BOARD OF PUBLIC WORKS AND SAFETY OF THE
_ CITY OF RICHMOND, INDIANA, MARCH 13, 1986
1 The Board of Public Works and Safety of the City of Richmond, Indiana met in
2 regular session March 13, 1986 at the hour of 9:00 A.M. in the Municipal Building
3 in said City. Ms. Maness presided with Mr. Brown and Ms. Silberstein in attendance.

8 Ms. Silberstein moved to approve the minutes of the previous meeting as prepared,
9 seconded by Mr. Brown and on unanimous voice vote the motion was carried.

11 APPROVAL OF CLAIMS FOR PAYMENT

13 Mr. Brown moved to approve claims in the amount of 136,877.36 for payment, seconded
14 by Ms. Silberstein and on unanimous voice vote the motion was carried.

20 Report on Unsafe Premises at 1215 North A Street

22 Mr. Bronston informed the Board that Mr. Brzoska, owner of record, and Mr. Michaels,
23 the contract purchaser, had both been notified by certified mail of the order to
24 secure the clean the premises. Mr. Bronston stated that as of this date the
25 premises have not been properly secured or the debris removed. He indicated there
26 was some time remaining on the order to clear the debris before final action could
27 be taken.

31 Mr. Bronston stated that Mr. Thomas Davis, owner of record, had found a purchaser for
32 the premises and that he had been contacted by the purchaser and was informed the
33 Delucio's would be demolishing the premises upon completion of the sale. Mr.
34 Bronston stated he would be receiving a confirming letter from Delucio's on the
35 intended demolition and since the property would be demolished he recommended the
36 portion of the order dealing with the removal of •the debris not be enforced.

38 Ms. Silberstein indicated the Board can hold the enforcement in abeyance on this
39 order awaiting the demolition.

41 PUBLIC REQUESTS AND COMMENTS

43 Residential Handicapped Parking Designation at 60 South 16th Street
44
45 The request of Perry Munson of 60 South 16th Street for a residential handicapped
46 parking space was presented for action. Mr. Munson has no off street parking
47 available and holds Handicapped Permit No. 31952.

49 Lt. Jenkins of the Traffic Division stated the request met the guidelines for
50 residential handicapped parking and he recommended approval.

52 Ms. Silberstein moved to approve the request of Perry Munson for a residential
III53 handicapped parking space at 60 South 16th Street, seconded by Mr. Brown and on
54 unanimous voice vote the motion was carried.

58 Optimist Club Requests Regarding Peacock Road

60 Lt. Jenkins stated that two (2) of the five (5) requests can and will be met and the
61 Traffic Division needs to complete investigations of the other requests and will
62 get back to the Board by the middle of April with their recommendations.

1 Policy Statement Regarding Fire Department Grievances

3 Ms. Maness read the following Policy Statement issued by the Board of Public Works
4 and Safety:

6 In the absence of an agreement between the City and Local 1408, the Board of
7 Public Works and Safety may hear such grievances, filed by individual
8 firefighters only, and pertaining to working conditions only, as have not been
9 adequately resolved within the Fire Department , and the hearing of which, in
10 the Board's opinion, would be in the best interest of the efficient running of
11 the Department .

13 Ms. Maness explained the policy will allow grievances to be filed by Firefighters
14 through the Union to be heard by the Board if there is no resolve within the Fire
15 Department. The Board will not hear grievances filed in the name of Local 1408
16 until such time as working agreement has been reached between the City and Local
17 1408.

19 Ms. Silberstein moved to adopt the Policy regarding Grievances in the Fire Department,
20 seconded by Mr. Brown and on unanimous voice vote the motion was carried.

