Reiman at 6:00 %Leh 24, 2016 P.M., Thursday, March 24, 2016, Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon Individual Roll Call Vote the following were noted present: ROL OUL Councilmember Vincent Bellino " Jorge Diaz Dennis DiMascio " Randy Krum Noted Absent were Councilmembers Naples and Sitarz. Also noted present was Kathleen M. Barney, Municipal Clerk and Robert Bergen, Law Director. The meeting was opened with a Minute of Silent Prayer and the Sift Prayer/ Plate of Allegdar_e Pledge of Allegiance led by Mayor Daniel J. Reiman. Please note that at this point in the meeting Councilmember CamiJmnber Joseth W. Sitarz noted Pre=t Joseph W. Sitarz was noted present. The Clerk stated that on January 4, 2016 the 2016 Annual Notice SDUE4Nr OF MRTI � was mailed to The Home News Tribune, The Star Ledger and N'31TCE posted on the Bulletin Board. Notice was published in The Home News Tribune on January 5, 2016 and The Star Ledger on January 6, 2016. 1 I\RCH 24, 2016 MHUT6 FOR Upon MMS &C by Councilmembers Bellino and Krum and APPRWAL unanimous affirmative vote of the five (5) Councilmembers present, the Minutes of March 10, 2016 were approved, transcribed and engrossed by the Clerk. %F� IN: SWEARING IN: Police Officers, Jeffrey Becton, Ruben Martinez & Police Officers Anthony Nacco. Mayor Reiman asked Jeffrey Becton to come forward. Mayor Reiman explained that that the young men being sworn in this evening have graduated the academy over the last several months. He asked Deputy Chief McFadden if they were doing a good job to which he replied that they were and the Mayor reminded the three (3) men being sworn in that they will be on a probationary period . Jeffrey Becton Mayor Reiman swore in Jeffrey Becton as a Police Officer in the Borough of Carteret. Mayor Reiman spoke about Anthony Nacco, who has started out as a part time SLEO and moved his way up on the list. Anthony Nacco Mayor Reiman swore in Anthony Nacco as a Police Officer in the Borough of Carteret. RibEn hhrtirkez Mayor Reiman then swore in Ruben Martinez as a Police Officer in the Borough of Carteret. Robert Nezey E MW14 24, 2016 %yor Reim Mayor Reiman told Mr. Mezey he had hoped he was feeling better because the last time he was at a meeting he had bad chicken from Shop Rite. rk [may Mr. Mezey was very inaudible on the tape. He spoke about getting a violation from Code Enforcement in Perth Amboy and said they went into remediation. He said the mediator's name is Dennis Khan and he had given him two (2) wrong phone numbers. He spoke of a lawyer and a judge. %yor Reiner Mayor Reiman asked him if the lawyer had an office in Perth Amboy. Yr P12azy Mr. Mezey said his office was in New Brunswick. hhyor Reiman Mayor Reiman said he wanted to be clear that this was a Perth Amboy judge and lawyer. rk. Mazey Mr. Mezey said a New Brunswick lawyer. %yor Re_irron Mayor Reiman repeated a New Brunswick lawyer, a mediator and then questioned what it had to do with Carteret. Mr. Mezey said he was just bringing out his frustration and NhZey wanted to let everyone know what happened to him. He spoke (illegibly) on the tape about the police department. %yor Re� Mayor Reiman asked him if he shared that concern with the Perth Amboy City Council. Mk M2zey Mr. Mezey said he did and they were nice and asked that he write down the problem. He said his nephew and niece paid his fine and they pay his doctor bills and do everything for him. I WRCH 24, 2016 Mayor Reiman said he was glad he had such good family members %Yor Reirran keeping an eye on him and they appreciated him coming to the meeting and explained his time to speak had expired. Councilmember Krum questioned if we are still in for June on Ccuro.Jmber Krum the marina. 