HomeMy Public PortalAbout04-17-1986 I3S BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, APRIL 17, 1986 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session April 17, 1986 at the hour of 9:00 A.M. in the Municipal Building 3 in said City. Ms. Silberstein presided with Mr. Brown and Mr. Willis in attendance. 4 The following business was had to-wit: 5 6 UNSAFE BUILDING HEARING 7 8 1018 Butler Street - Accessory Building 9 10 Ms. Silberstein opened the Unsafe Building Hearing pursuant to an order issued on 11 March 28, 1986 to Roosevelt Brown on unsafe premises located at 1018 Butler Street. 12 13 The Order stated the following action be accomplished within thirty (30) days: 14 15 Removal of unsafe accessory building. 16 17 Ms. Silberstein requested determination that the owner of record had been duly notified 18 of the hearing. Mr. Barden stated Mr. Roosevelt Brown had been duly notified by 19 Certified Mail. 20 21 Ms. Silberstein requested the finding of fact and testimony in support of the removal 22 of the unsafe building. 23 24 The Clerk administered the oath lo give testimony to Mr. Dennis Bronston, Code 25 Enforcement Officer for the Planning Department. 26 27 Mr. Bronston informed the Board that the unsafe structure is an accessory building 28 with the roof caved in and debris all around the area. Mr. Bronston stated that Mr. I29 Brown has indicated that he wishes to repair the structure. Mr. Bronston said the 30 block structure is still sound, but roof, doors and windows need replaced. He also 31 told the Board that he had contacted Mr. Brown last year regarding the building. 32 33 Ms . Silberstein asked what the structure was used for and Mr. Bronston said it was 34 being used for storage and not as a garage. 35 36 Mr. John Brown stated that he had viewed the structure and didn't see how it could 37 be repaired. 38 39 There being no other testimony in support of the removal of the structure, Ms. 40 Silberstein read a letter directed to the Board from Mr. Roosevelt Brown. 41 42 I Roosevelt Brown live a 1018 Butler Street. I have gotten someone to repair 43 the garage on my property. I wil have the doors and the top took off and redone. 44 I am asking for your permission to do so. I have been away for a year the reason 45 it wasn't fixed before. I will wait until I hear from you before i continue 46 to work on it. So pleae let me know if you will give me time to fix it or if 47 . Roosevelt Brownvon an 62 unsafe accessory building located at 1018 Butler Street to read: The removal or repair 63 of unsafe accessory building within thirty (30) days of today's date, seconded by 64 Mr. Brown and on unanimous voice vote the motion was carried. 65 n4 Board of Works Minutes Cont'd April 17, 1986 Page 2 1 APPROVAL OF MINUTES OF APRIL 10, 1986 2 3 Mr. Brown moved to approve the minutes of the previous meeting as prepared, seconded 4 by Mr. Willis and on unanimous voice vote the motion was carried. 5 6 APPROVAL OF CLAIMS FOR PAYMENT 7 8 Mr. Brown moved to approve claims for payment in the amount of 271,454 .46, seconded 9 by Mr. Willis and on unanimous voice vote the motion was carried. 10 11 DEPARTMENT REQUESTS AND COMMENTS 12 13 Planning Department 14 15 Set Date for Unsafe'Building Hearing for Ten (10) Accessory Buildings 16 17 Mr. Bronston requested the Board set May 15, 1986 at 9:00 A.M. for unsafe building 18 hearings on accessory buildings located at: 115 North 14th Street, 256 S.W. 3rd 19 Street, 117-119 North 14th Street, 714 South 7th Street, 430 South 14th Street, 325 20 North 16th Street, 724 South 7th Street, 1118 Crosshall Street, 419 W. Main Street, 21 314 North 5th Street and 118 North 18th Street. 22 23 Mr. Bronston stated that the owners of the accessory buildings had been contacted 24 last year and no action has been taken on any of the buildings . 25 26 Mr. Brown moved to set May 15, 1986 at 9:00 A.M. as the date and time for unsafe 27 building hearings on the ten (10) accessory buildings. 28 29 Reset Hearing on Unsafe Premises Located at 519 South 10th Street 30 31 Mr. Bronston requested the Board reset the hearing date on unsafe premises located 32 at 519 South 10th Street from April 24, 1986 to May 1, 1986 due to the inability 33 to publish the Notice of Hearing in a timely fashion. 34 35 Mr. Willis moved to reset the hearing date on unsafe premises located at 519 South 36 10th Street to May 1, 1986 at 9:00 A.M. , seconded by Mr. Brown and on unanimous voice 37 vote the motion was carried. 38 39 Mr. Bronston stated that he would like to remind contractors , churches, etc. that 40 if they were doing construction needing a planning review by the State Fire 41 Prevention Bureau that there was a time lag of two (2) to three (3) weeks in 42 receiving approval and they should plan for this delay. 