24 Clothing Inspections

26 Ms. Maness read the following General Order No. 1-1986 as issued by the Board of
27 Public Works and Safety of the City of Richmond, Indiana:

29 Effective immediately, the Fire Chief shall cause an inventory and inspection
30 to be taken of each firefighter's OSHA-approved outergear, recently purchased
31 by the City. The inventory shall list each item by condition as rated by the
32 inspecting officer, either "Excellent", "Good", "Fair", "Poor", or "Missing",
33 and shall be dated and signed by both the inspecting officer and firefighter
34 to whom the gear was issued. Original inspection forms shall be forwarded to
35 the City Purchasing Department, with copies to the Fire Chief's office and the
36 Board of Public Works and Safety.

38 Thereafter, inspections of all outergear and station dress shall be conducted
39 monthly and standardized records of such inspections kept by the Chief's office.
40 Such records shall be dated and signed by the inspecting officer and shall list
41 individual items which are missing or found unsatisfactory for service, with
42 an explanation of such rating, where possible. Inspecting officers shall
43 promptly report any cases of suspected misuse or neglect of City-supplied items
44 to the Fire Chief, who shall promptly inform the Board of Public Works and
45 Safety and the Purchasing Department of any such reports .

47 Clothing and/or equipment items supplied by the City will be replaced only upon
48 direct request to the Board of Public Works and Safety. Other items ordered
49 replaced shall be replaced within thirty (30) days of the order.

51 Ms. Silberstein moved to adopt General Order No.1-1986, seconded by Mr. Brown and
52 on unanimous voice vote the motion was carried.

56 Ms. Maness read the following General Order No. 2-1986 as issued by the Board of
57 Public Works and Safety of the City of Richmond, Indiana:

59 Effective immediately, all promotions or demotions within the Richmond Fire
60 Department shall be direct action of the Board of Public Works and Safety, upon
61 recommendation of the Fire Chief.

63 Ms. Silberstein moved to adopt General Order No. 2-1986, seconded by Mr. Brown and
64 on unanimous voice vote the motion was carried.

5 Ms. Maness announced that the Telecommunications Council would be meeting on March
6 13, 1986 at 7:30 P.M. in the Board of Works Room.

8 Ms. Maness also reminded the Board of the Executive Session of the Board of Works
9 scheduled for 4:00 P.M. , March 13, 1986 for discussion of personnel matters.

11 Mr. Bronston stated that there would be a meeting on March 17, 1986 at 2:30 P.M.
12 in the Community for the public regarding the rental rehabilitation program. He
13 said there would be personnel from the Indiana Housing_Board in attendance.

15 Councilmember Morris asked about junk vehicles on North 8th Street and if a hearing
16 was being set regarding this problem.

18 G Street Bridge
19
20 Public Works Director Ralph Willis informed the Board that the County had deemed
21 the G Street Bridge needed to be replaced and that the County Engineer was doing
22 a structural analysis. He stated that bridge replacement funds would be used and
23 the project could be started within two (2) years. He said the bridge was
24 deteriorating and no heavy vehicles would be allowed on the bridge including
25 school buses. He stated there would be weekly inspections until the bridge is
26 replaced. /

28 Ms. Maness asked about signs regarding the weight limitations and Mr. Willis stated
III29 it was limited to five (5) tons and he would like to see it lowered to three (3)
30 tons . Mr. Willis will continue to work with the County Engineer and
31 Commissioners.

33 Ms. Silberstein asked if the Board should initiate discussion on lowering the weight
34 limitations and Mr. Willis indicated the Board might make a verbal request to the
35 County Commissioners.

37 Clean Up Program

39 Mr. Willis stated that the past two (2) years, the City has tried to initiate
40 special clean up weeks and they were considered a failure because no more trash was
41 picked up during these times that on regular schedules . Mr. Willis announced that
42 this year the Sanitary District was comtemplating a month long clean up period
43 for special pick ups that could be arranged by calling the Sanitary District. He
44 said that this would probably be the month of May.

46 Mr. Willis also informed the Board that the Sanitary District was working on the
47 problem of trash on New Paris Pike by identifying the problem areas and putting
48 out the new trash containers to assist in cleaning up the nuisance.
