RE: Rejection of 2019 Road Program Bid
As you recall, on January 8, 2019 the Honorable Town Council approved the list of streets to the
included in the Fiscal Year 2019 Road Program. (See attached Committee on Public Works Report
and attached excerpt from the Town Council minutes).
On March 12, 2019, the Honorable Town Council adopted twenty nine (29) conceptual
recommendations on the Fiscal Year 2020-2024 Capital Improvement Program.
Conceptual recommendation #8 reads as follows:
8. Proceed with the FYI proposed loan order for $2,500,000 Street & Sidewalk projects for
summer 2019 in accordance with the Public Works Committee report approved by the Town
Council on January 8, 2019.
As a follow-up, on May 16th bids were opened for the Town's 2019 Road Program with only one
bid being received. As stated in the attached June 3, 2019 correspondence from Gerald S. Mee, Jr.,
"DPW recommends and respectfully requests, in accordance with Section 00100 of Specifications,
"Right to Reject Bid," that the Town take for appropriate action to reject any and all bids, as the
Department has deemed it in the public interest to do so."
Given all of the above, I will bring this up under Communications from the Town Manager at the
June 11, 2019 Town Council Meeting and respectfully request the matter be referred to Committee
to determine how best to proceed.

Vincent J. Piccirilli, Jr., The Public Works Committee convened at 7:00 pm on Tuesday December 18, 2018 in the
Vice President &
District C Councilor Richard E. Mastrangelo Council Chambers. Present were members Vincent Piccirilli, chair;
Anthony Palomba, vice chair; and Kenneth Woodland, secretary. Staff present were DPW
Caroline Bays Superintendent Gerald Mee, Town Engineer Matthew Shuman, and DPW Director of
Councilor At Large
Administration and Finance Dennis Sheehan. Also present were Councilors Anthony
Anthony J. Donato, Donato, Caroline Bays, and Lisa Feltner; Chairman of the Stormwater Advisory Committee
Councilor At Large David Stokes; and Watertown News.

Councilor At Large The purpose of the meeting was to review the 2019 local road construction program and
make a recommendation to the full Town Council. Mr. Shuman made a presentation to the
Anthony Palomba, Committee concerning the various methods of road reconstruction and the specific roads for
Councilor At Large consideration (see Attachment).

Highlights from the presentation included a review of the road program goals and reviewing
the various elements of road reconstruction such as planning, notifications, curbs, sidewalks,

and accessibility. The presentation also included updates on the 2018 road program.

The proposed list of streets for 2019 consideration included: Bellevue Rd (Charming Rd to
District Councilor
Common St), Avon Rd, Chandler St, Burnham St, Bridgham Ave, Nichols Ave (Dexter
Ave to Boylston St), and Bartlett St along with the unfinished portion of Everett Ave.
Councilor Palomba asked the DPW to consider using some of the mill and overlay budget to
fix portions of Mt Auburn St while waiting for the reconstruction project.
4 ACTION ITEM: Councilor Woodland made a motion, seconded by Councilor Palomba, that the full
Town Council approves proceeding with the 2019 Road Program as presented. Voted 3-0.
Next, Councilor Piccirilli asked for additional discussion on the bullet point in the summary about funding
collector roads and longer streets. The consensus was that this was a worthy idea, similar to what we did on
the Common St project.
4 ACTION ITEM: Councilor Palomba made a motion, seconded by Councilor Woodland, that the full
Town Council recommend that the Administration add additional funding in the annual Capital
Improvement Program for "collector roads and longer streets" in addition to the annual $2.5M road
program appropriation. Voted 3-0.
Finally, Councilor Piccirilli related requests raised by residents at the School Building Committee meetings,
regarding fixing roads around the three elementary schools to improve traffic, and asked to consider if the
2020 local road program should prioritize these roads. There was concern about diverting funds from roads
already under consideration for next year, and that there needs to be more discussion with the DPW and
SBC on how to proceed with this.

ACTION ITEMS:

Annual Capital Improvement Program for "Collector Roads and Longer Streets" in Addition to
the Annual $2.5M Road Program Appropriation
Councilor Piccirilli read the Committee Report. Councilor Woodland moved to accept the report;
Councilor Feltner seconded the motion.
Councilor Palomba requested that the report be updated to include Councilor Palomba's request
to use available funds for repairs to Mount Auburn Street and that Superintendent Mee stated
that those repairs might take place this year. Councilor Piccirilli agreed to update the report. The
motion was then adopted unanimously on a voice vote.
Councilor Piccirilli made a motion that the Town Council approve proceeding with the 2019
Road Program as presented; Councilor Woodland seconded the motion. The motion was adopted
unanimously on a voice vote.
Councilor Piccirilli made a motion that the Town Council recommend the Administration add

RE: 2019 Roadway Rehabilitation and Related Work

DPW has reviewed the bids received for the above -referenced project.
Bids were received at the Purchasing Office up to the time of the bid opening, which was held
on May 16, 2019 at 10:00 AM in the Lower Hearing Room at Town Hall. One bid was received.
The Engineer's Estimate for the project was $2,093,658.05, The single bid received by the
Town was for a contract value of $2,786,845.63.
DPW is concerned about the disparity between the Engineer's estimate and the value of the bid
received, which is roughly 33 percent higher than the estimate. This is compounded with the fact
that only one bid was received. Finally, DPW does not believe the funding is available to enter
into a contract of the bid value.
DPW recommends and respectfully requests, in accordance with Section 00100 of the
Specifications, "Right to Reject Bid", that the Town take the appropriate action to reject any and
all bids, as the Department has deemed it in the public interest to do so.
We will be reviewing the plans and specifications to refine the scope and rebid at a later date.
