the event is June 28, 1986 and 49 the escort would be needed that morning. for a project by Conner Prairie. 50 51 Captain Farmer stated it would be no problem and that he would have Reserve Officers 52 available to assist that day. III 53 54 Mr. Willis moved to approve escorts for horse drawn vehicles for Conner Prairie on 55 June 28, 1986, seconded by Mr. Brown and on unanimous voice vote the motion was 56 carried. 57 58 ADJOURNMENT 59 60 There being no further business, on a motion duly made, seconded and passed the meeting 61 was adjourned. 62 63 64 Susan Silberstein, President 65 ATTEST: Mary Merchanthouse, City Clerk
