HomeMy Public PortalAbout03-21-2022 f ' PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA, MARCH 21,2022 The Common Council of the City of Richmond, Indiana met in a Regular Meeting March 21, 2022 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR GOSS President Turner called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner, Jane Bumbalough and Ron Oler. Larry Parker was absent. Also in attendance were Andrew Sickmann, Corporate Council; Monica Burns, Deputy City Clerk; Emily Palmer, Controller; Beth Fields, Director of Strategic Initiatives; Pat - Smoker,Director of the Sanitary District;Traci McGinnis,Deputy Controller; and,Media. APPROVAL OF MINUTES Councilor Locke moved to approve the minutes of the regular meeting and executive session held March 7, 2022, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. PRESENTATIONS,MEMORIALS OR COMPLAINTS, PETITIONS AND INTRODUCTIONS, MOTIONS,RESOLUTIONS None COMMUNICATION FROM THE MAYOR • He thanked the citizens that participated in the Eastern Indiana Regional Planning Process at the Kuhlman Center • The community was informed about the 4 meetings coming up on the Heat Management Strategy for this summer • There was a meeting with INDOT to provide signage on US 27 South to help route trucks needing to go north on 27. Common Council Minutes March 21,2022 Page 2 of 4 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the February 24,2022 and March 3,2022 meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS • LAW DEPARTMENT—A.J. Sickmann, Corporate Council Mr. Sickmann did a power point presentation on the activities of the Law Department through 2021. MISCELLANEOUS BUSINESS • INTERLOCAL AGREEMENT NO. 001-2022 - Interlocal Agreement for Emergency Communications Department Councilor Locke moved to refer this agreement to the Finance Committee supported by Councilor Bumbalough. ORDINANCES ON FIRST READING Councilor Oler moved to suspend the rules and read Ordinance Nos.13, 14, 15, 16, 17, 18, and 19-2022 on first reading by title only, supported by Councilor Goss. Upon a vote viva voce,the motion carried. ORDINANCE NO. 13-2022 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-2.2-12.1 (Elder Family Partners - Mfg Equipment) Ordinance No. 13-2022 was referred to the Tax Abatement Committee for due diligence. ORDINANCE NO. 14-2022 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-2.2-12.1 (Vandor Corporation — Mfg Equipment) Ordinance No. 14-2022 was referred to the Tax Abatement Committee for due diligence. s Common Council Minutes March 21,2022 Page 3 of 4 ORDINANCE NO. 15-2022 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-2.2-12.1 (Vandor Corporation — IT Equipment) Ordinance No. 15-2022 was referred to the Tax Abatement Committee for due diligence. ORDINANCE NO. 16-2022 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-2.2-12.1 (Vandor Group — Mfg Equipment) Ordinance No. 16-2022 was referred to the Tax Abatement Committee for due diligence. ORDINANCE NO. 17-2022 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-2.2-12.1 (Vandor Corporation — Mfg Equipment) Ordinance No. 17-2022 was referred to the Tax Abatement Committee for due diligence. ORDINANCE NO. 18-2022 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-2.2-12.1 (Vandor Corporation — IT Equipment) Ordinance No. 18-2022 was referred to the Tax Abatement Committee for due diligence. ORDINANCE NO. 19-2022 —AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE UNITED STATES FEDERAL AVIATION ADMINISTRATION (Airport) The Clerk read Ordinance No. 19-2022 on first reading by title only. The Finance Committee recommended approval. Councilor Goss moved to advance Ordinance No. 19-2022 to second reading and public hearing, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried Common Council Minutes March 21,2022 Page 4 of 4 There being no comments for or against Ordinance No. 19-2022, Councilor Goss moved for engrossment, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. Councilor Goss called for the question. Ordinance No. 19-2022 was adopted with an 8-0 roll call vote. ORDINANCES ON SECOND READING CALL FOR ADJOURNMENT There being no further business,on a motion duly made, seconded and passed,the meeting was adjourned.
