HomeMy Public PortalAbout02-06-1986 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, FEBRUARY 6, 1986 1 The Board of Public Works and Safety of the City of Richmond, Indiana met in regular 2 session February 6, 1986 at the hour of .9:00. A.M. in the Municipal Building in III 3 said City. Ms. Maness presided with Mr. Brown and Ms. Silberstein in attendance. 4 The following business was had to-wit: 5 6 APPROVAL OF MINUTES OF JANUARY 29, 1986 7 8 Ms. Silberstein moved to approve the minutes of the previous meeting as prepared, 9 seconded by Mr. Brown and on unanimous voice vote the motion was carried. 10 11 APPROVAL OF CLAIMS FOR PAYMENT 12 13 Mr. Brown moved to approve claims for payment in the amount of 277,824.10, seconded 14 by Ms. Silberstein and on unanimous voice vote the motion was carried. 15' 16 DEPARTMEMT REQUESTS AND COMMENTS 17 . 18 Police Depai Lament 19 20 Hiring of Four Probationary Officers 21 22 Police Chief Nimitz read the following letter to the Board: 23 24 Dear Board Members: 25 • 26 The following applicants for the positions of Probationary Police Officers 27 with the Richmond Police Department are recommended for hiring: III 28 29 Andre Gordon - Age 25 30 68 South 52nd Place 31 Richmond, Indiana 32 33 Ricky Ervin - Age 26 34 225 West Main Street 35 Richmond, Indiana 36 37 Aaron Stevens - Age 25 • 38 715 North 10th Street 39 Richmond, Indiana 40 41 These applicants have successfully completed written examinations, background 42 investigations, physical qualifications and have been accepted by the Police 43 Pension Board. 44 45 Thee applicants have been approved by the Police Merit Commission. 46 47 It is requested that the above named individuals enter police service with 48 the Richmond Police DepaLLment effective, February 10, 1986. • 49 50 /s/ Joseph A. Nimitz 7 Chief of Police 8 9 Chief Nimitz informed the Board that there had been an error in the letter regarding 10 Richard Thalls and he recommended Mr. Thalls be hired retoractive to February 11 5, 1986 due to the fact that Mr. Thalls has successfully completed the basic course 12 at the Indiana Law Enforcement Acadeny and is a certified Breathalyzer Operator 13 and an experienced police officer. Chief Nimitz stated the Merit Conuuission has 14 approved the hiring on this date. 15 16' Ms. Silberstein moved to approve the hiring of Andre Gordon, Ricky Ervin and Aaron 17 Stevens as Probationary Police Officers effective February 10, 1986 and Richard 18 Dale Thalls effective February 5, 1986, seconded by Mr. Brown and on unanimous 19 voice vote the motion was carried. 20 21 Mayor Frank H. Waltermann administered the Oath to become a Probationary Police 22 Officer and the congratulations of the Board were extended to the new Probationary 23 Officers. 24 25 PUBLIC REQUESTS AND COMMENTS 26 27 Approval of Residential Handicapped Parking Designation - 220 South 14th Street 28 29 Traffic Captain John Farmer informed the Board that the request of Mary Eastin 30 of 220 South 14th'Street for a residential handicapped parking designation in 31 front of her residence met the guidelines and 'he recommended approval. 32 33 Ms. Silberstein moved to approve the request for a residential handicapped parking 34 designation at 220 South 14th Street, seconded by Mr. Brown and on unanimous voice 35 vote the motion was carried. 36 37 Approval for Jaycees to Sponsor Fundraising Roadblock 38 39 The Richmond Jaycees requested permission from the Board to use the corner of 40 U.S. 40 East and South 18th Street for the purpose of a roadblock for March of 41 Dimes. The roadblock would be on Sunday, March 23rd from 10:00 A.M. to 6:00 P.M 42 with a rain date on April 6, 1986. 43 44 Captain Farmer stated he had no objections to the request. 