requesting authority to use and control certain public rights-of-way and City park
facilities in connection with the 2013 Camellia Festival.
ANALYSIS:
The Temple City Camellia Festival has submitted their annual request of support from the
City for the 2013 Camellia Festival. The Camellia Festival is requesting City Council
approval of the following in connection with the 2013 Camellia Festival Parade and Carnival:
1. Use of Temple City Park for the Festival Carnival from February 19-25, 2013;
2. Use of the parking lots behind City Hall, Civic Center and the Los Angeles County
Library (subject to County approval and waiver of fee) for carnival rides from February
20-25, 2013;
3. Use of poles on Las Tunas Drive for advertising street and pole banners (City staff to
install banners);
4. Temporary parking ban on south side of Las Tunas Drive between Temple City
Boulevard and Camellia Avenue from Friday morning (2/22/13) to Saturday afternoon
(2/23/13) for installation and removal of grandstands and bleachers;
5. Temporary parking ban and street closure on Sultana, from Broadway to Hermosa
tor parade participants on Saturday morning (2/23/13) from 6 a.m. until1 p.m.;
6. Temporary parking ban on Broadway between Encinita and Sultana for the purpose
of unloading bands and equipment from 6 a.m. until1p.m. on Saturday (2/23/13);
7. Temporary parking ban and street closure on Las Tunas Drive from Rosemead
Boulevard to Rowland Avenue on Saturday (2/23/13) from 6 a.m. until 1 p.m. for
parade and parade assembly;
8. Temporary parking ban on Hermosa between Rosemead Boulevard and Encinita,
on Lorna between Las Tunas Drive and Hermosa, and on Hart between Las Tunas
Drive and Hermosa on Saturday (2/23/13) from 6 a.m. until 1 p.m. for drop-off of
parade participants;
9. Temporary parking ban on Woodruff between Rowland and Golden West for bus
parking and delivery of floats to Temple City Park from 6 a.m. until 3 p.m. on
Saturday-(2/23/13);
10. Temporary parking ban on the west side of Golden West from Las Tunas Drive to the
Library driveway for float viewing from 6 a.m. to 9 p.m. on Saturday (2/23/13);

bus route to the church parking lot, and on Agnes Avenue from Las Tunas Drive to
Woodruff for float transportation to Golden West Avenue from 6 a.m. until noon on
Saturday (2/23/13);
12. City contribution of $50 to each organization that constructs and enters a float in the
parade, for a total amount not to exceed $400;
13. Authorization for certain local youth and community organizations, as recommended
by the Camellia Festival Committee, to sell food, patches, etc. along the parade
route; and
14. Authorization to distribute flyers to residents on Sultana Avenue, and other areas as
deemed appropriate, notifying them of the temporary parking ban and street closure
for parade activities.
As in previous years, staff recommends that the carnival company and all organizations
selling food during the Festival provide the City with insurance endorsements naming the
City as an additional insured.
CONCLUSION:
The City Council is requested to review and approve the various items from the Temple
City Camellia Festival for authorization to use and control certain public rights-of-way and
City park facilities in connection with the 2013 Camellia Festival.
FISCAL IMPACT:
The City Council has appropriated $24,855 in the City Fiscal Year (FY) 2012-13 Budget for
the 2013 Camellia Festival as identified in the table below. The majority of this cost is for
personnel in support of the parade and the three day carnival.

Dear City Council:
The Camellia Festival is looking forward to working with the City of Temple City in
formulating plans for the 691h Annual Camellia Festival of Temple City. It will be held the
weekend of February 23, 2013. The Festival Committee is requesting your consideration
of the following requests :
1. Use of Temple City Park for the Carnival Midway and other Festival activities from
February 19 to February 25, 2013.
2. Use of the parking lot behind City Hall, Civic Center and the Library, to be used for
carnival rides from Wednesday, February 20, to Monday, February 25, 2013.
3. Use of poles along Las Tunas Drive and in Temple City Park for placement of
small festival banners.
4 . Placement of large street banner over Temple City Blvd in front of Temple City
Park.
5. Temporary parking ban on south side of Las Tunas Drive between Temple City
Boulevard and Camellia Avenue, from Friday morning through Saturday afternoon
for the purpose of installing and removing the bleachers.
6. Temporary parking ban and street closure on Sultana, from Broadway to Hermosa
from 6:00 am until 1 :00 pm Saturday, February 23rd for parade assembly.
7. Temporary parking ban along Broadway between Encinita and Sultana from 6 am
until 1 pm Saturday, February 23rd, for the purpose of unloading bands and drill
team members plus their equipment from school buses. After unloading the buses
will proceed to the First Baptist Church parking lot at Rowland and Woodruff
Avenue.
8. Temporary parking ban and street closure on Las Tunas Drive from Rosemead
Blvd. to Rowland on Saturday, February 23rd from 6 am to 1 pm for parade and
parade assembly.
9. Temporary parking ban on Hermosa between Rosemead Blvd and Encinita on
Saturday, February 23rd from 6 am to 1 pm for drop-off of Parade Participants.
10. Temporary parking ban on Lorna between Las Tunas Drive and Hermosa on
Saturday, February 23rd from 6 am to 1 pm for drop-off of Parade Participants.
11 . Temporary parking ban on Hart between Hermosa and Las Tunas on Saturday
February 23rd from 6:00 am to 1 :00 pm for drop-off of Parade Participants.
12. Temporary parking ban on Woodruff between Rowland and Golden West Avenue
for bus parking and delivery of floats to Temple City Park on Saturday, February
23rd, 6:00am until 3:00pm.
13. Temporary parking ban on the west side of Golden West Avenue from Las Tunas
Drive to the Library driveway, on Saturday, February 23rd, for the displaying and
viewing of floats from 6:00 am until 9:00 p.m.
14. Temporary parking ban on Rowland Avenue from Las Tunas Drive to Garibaldi
for bus route to the church parking lot, and on Agnes Avenue from Las Tunas
Drive to Woodruff for float transportation to Golden West Avenue on Saturday,
February 23rd from 6:00 am until noon.
15. Authorization to disburse a maximum of $400.00, on a prorated basis not to
exceed $50.00, to every organization that files an appl ication, designs,
constructs and pushes their float in the Camellia Festival Parade on Saturday,
February 23rd, 2013.
16. Authorization for certain local youth and community organizations, as
recommended by the Camellia Festival Committee, to sell food and patches,
etc. along the parade route .
17.Authorization to distribute flyers to residents on Sultana Avenue and other areas
as deemed appropriate, notifying them of the temporary parking ban and street
closure for parade activities.
The carnival company and the organizations selling food at the Carnival will provide a
Certificate of Insurance naming the City of Temple City as additional insured.
Approval of the above requests would be greatly appreciated. The City's continued
support of the Camellia Festival is what makes the event such a great success.
