Council Chambers
The Workshop Meeting of the Crestview City Council was called to order at 5:30 P.M. Members present were: President J.B. Whitten, Vice President Bill Cox, Joe Blocker, Shannon Hayes
and Doug Faircloth. Also present were the honorable Mayor David Cadle, City Clerk Elizabeth Roy, City Attorney Bill Holley department heads and members of the press.
WORKSHOP
Called to Order
This workshop was called to order by Mr. Whitten.
Pledge of Allegiance
The pledge was led Mr. Hayes.
Open Workshop
The Workshop was open by Mr. Whitten.
Approval of Agenda
The Council gave consensus for the Workshop Agenda.
Public Opportunity on Council Agenda items

Property Maintenance Code
Ms. Gaillard, Growth Management Director, thoroughly presented to Council the current City of Crestview Property Maintenance Code so that Council can suggest changes to update that code.
A lengthy discussion ensued with the information that Ms. Gaillard presented.
Mr. Blocker stated that he would like for the code to be very clear and not left up to one’s interpretation.
Discussion ensued.
Mr. Whitten recessed the Workshop for five minutes at the request of Mr. Hayes.
Mr. Whitten called the Workshop to order after the five minute recess.
Ms. Gaillard continued her presentation of the Property Maintenance Code.
Discussion ensued.
Ms. Gaillard concluded her presentation.
Mr. Cox thanked Ms. Gaillard for her very thorough presentation.
Mr. Faircloth feels that some of these items presented are redundant because they are restated in another ordinance. He also feels that some of the specifics are not needed in stating
that a structure is dilapidated.
Discussion ensued.
Ms. Gaillard stated the Code Inspector or Building Inspector must be able to legally prove why the structure is dilapidated and is in either in need of repair or to be torn down.

Update on outstanding items.
Ms. Gaillard, Administrative Assistant stated that there is a CRA Meeting on November 2nd, Charter Workshop on October 30th. The Grand Openings of Publix on November 8th and Wendy’s
soon after that. The Popeye’s and Chic-Fil-A are still in the works with an inquiry of a Dairy Queen to go across from Wendy’s.
Comments from the Audience
Mr. Cal Zethmayr of WAAZ, 506 W. 1st Ave, Crestview Fl, gave his comments regarding the Property Maintenance Code.
Ms. Reatha Coleman, gave her thoughts on certain areas in the City that need the a Code Official to look into.

This meeting was adjourned by Mr. Whitten at 7:41 p.m.
