BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, APRIL 3, 1986
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular
2 session April 3, 1986 at the hour of 9:00 A.M. in the Municipal Building in said City.
3 Ms. Silberstein presided with Mr. Brown and Mr. Willis in attendance. The following
4 business was had to-wit:

6 Ms. Silberstein opened the meeting of the Board of Public Works and Safety with a
7 thank you to Ms. Cathy Maness for her dedicated service to the Board the past two
8 (2) years.

10 APPROVAL OF MINUTES OF MARCH 27, 1986

12 Mr. Brown moved to approve the minutes of the previous meeting as prepared, seconded
13 by Mr. Willis and on unanimous voice vote the motion was carried.

15 APPROVAL OF CLAIMS FOR PAYMENT

17 Mr. Brown moved to approve claims in the amount of 603,547.99 for payment, seconded
18 by Mr. Willis and on unanimous voice vote the motion was carried.

20 DEPARTMENT REQUESTS AND COMMENTS

22 Clerk's Office

24 Reset Bid Date for Fire Department Breathing Apparatus
25
26 Due to a computer problem between the Office of the City Clerk and the Palladium Item,
27 making it impossible to meet the legal advertising deadlines, it was requested the
28 bid date for Fire Department Breathing Apparatus be changed from April 17, 1986 to
29 April 24, 1986.

31 Mr. Brown moved to reset the date for the receiving of bids for Fire Department
32 breathing apparatus to April 24, 1986 at 9:00 A.M. , seconded by Mr. Willis and on
33 unanimous voice vote the motion was carried.

37 Resignation of Patrolman Ronald R. Phillips

39 Police Chief Joe Nimitz read the following letters to the Board:

43 Attached find a copy of the letter of resignation of Patrolman Ronald R. Phillips,
44 effective at end of duty on April 8, 1986.

46 I recommend acceptance of this resignation effective on the date as indicated.

48 Officers Phillips has accepted employment out of town.

... 55 This letter is to inform you and the Richmond Police Department of my resignation
' 56 due to taking employment elsewhere. My last working day will be Friday, 4-4-86,

62 Mr. Willis asked how long Mr. Phillips had been on the Department and Chief Nimitz

1 Ronald R. Phillips and wished him success in his new employment, seconded by Mr.
2 Brown and on unanimous voice vote the motion was carried.

4 APPROVAL OF CONTRACT BETWEEN THE CITY AND FIREFIGHTERS LOCAL 1408 FOR 1986
5
6 Ms. Silberstein presented the contract for 1986 between the City of Richmond and the
7 Richmond Professional Firefighters, Inc. , Local AFL-CIO and Professional Firefighters
8 Union of Indiana. Ms . Silberstein stated that the final contract was ready for
9 signature and was the efforts of nine (9) months of negotiations.

11 Mr. Willis moved to approve and execute the Contract between the City of Richmond and
12 the Richmond Professional Firefighters, Inc. , Local 1408, seconded by Mr. Brown and
13 on unanimous voice vote the motion was carried.

15 Representing Firefighters Local 1408 for the signing of the Contract were Local 1408
16 President, Gerald Rigsby and Secretary-Treasurer, Jim Walters.

18 Ms. Silberstein commented she was happy to have the 1986 contract signed and looked
19 forward to meeting again in a month for 1987 negotiations .

21 ITEMS UNDER ADVISEMENT •

23 Grievances No. 25 and 26-1985 and No. 2-1986 filed by Local 1408
24
25 Ms. Silberstein stated that the Board had held two (2) executive sessions on these
26 grievances. One was held prior to the change in membership of the Board and one held
27 after the change in membership.

29 Ms. Silberstein commented that based upon the information gathered at the
30 executive session the Board was now ready to make final resolve on the grievances .

32 Mr. Willis moved that Grievances No. 25 and 26-1985 be referred to the City Attorney
33 for further investigation and a recommendation be made to the Board on April
34 10, 1986, seconded by Mr. Brown and on unanimous voice vote the motion was carried.

36 Mr. Willis moved that Grievance No. 2-1986 be returned for completion of the second
37 step of the grievance procedure, to take place within five (5) days of today's date
38 (4-3-86) , seconded by Mr. Brown and on unanimous voice vote the motion was carried.

40 Ms. Silberstein stated that the Board's resolve of Grievance No. 2-1986 would make
41 certain that the steps of the grievance procedure were completed. before any further
42 action could be taken by the Board and that hopefully it could be resolved by the
43 Fire Chief's Office.

45 PUBLIC REQUESTS AND COMMENTS

47 Request of Richmond Jaycees to Change Rain Date of Grand Prix

49 Ms. Silberstein read the following request from Mr. Bill Hossman of the Richmond
50 Jaycees :

52 Due to the fact that the Rose Festival Parade is scheduled for the 29th of June,
53 the Richmond Jaycees would like to change the rain date of the Rose City Grand
54 Prix from June 28th and 29th to the 12th and 13th of July.

56 Thank you for your attention to this matter.

58 Mr. Brown moved to change the rain date for the Richmond Jaycees Rose City Grand Prix
59 to July 12th and 13th, 1986, seconded by Mr. Willis and on unanimous voice vote the
60 motion was carried.

62 FOP Roadblock for Easter Seals - April 5, 1986

64 Captain John Farmer requested permission from the Board for the Fraternal Order of
65 Police to hold a fundraising roadblock on April 5, 1986 from 12:00 noon to 4:00 P.M.

1 at the intersections of S.W. 1st and National Road West, S.W. 18th and National Road
2 West, the East Main and Woodside Drive entrance to the Richmond Square Mall, and the
3 Garwood Road entrance to the Gateway Mall. Captain Farmer stated no vehicles would

4 be stopped, but they would approach vehicles`:stopped r. cby -traffic -signals .

6 Mr. Willis moved to approve the request of the FOP for a roadblock for fundraising
7 for Easter Seals on April 5, 1986 between 12:00 noon and 4:00 P.M. at requested
8 locations, with the City assuming no liability for persons entering the roadway,
9 seconded by Mr. Brown and on unanimous voice vote the motion was carried.

11 G Street Bridge

13 City Engineer, Ralph Willis informed the Board the he had inspected the G Street Bridge
14 and that in his opinion it seems to be deteriorating rapidly. He stated that the
15 County should be contacted to develop a format with a check list that could be used
16 for weekly inspections in order to reduce a weekly conditional report to writing.
17 He stated the form would determine any rapid deterioration.

19 Mr. Brown moved to authorize Mr. Willis to draft a request to the County Engineer for
20 an inspection form as soon as possible, seconded by Mr. Willis and on unanimous voice
21 vote the motion was carried. .

23 Mr. Willis indicated that the City would assist the County with weekly inspections .

25 Ms. Silberstein also requested that a close check be kept on weight limits on sthe
26 bridge.

111 28 Mr. Willis commented that all city trucks and heavy vehicles were not using the bridge.