43 44 Park Department 45 46 Approval for Barricades at SWAC House for Tour Bus 47 48 Ms . Gwen Schroeder, Recreation Division Director for the Park Department, requested 49 permission from the Board to place barricades in front of the Senior Workers Action 50 Center at 306 South 10th Street on April 28, 1986 from 3:00 P.M. until the arrival 51 of a tour bus in order to insure a parking space for the vehicle. 52 53 Ms. Schroeder stated there is insufficient parking in the lot at the SWAC and the 54 persons arriving on the bus will be participating in activities at the Senior 55 Center. 56 57 Captain Farmer stated he had no problems with the request and it was only necessary 58 to barricade the parking lane on the street to provide a place to park the bus. 59 60 Mr. Willis moved to approve the partial barricading of the 300 Block of South 10th 61 Street on April 28, 1986 for parking for a tour bus, seconded by Mr. Brown and on 62 unanimous voice vote the motion was carried. 63 64 ITEMS UNDER ADVISEMENT 65 1/O Board of Works Minutes Cont'd April 17, 1986 Page 3 1 Blood Pressure, Pulse Rate and Respiratory Checking for Fire Dept. Agility Test 2 3 Ms. Silberstein explained that the Board was concerned that the Medical Profession 4 be involved for setting the procedure-for the checking of blood pressure, pulse rate 5 and respiratory rate for candidates for the Fire Department taking the agility test. 6 7 Fire Chief Harbin stated that he had contacted Aid Ambulance and they would have 8 staff personnel perform the checking as a public service to the community. He said 9 they would do three (3) checks, one prior to beginning, one after completion of the 10 first step and one immediately upon completion of the test. 11 12 Ms . Silberstein asked about testing to see how long it takes the rates to return to 13 normal. Ms. Silberstein also asked if we could get medical advise to set up the 14 testing itself. 15 16 Chief Harbin stated Aid did not take the position of being involved in the testing 17 nor did they want to set standards with so many variables. He said that the staff 18 at Aid is under a doctor's guidance. 19 20 Mr. Willis asked if a paramedic spotted a problem, would they seek advice and Chief 21 Harbin said they would notify the personnel doing the testing and were under 22 the guidance of physicians. 23 24 Ms. Silberstein stated that possibly she misunderstood the reasons for the checking 25 and thought the concern of Sue Roberson was to use the checking to see if the 26 applicants were pushing beyond their limits just for the testing. 27 I28 Chief Harbin stated they were doing an agility test and not a physical fitness test. 29 30 Mr. Brown asked if the paramedics said an applicant should not continue the testing 31 would they be stopped and Chief Harbin stated they would be stopped and would have 32 to have a statement from their physician stating that they were suitable for 33 retesting. 34 35 Ms. Silberstein brought up the request to use the parking garage on April 22, 23, 36 and 24 beginning at 8:30 A.M. for two (2) or three (3) hours each day for the 37 testing•.of active;Fire Department personnel( to establish norms for- the candidate 38 testing.: 39 40 Ms. Silberstein stated that precautions would have to be taken to block the doors 41 and elevators for the protection of the public . 42 43 Chief Harbin said that active personnel would be stationed at each landing. 44 45 Chief Harbin also asked about closing the alley north of the garage since they would 46 be using the northwest stairwell and did not want to cause traffic problems in this 47 alley. 48 49 Off Street Parking Manager, Mary Merchanthouse, asked Chief Harbin if the testing 50 could be scheduled after the garage had closed at 6:00 P.M. on the dates requested 51 in order not to cause interference with garage customers . 52 11/ 53 Chief Harbin agreed to changing the time to 6:00 P.M. for the testing. 54 55 Mr. Willis moved to accept the recommendation of the Fire Chief to have paramedics 56 with Aid Ambulance for checking blood pressure, pulse rate and respiratory rate for 57 candidated taking the agility test and to approve the use of the parking garage on 58 April 22, 23, and 24, 1986 from 6:00 P.M. until testing is finished, seconded by Mr. 59 Brown and on unanimous voice vote the motion was carried. 60 61 Mr. Willis also moved to close the alley north of the parking garage during the times 62 of the testing, seconded by Mr. Brown and on unanimous voice vote the motion was carried. 