BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, JANUARY 9, 1986
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular
2 session January 9, 1986 at the hour of 9:00 A.M. in the Municipal Building in said
3 City. Ms. Maness presided with Mr. Brown and Ms. Silberstein in attendance. The
4 following business was had to-wit:

6 CONTINUATION OF UNSAFE BUILDING HEARING - 1215 North A Street

8 Mr. Dennis Bronston informed the Board that they had made contact with the recorded
9 owners and he requested the Board to grant a two (2) week continuation for the
10 owner to assess the situation and decide what action they will take on the property.

12 Ms. Silberstein moved to continue the unsafe building hearing on property located
13 at 1215 North A Street to January 23, 1986 at 9:00 A. M., seconded by Mr. Brown
14 and on unanimous voice vote the motion was carried.

16 APPROVAL OF MINUTES OF JANUARY 2, 1986

18 Mr. Brown moved to approve the minutes of the previous meeting as prepared, seconded
19 by Ms. Silberstein and on unanimous voice vote the motion was carried.

21 APPROVAL OF CLAIMS FOR PAYMENT

23 Mr. Brown moved to approve claims for payment in the amount of 174,930.65, seconded
24 by Ms. Silberstein and on unanimous voice vote the motion was carried.

30 Advancement of Probationary Firefighter Mike Seal

32 Fire Chief Harbin informed the Board that probationary Firefighter Mike Seal had
33 successfully completed his probationary year with the depailment and he recommended
34 the Board approve the advancement of Mt. Seal to First Class Firefighter effective
35 January 1, 1986.

37 Ms. Silberstein moved to approve the advancement of Mike Seal to First Class Firefighter
38 effective January 1, 1986, seconded by Mr. Brown and on unanimous voice vote the
39 motion was carried.

41 December Monthly Report

43 The December monthly report of the Fire Department showed a total of 73 runs with
44 residential fire losses at 4,700.00 and vehicle fire losses at 59,575.00. The
45 report also included the training report and Chief Harbin informed the Board that
46 he and the training officer had attended a seminar in Indianapolis and
47 Assistant Chief Trotter and Inspector White had attended another seminar session.
48 Chief Harbin stated that the Apprenticeship Training Program had started on January
49 6, 1986 and was now scheduled through July 1, 1986.

51 Ms. Silberstein asked if all personnel were participating in the apprenticeship
52 program and Chief Harbin stated they were and all would be evaluated by the joint
III53 board or his office.

55 Ms. Silberstein asked if the joint committee was in place and Chief Harbin said
56 they were not officially established and he was being told that the joint
57 committee should definately be in place by the end of the first six (6) months.

59 Ms. Silberstein moved to accept and file the December Monthly Report.of the Fire
60 DepaLLutent, seconded by Mr. Brown and on unanimous voice vote the motion carried.

64 The monthly report showed a total number of permits for December as 69 at a total
65 cost of 995,693.00.

1 Mr. Brown moved to approve the December Monthly Report of the Building Division
2 of the Planning DepalLuent, seconded by Ms. Silberstein and on unanimous voice
3 vote the motion was carried.

7 Tree Contract Assignment

9 Ms. Stout informed the Board that the tree cutting contract needs to assigned from
10 Mr. Richard Graw to Mr. Darrell Stephenson. Mr. Stevenson has filed his insurance
11 certificate.

13 Ms. Stout informed the Board that they have cut around thirty (30) trees to date
14 and they were only taking trees to be cut if there was a potential danger involved.

16 Ms. Silberstein moved to approve the Assignment of the Tree Cutting Contract from
17 Mr. Richard Graw to Mr. Darrell Stephenson and to approve Mr. Stephenson's
18 acceptance of the assignment, seconded by Mr. Brown and on unanimous voice vote
19 the motion was carried.

21 PUBLIC REQUESTS AND CANTS

23 Rose Festival Requests for 1986
24
25 Ms. Vicky Wogoman, Administrative Director of the Richmond Area Rose Festival,
26 presented proposals to the Board for the 1986 Rose Festival Activities. The
27 activities included a Flea Market to be on South 4th Street between Main and A
28 along with use of the County Administration Building parking lot, a beer tent with
29 music and entertainment on the Municipal Building grounds, the parade route as
30 used in past years, the use of 6th Street from Service Drive to Service Drive for
31 vendors and the use of East Main Strcct fran 4th to 5th Street for vendors.

33 Ms. Maness asked Traffic Captain Farmer if he had objections to the parade route
34 as used in past years in order that they may act on that portion of the requests
35 and hold the others for additional information.

37 Captain Farmer stated there was no objection to the proposed parade route.

39 Ms. Silberstein moved to approve the proposed parade route for the Rose Festival
40 parade to be held on June 29, 1986, seconded by Mr. Brown and on unanimous voice
41 vote the motion was carried.

43 Ms. Maness stated that the other requests would be held for the input of the Traffic
44 Depailinent along with other depaiLutent input. The requests will return to the
45 agenda at a later date for final action.

49 There being no further business, on a motion duly made, seconded and passed the
50 meeting was adjourned.
