Your application was approved with the following conditions: 1) Chain link fence, if utilized, shall be screened on the outside. 2) Gulf Stream Removal Agreements (Auto Court over drainage easement, Auto Court attaching to roadway, Auto Court around two catch basins, 4 feet aluminum rail fence over drainage easement, brick driveway attaching to roadway) and driveway permit to be signed prior to issuance of a building permit. 3) Roof tile shall be white and not painted white. 4) Revised landscape, if changed, shall be submitted to the ARPB for approval prior to CO. 5) Wood dock shall not exceed 5 feet in width. The windows of this residence are a dark bronze color, as are the louvered shutters and rails. Article VII Predominant Architectural Styles, Section 70 -239, item (d) of the Gulf Stream Design Manual does clearly stipulate that bronze colored windows are a prohibited element in Gulf Stream- Bermuda Style residences. However, this does not necessarily mean that the residence violates the requirements of the Design Manual. The first three sentences of Article VII state the following: "Two styles of architecture have historically dominated the character of Gulf Stream homes: the Spanish Mediterranean Revival style and Gulf Stream - Bermuda style. While use of these two styles is therefore encouraged, it is not required. The provisions of this article are intended for those choosing one of these styles..." Thus, the prohibition on bronze windows applies only to those intending to design a Gulf Stream - Bermuda style house. In fact, nothing in any article of the Land Development Regulations requires a new home to be any particular style. Article VI District Standards identifies Gulf Stream - Bermuda style as the preferred style in the Core District, and prohibits Contemporary, Mediterranean Revival, A- Frames, Geodesic domes, Art Deco, and other theme architecture not characteristic of South Florida or Gulf Stream. As the quoted passage above indicates, this leaves open the possibility of houses in styles other than those that are preferred and prohibited. Mr. and Mrs. De Santis wanted the house and landscaping to have a very tropical character compatible with the South Florida environment. The English colonial architecture of South Asia is a fitting model for this project because it incorporates features adapted to the tropics, while still being similar to the Bermuda style in massing, proportions, materials, etc. English colonial houses in India and, even more so, in Singapore, utilize many features that allow the interior and exterior to be connected. Some of these features used in the De Santis residence include verandahs with lattice or louvers for shading and air flow (the Belvedere); rooms that can be opened almost completely to the exterior (the Living Room NanaWall doors); fixed louvers and louvered shutters at window openings; and dark trim, bamboo and woven raffia panels throughout the interior to correspond to the bamboo and other tropical landscaping outside. The dark color of the windows is in keeping with many Colonial Singapore houses, as are other exterior elements including classical columns, moldings, and segmental arches. The window color is an important and appropriate part of the overall design scheme, which satisfies the clients' objectives while respecting the character of the neighborhood.
