MEMORANDUM OF MEETING IN EXECUTIVE SESSION
OF RICHMOND COMMON COUNCIL HELD MONDAY,MARCH 7,2022
The Common Council of the City of Richmond,Indiana,met in Executive Session on Monday,March
7,2022,at 6:30 p.m.in the Law Conference Room,third floor,50 North 5th Street,Richmond,Indiana.
President Gary Turner called the Executive Session to order at 6:30 p.m. Members present were as
follows: Doug Goss,Bill Engle, Jeffrey Locke, Gary Turner, Jane Bumbalough, Ron Oler and Larry
Parker.Absent were Lucinda Wright and Jeff Cappa.
Also present was A.J. Sickmann, Corporate Council.
This is to certify that no subject matter was discussed in the Executive Session other than the subject
matter specified in the public notice:
The general substance of the matter to be discussed and/or proposed is for discussion of strategy with
respect to the initiation of litigation or litigation that is either pending or has been threatened
specifically in writing. As used in this clause,"litigation"includes any judicial action or administration
law proceeding under federal or state law.
Indiana Code 5-14-1.5-6.1(b)(2)(B)
It is additionally certified that no votes or final actions were taken or conducted in the Executive
Session. Any fmal action is to be done in an open and public meeting in accordance with IC 5-14-1.5-