45 46 Ms. Silberstein moved to approve the request of the Richmond Jaycees for a roadblock 47 at. U.S. 40 East and 18th Street on March 23, 1986 from 10:00 A.M. to 6:00 P.M. 48 for fundraising for the March of Dimes with a rain date on April 6, 1986 contingent 49 upon any necessary State approval and the City assuming no liability for persons 50 entering the roadway, seconded by Mr. Brown and on unanimous voice vote the motion 51 was carried. 52 53 Approval for Lions Club to use Municipal Parking Garage 54 111 55 The request of the Richmond Lions Club to use the Municipal Parking Garage on 56 July 13, 1986 for the Annual Antique, Craft and Flea Market was presented. 57 The also requested permission to use the Billy Goat for cleaning purposes. 58 LL 59 Mary Merchanthouse, Off Street Parking Manager, stated there was no objections 60 to this request. 61 62 Ms. Silberstein moved to approve the use of the Municipal Parking Garage and the 63 Billy Goat by the Richmond Lions Club on July 13, 1986 from 5:00 A.M. to 8.00 64 P.M. subject to filing of insurance liability thirty (30) days in advance, seconded 65 by Mr. Brown and on unanimous voice vote the motion was carried. 9‘0 Board of Forks Minutes Cont'd February 6, 1986 Page 3 1 Rose Festival Requests for 1986 - Moonlight Parade and Food Tent 2 3 The request for the Rose Festival to hold a Moonlight Parade on July 5, 1986 starting III4 at 8:30 P.M. and using the same route as previously approved for their Rose Festival 5 Parade. 6 • 7 Captain Farmer stated the Traffic Division had no objections. 8 9 Ms. Silberstein moved to approve the requested route for the Moonlight Parade on 10 July 5, 1986 starting at 8:30 P.M. subject to filing of Proof of Insurance, 11 seconded by Mr. Brown and on unanimous voice vote the motion was carried. 12 13 Mayor Waltermann informed the Board that the Rose Festival has previously requested 14 a food tent be located on the lawn of the Municipal Building and he was now 15 recommending that the food tent be located at the intersection of South 4th and 16 Main Streets. He indicated that clean up will be the responsibility of the Rose 17 Festival and that efforts made last year by the Rose Festival for the food tent 18 were excellent. 19 20 Ms. Silberstein moved to approve a tent for food service to be located at the 21 intersection of South 4th and Main Streets during the Rose Festival, seconded by 22 Mr. Brown and on unanimous voice vote the motion was carried. 23 24 CITY HOLIDAYS • 25 26 Mayor Frank H. Waltermann presented the following list of paid Holidays for City 27 Employees not represented by a bargaining unit: I28 29 February 17, 1986 - President's Day 30 May 26, 1986 - Memorial Day 31 July 4, 1985 - Independence Day 32 September 1, 1986 - Labor Day 33 November 11, 1986 - Veteran's Day 34 November 27, 1986 - Thanksgiving Day 35 November 28, 1986 - In lieu of Dr. Martin Luther King's Birthday 36 December 24, 1986 - In lieu of Colonbus Day 37 December 25, 1986 - Christmas Day 38 39 Mayor Waltermann asked the Board to approve the paid holidays as presented and informed 40 the Board that with budget cuts and federal mandates for 1987, he may ask for more 41 holidays to be approved next to compensate for a possible wage freeze. 42 43 Ms. Silberstein moved to approve the list of paid holidays for city employees not 44 represented by a bargaining unit as presented, seconded by Mr. Brown and on unanimous 45 voice vote the motion was carried. 46 47 ITEMS UNDER ADVISEMENT 48 49 Intersection of East Main and 5th Streets 50 51 Captain Farmer stated he was still waiting on equipment to do a traffic count at 52 the intersection. The item will remain under advisement until the traffic count III53 can be completed. 54 55 MISCELLANEOUS BUSINESS 56 57 Purchasing Director, Rita Stout, informed the Board that 90 trees had been cut to 58 date on the tree cutting contract. Ms. Stout also informed the Board that the Police 59 Information Desk could be reached by dialing 983-7247 and thereby not having to 60 go through the switchboard. 61 62 ADJOURNMENT 63 64 There being no further business, on a motion duly made, seconded and passed the 65 meeting was adjourned.
