Public Hearing
September 24, 2018
5:15 p.m.
The Public Hearing of the Crestview City Council was called to order at 5:15 P.M. Members present were: Vice President Bill Cox, Shannon Hayes, Joe Blocker and Doug Faircloth. Also
present were Mayor Cadle, the City Clerk Elizabeth Roy, City Attorney Ben Holley, department heads, and members of the press. President Whitten was absent from this hearing.
Vice President Cox called the meeting to order at 5:15 p.m.

Open Meeting
Approve Agenda
Mr. Cox asked if they were any changes to be made to the Agenda.
Council made no changes or objections to the Agenda it was approved by unanimous consent by Mr. Cox, Mr. Hayes, Mr. Faircloth, Mr. Blocker.
Public Hearing
Vice President Cox opened the Public Hearing.
Adoption of Final Millage for Fiscal 2019- Resolution 18-28
Vice President Cox asked the City Clerk to read Resolution 18-28 by title.
The City Clerk read, “Resolution 18-28 by title:
RESOLUTION 18-28
A RESOLUTION OF THE CITY OF CRESTVIEW OF OKALOOSA COUNTY, FLORIDA, ADOPTING THE FINAL LEVYING OF A MILLAGE OF 6.9466 FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2018 AND ENDING SEPTEMBER
30, 2019; PROVIDING FOR AN EFFECTIVE DATE.
This is Resolution 18-28.”
Ms. Roy informed Council that the taxable value this year from the Okaloosa County Property Appraisers Office is $1,108,551,090.00, the advertisement was in the Northwest Florida Daily
News on September 20th. The Fiscal Year 2019 operating millage rate is 6.9446 which is more than the rollback rate of 6.5835 by 5.52%.
Vice President Cox asked for action by Council.
A motion made by Mr. Blocker to adopt Resolution 18-28 the Final Millage Rate. Seconded by Mr. Hayes with 4 yeas by Mr. Blocker, Mr. Hayes, Mr. Cox, Mr. Faircloth with no objections
the motion was approved by unanimous consent.
Adoption of Final Budget for Fiscal 2019- Resolution 18-29
Vice President Cox asked the City Clerk to read Resolution 18-29 by title.
The City Clerk read, “Resolution 18-29 by title:
RESOLUTION 18-29
A RESOLUTION OF THE CITY OF CRESTVIEW OF OKALOOSA COUNTY, FLORIDA, ADOPTING THE FINAL BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2018 AND ENDING SEPTEMBER 30, 2019; PROVIDING FOR
AN EFFECTIVE DATE.
This is Resolution 18-29.”
Ms. Roy stated that the final budget which has been approved and properly advertised on September 20th in the Northwest Florida Daily News is $37,511,472.00. This resolution passes this
budget.
Vice President asked for action by Council.
A motion made by Mr. Hayes to adopt Resolution 18-29 the Final Budget for Fiscal Year 2019. Seconded by Mr. Blocker with 4 yeas by Mr. Hayes, Mr. Blocker, Mr. Cox, Mr. Faircloth with
no objections the motion was approved by unanimous consent.
Comments from the Audience
Mr. Steven Strom, 139 Villacrest Drive, Crestview Fl, informed Council that a sign is not visible to inform drivers of the red-light camera. He has submitted dash-cam video to the Mayor
for the Councils viewing.
Discussion ensued.