7 %yor Rainn Mayor Reiman said we anticipate having the permit in the next week or two and it had been finalized and sent out by the Army Corp. He explained we are already outfitting it now and you can't dredge until after July so literally July second or third we expect to be down there starting, assuming all the numbers come back in right, and that is why we wanted to get out to bid so early. Mayor Reiman said he is going on record saying what this guys problem is in Perth Amboy is there is like six (6) hour Council Meetings so you would have to wait about three (3) hours before you can talk so he guesses he will start to come here • ' W �WU 24, 2016 'layor Rein Cont; and commented as long as he is the only one and we don't wind up with anyone else from Perth Amboy. Councilmember Naples was noted Absent. mayor REd= Mayor Reiman wished everyone a Happy Easter and said he has an appointment to the Planning Board for Muhammad Janjua who is currently Alternate #1 and will be moving up to an open Planning Board spot making him a full Class 4 public member. REPORTS: COMMITTEES: • I OA BUILDINGS & GROUNDS: In the absence of Committee Chairperson Naples the Mayor reported Progress. FINANCE & ADMINISTRATION: Mayor Reiman reported Progress. POLICE: Committee Chairperson Sitarz reported Progress. 10 MARCH 24, 2016 PUBLIC WORKS — Committee Chairperson DiMascio reported 01+P= Cent: Progress. BOARD OF EDUCATION: In the Absence of Committee %3yor Reinon Chairperson Naples Mayor Reiman reported that the Board of Education had a meeting the other night where they cut some of the tax increased proposed 2017 fiscal year budget. They were proposing about a $140.00 tax increase and have initially cut $162,000, which was their Cap Bank. We have our auditors and financial team helping to review their budget to point out some of the other issues they may have so we can get that tax increase as low as possible. Councilmember Diaz told the Mayor that the process is a lot CO- mihTuTbox Diaz different than it was before. He asked as long as they are under the 2% Cap what authority or recommendations do they have to take from the Mayor and Council. Mayor Reiman said they have the bully pulpit, that is it, so we %yor Reuron have no authority over their budget. He said our concern was that perhaps the financial team over there is not dotting the is and crossing their is and explaining everything to the Board Members, so we want to make sure we have a fair set of eyes looking at the budget and we can present our concerns. He went on to speak about an example that the BA over there was suggesting that we could put $672,000 in for future improvements to the stadium and they could lock it aside because their CAP Bank is expired for 2014 and while you could increase the taxation above and beyond the 2% and above and beyond the tax increases in pension and health care costs, they don't need it. They are currently carrying in this years budget, which ends in June, a one (1) million dollar surplus which is geared to go to capital anyway, so they trying to raise in one (1) year what they need over the next three (3) or four (4) years , so if they are going to do that, raise a couple 11 MARCH 24, 2016 Mayor Rehm Cont: of thousand dollars, put it aside so every year you have it and the other point with that is there is no such thing as locking it up and never being able to use it. A board by forbode okay it is in a CAP Bank but it doesn't need to be earmarked towards the State of New Jersey or the Capital Project. He said he met with the BA, the Superintendent, the Assistant BA and some of the Board Members and once we had a complete review and understanding we will share it with them just so that we know what questions to ask their professional staff. Mayor Reim Mayor Reiman answered saying the Cap Bank budget is only good for three (3) years and if they didn't use it this year it expires and it is a revolving three (3) years, so it would leave the 15, 16 and 17 to cap. It is a continuing fund and they wanted to take the opportunity or at least their professional staff did to jam it in and then you always have it. Cct-milrnmixr Sitarz Councilmember Sitarz said he thought we wanted to take over that stadium. %yor Isamu Mayor Reiman said at that point and time that we come to an agreement they will be responsible for roughly a third of the improvements and we will assume improvements say through the county or the Open Space Fund or through Green Acres, so they do need to set up dollars but they can do that within the budget, as part of the shared service , or in the future or they can set up a couple of thousand dollars every year and put it aside but that doesn't stop them at any point in time opening it up and spending it. He said the board can do things that we can't. They can open up prior year budgets, dump money in, spend money out.
