HomeMy Public PortalAbout03-24-2022 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MARCH 24,2022 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,March 24, 2022, in the Council Chambers in the Municipal Building, 50 North 5th Street, Richmond, Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson, Emily Palmer and Matt Evans. Also in attendance were Kim Vessels,Assistant City Attorney;Monica Burns,Deputy City Clerk; Kelsey Mayse, Chief of EMS; Greg Stiens, Director of Public Works and Engineering; Imani Murphy, Director of Human Resources; Terri Quinter, Rose View's Operation Manager; Police Chief Mike Britt; and Media. APPROVAL OF MINUTES Ms. Palmer moved to approve the minutes of March 17, 2022, supported by Mr. Evans. Upon a vote viva voce,the motion carried. CLAIMS FOR PAYMENT Mr. Evans moved to approve the Claims for Payment for March 25, 2022 in the amount of One Hundred Thirty Thousand Three Hundred Thirteen Dollars and eighty two cents ($130,313.82), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT Mr. Evans moved to approve the Payroll Claims for Payment for March 25, 2022 in the amount of Eight Hundred Forty Nine Thousand Seven Hundred Twenty Dollars and seventy one cents ($849,720.71), supported by Ms.Palmer. Upon a vote viva voce, the motion carried. Mr. Evans moved to approve a Clothing Stipend for the Fire Department for the amount of Fifty Three Thousand Three Hundred Dollars and no cents ($53,372.00), supported by Ms. Palmer. Upon a vote viva voce,the motion carried. PAYROLL CLAIMS FOR PAYMENT FOR PENSION-None REQUESTS -None Board of Works Minutes March 24,2022 BID OPENINGS -None BID AWARDS • AMBULANCE Penn Care, Inc. Not to exceed $217,555.00 Crossroads of America, Inc. was the apparent lowest bidder, bud did not meet the sliding curbside entry door specification which was requested due to Richmond's narrow one-way streets. Ms. Palmer moved approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried. CONTRACTS • CONTRACT NO. 34-2022 —RICHMOND POWER&LIGHT This contract is for the installation of three new standard street lights on Devon Drive. The City will pay Richmond Power & Light a yearly rate of$713.16 for a period of 15 years for maintaining these street lights. This contract was already approved on March 10, 2022. It was discovered that the yearly rate was not right in the original contract, Mr. Evans moved to rescind the original contract and approve the new contract, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. • CONTRACT NO. 45-2022—CYNTHIA HOLM The City has the need to have a Lead Negotiation Specialist who will provide advice, direction and assistance to the City with respect to services that shall include, but shall not be limited to, leading the negotiation process for the 2022 negotiation cycle,working with City leadership to establish budget and negotiation goals and guidelines, reviewing potential wants and needs with management to establish effects of changes and possible improvements, and maintaining a positive and productive relationship with all negotiating parties, City leaders, and managers. She will be paid$70.00 an hour with the total sum not to exceed $10,000.00 Ms.Palmer moved to approve, supported by Mr. Evans.Upon a vote viva voce,the motion carried. • CONTRACT NO. 48-2022—REEVES MANUFACTURING, INC. The City hereby retains Contractor to provide sole source services including but not limited to the performance of modifications to certain storage containers for conversion into "live burn chambers" for training purposes at the Izzy David Edelman Police and Fire Training and Physical Fitness Center for the Fire Department. CHANGE ORDERS -None ADDENDUMS • ADDENDUM NO. 1 TO CONTRACT NO. 83-2018—GREEN 3, LLC The City and Contractor entered into Contract No. 83-2018 on May 22,2018,during which time Contractor was operating under the name of "Green 3, LLC. The Contractor has recently gone through a merger with a name change to SJCA P.C.with a change in address. Ms. Palmer moved to approve, supported by Mr. Evans.Upon a vote viva voce,the motion carried. RESOLUTIONS • RESOLUTION NO. 5-2022 — APPROVING AND UPDATING THE CITY'S POLICY IN CONNECTION TO TITLE VI THE CIVIL RIGHTS ACT OF 1964 In accordance with the ADA as well as INDOT requirements, the City utilizes certain policies and procedures in connection with Public Notice of Rights under Title VI of the Civil Rights Act of 1964, in order to continue to remain in compliance with the ADA and to continue to receive federal funding. Mr. Evans moved to approve,supported by Ms. Palmer.Upon a vote viva voce,the motion carried. PETITIONS -None MISCELLANEOUS • PROMOTION OF A PATROL OFFICER The promotion of Probationary Patrol Officer Connor Bray to the rank of First Class Patrol Officer. Ms. Palmer moved to approve, supported by Mr.Evans. Upon a vote viva voce,the motion carried. • RESIGNATION OF A FIREFIGHTER PARAMEDIC Board of Works Minutes March 24, 2022 Firefighter Paramedic Scott Hartman submitted a letter of resignation wishing to resign from his full time position. He also would like to continue his employment as a part time medic for the Fire Department. Mr. Evans moved to accept the resignation, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. ADJOURNMENT • After a motion was duly made, the meeting was adjourned.