63 64 Optimist Club Requests Regarding Traffic Control on Peacock Road 65 Board of Works Minutes Cont 'd April 17, 1986 Page 4 1 Ms. Silberstein presented the request of the Optimist Club regarding traffic 2 problems on Peacock Road during their youth programs being run at Peacock Road and 3 N.W. 13th Street. The request was referred to the Traffic Division and had been 4 under advisement. 5 6 Captain Farmer informed the Board that he would recommend approval of the request 7 for no parking on either side of Peacock Road between N.W. llth and N.W. 13th and 8 also the request to paint a cross walk just east of the bridge on Peacock Road. He 9 stated it was impossible to place a stop sign or flasher light at the cross walk and 10 was also impractical to set a 15 MPH speed limit in the area when it is not needed 11 all year around and is very difficult to enforce. 12 13 Captain Farmer stated that the major problem was parking and congestion and he felt 14 with the parking removed it would assist with the congestion. 15 16 Mr. Willis moved to remove parking from both sides of Peacock Road between N.W. llth 17 and N.W. 13th Streets and to designate a cross walk just east of the bridge on Peacock 18 Road, effective with the posting of the signs and appropriate markings, seconded by 19 Mr. Brown and on unanimous voice vote the motion was carried. 20 21 Update on G Street Bridge 22 23 Mr. Willis stated that he has been unable to have a conversation with the County 24 Engineer regarding lowering the weight limit, but he would still like to ask the County 25 about the weight limit rather than mandating it be done. 26 27 Mr. Willis stated he would go to the County Commissioners and present the case from 28 the Board of Works to reduce the weight limit to three (3) tons. 29 30 Set Bid Date for Purchasing Department for Backhoe-Frontloader 31 32 Purchasing Director Rita Stout asked the Board to set May 8, 1986 at 9:00 A.M. as 33 the date and time to receive bids for a backhoe-frontloader for the Park Department. 34 Ms . Stout stated the request has been approved by the Capital Equipment Committee. 35 36 Mr. Brown moved to set May 8, 1986 at 9:00 A.M. as the date and time to receive bids 37 for a backhoe-frontloader for the Park Department, seconded by Mr. Willis and on 38 unanimous voice vote the motion was carried. 39 40 PUBLIC REQUESTS AND COMMENTS 41 42 Residential Handicapped Parking Space at 2320 North E Street 43 44 The request for a residential handicapped parking space for Raymond 011is at 2325 45 North E Street was presented. Captain Farmer stated,he recommended approval since 46 the request met the guidelines . 47 48 Mr. Brown moved to approve the request of Mr. Raymond 011is for a handicapped parking 49 space at 2320 North E Street, seconded by Mr. Willis and on unanimous voice vote the 50 motion was carried. 51 52 Request for Loading Zone at 139 South 5th Street - Sparks Upholstery 53 54 Ms. Barbara Sparks, owner and operator of Sparks Upholstery, located at 139 South 55 5th Street requested the Board to designate a loading zone in front of her 56 business for the purpose of loading and unloading furniture and supplies . She stated 57 that fifteen (15) to thirty (30) minutes was adequate time for the loading zone. 58 59 Captain Farmer stated he recommended approval and that this area used to be a fifteen 60 (15) minutes parking zone and they would designate it a thirty (30) minute loading 61 zone and continue the yellow curb from the intersection into the loading zone. 62 63 Mr. Willis moved to approve the request for a thirty (30) minute loading zone at 64 139 South 5th Street, effective upon posting, seconded by Mr. Brown and on 65 unanimous voice vote the motion was carried. Hag- Board of Works Minutes Cont 'd April 17, 1986 Page 5 1 Optimist Club Request for Little League Parade 2 3 A letter was received from Mr. Richard Freeman requesting permission to hold a parade 4 of players for Opening Day of the Evening Optimist Little League Program. The 5 parade would be held on May 18, 1986 and start at 12:30 P.M. from Dennis Middle School 6 west on Peacock Road to N.W. 13th Street and North on 13th Street to the park. 7 Total time for the parade would be one half (2) hour. 8 9 Traffic Captain Farmer stated it was the same route as in past years and he 10 recommended approval of the request . 11 12 Mr. Brown moved to approve the request of the :_Evening Optimist Club to hold a parade 13 of players on May 18, 1986 from 12:30 P.M. to 1:00 P.M. per the route requested, 14 seconded by Mr. Willis and on unanimous voice vote the motion was carried. 15 16 Request for Traffic Control in Alley North of Main Between 7th and 8th Streets 17 18 Councilmember Lynn Morris informed the Board that she and Councilmember Jane 19 Brookbank had received complaints regarding two (2) way traffic and speeding in the 20 alley directly north of the Promenade between 7th and 8th Streets .
