THIS CONTRACT, made and entered thiso25 ay of 1110, 2020 between the City of
Crestview, hereinafter called CITY and Crista Shepheard hereinafter called GRANT MANAGER.
WITNESSETH:
WHEREAS, the CITY COUNCIL has directed Community Development Services to establish and
implement a Community Development Block Grant Entitlement Program for the CITY.
WHEREAS, incumbent CITY personnel resources cannot provide the manpower required to
implement this program.
WHEREAS, it is deemed prudent, wise, and beneficial for the CITY to utilize the services of local
residents that possess the capacity to function in a contractual work environment.
NOW, THEREFORE, THE PARTIES HERETO AGREE AS FOLLOWS:
ARTICLE I
The GRANT MANAGER shall be responsible to provide services for the CITY to wit:
1. Development of a First -year action plan
2. Development of a five-year plan
3. Community Participation
4. Any other related activities as required by the Office of Housing and Urban Development
ARTICLE II
1. Provide services based on a schedule determined by the Community Development Services
Director
2. Accept the sum of $25 per hour, to be paid weekly
3. The CITY shall not withhold or match Federal withholding tax, Social Security, or anything other
amount requested; an IRS Form 1099 will be provided at the end of the taxable year.
4. Receive direction and supervisor by the Community Development Services Director
5. Provision of this contract may be amended by either party subject to written notification and
agreement by the other party.
