HomeMy Public PortalAbout12-26-1985 '21 BOARD OF PUBLIC WORKS.AND SAFETY, OF THE CITY OF RICHMOAD, INDIANA, DEER 26, 1985 1 The Board of Public Works and Safety of the City of Richmond, Indiana met in 2 regular session December 26, 1985 at the hour of 9:00 A.M. in the Municipal Building III 3 in said City. Ms. Maness presided with Mr. Brown in attendance. Ms. Silberstein 4 was absent. The following business was had to wit: 5 6 APPROVAL OF MINUTES OF DECEMBER 19, 1985 7 8 Mr. Brown moved to approve the minutes of the previous meeting as prepared, seconded 9 by Ms. Maness and on unanimous voice vote the motion was carried. 10 11 APPROVAL OF CLAIMS FOR PAYMENT 12 13 Ms. Maness stated there were no claims to be presented for approval. . 14 15 DEPARTMENT REQUESTS AND COMMENTS 16 17 Purchasing Department 18 19 Bid Award for Park Department Computer System, 20 21 Rita Stout, Purchasing Director, informed the Board that after consultation with 22 the Park and Recreation Superintendent and other consultants, it was their 23 recommendation that the bid be awarded to Richmond Computer Corporation (MicroAge 24 Computer Stores) . The bid to be accepted is Configuration A with three (3) 25 alternatives, Network A and Software Library for a total amount of $17,709.34. 26 The amount includes implementation and training for the equipment and is campatable 27 with the mainframe NCR in the Controller's Office. III 28 29 Ms. Stout said the bid was contingent upon receipt of a letter from MicroAge 30 Computer Stores authorizing Richmond Computer Corporation as an authorized dealer 31 with their full support. Ms. Stout informed the Board that she had just received 32 that authorization and that the bid can also be rejected in the future with full 33 refund if the equipuent is not campatahle with the mainframe NCR. 34 35 Mr. Brown moved to award the bid for the Park Depai Luent Computer System to 36 Richmond Computer Corporation (MicroAge Computer Stores) for Configuration A, 37 Network A, Software Library, implementation and training at a total price of 38 17,709.34 contingent upon compatability with the mainframe NCR located in the 39 Controller's Office, seconded by Ms. Maness and on unanimous voice vote the motion 40 was carried. 41 42 Bid Award for Gasoline for 1986 43 44 Ms. Stout made the following recommendations for the bulk gasoline purchases 45 for the City of Richmond for 1986: 46 47 Vendor Description Transport Tankwagon 48 f 49 Warfield Oil Co. Ms. Stout also stated that this will allow 3 ,the City to go to the next lowest vendor for purchases if the prices escalate 4 above the 10%. 5 6 Mr. Brown moved to award the gasoline bid to Warfield Oil Company and Farm Bureau 7 Co-op per the above recommendations, seconded by Ms. Maness and on unanimous 8 voice vote the motion was carried. 9 10 Award of Bid for Three (3) Street DepaLlnnent Vehicles 11 12 Ms. Stout stated that after reviewing the bids for three (3) 4 x 4 - 8600 GVW 13 Trucks with the Street Commissioner, it is recommended that the bid be awarded 14 to To• Brookbank Chevrolet, Inc. in the amount of $42,782.00 with a delivery 15 time of two (2) weeks. • 16 17 Mr. Brown moved to approve the bid award to Tom Brookbank Chevrolet, Inc. for 18 three (3) 4 Wheel Drive Trucks with a two (2) week delivery time, seconded by 19 Ms. Maness and on unanimous voice vote the motion was carried. - 20 21 Abandoned Vehicle Bid 22 23 Ms. Stout informed the Board that after discussion with the City Controller and 24 the City Attorney, she was requesting the abandoned vehicle contract be re-advertised. 25 She indicated that it had been decided that some areas of the contract needed 26 to be changed and made more descriptive. Ms. Stout requested that the present 27 contract with J Street Auto Parts be extended four (4) weeks with the consent 28 of J Street Auto Parts. 29 30 Mr. Brown moved to readvertise the bid for abandoned vehicle storage, with bids 31 to be accepted on January 23, 1986 at 9:00 A.M., seconded by Ms. Maness and on 32 unanimous voice vote the motion was carried. 33 34 Ms. Maness stated that after review of the specifications, they had decided they 35 were too vague for good contract language. 36 • 37 PUBLIC REQUESTS AND CIS 38 39 Request Denied for Residential Handicapped Parking Space at 6072 South 6th Street 40 41 The request of Mr. Keith Garn for a residential handicapped parking designation 42 at 6072 South 6th Street. Lt. Jenkins of the Traffic Division stated that after 43 investigation they recommended denial of the request due to the availability 44 of off street parking and that portion of South 6th Street being a no parking 45 zone. 46 47 Mr. Brown moved to deny the request for a residential handicapped parking designation 48 at 6071/2 South 6th Street, seconded by Ms. Maness and on unanimous voice vote 49 the motion was carried. 50 • 51 1986 POLICE CONTRACT 52 53 City Controller, Cathy Maness, highlighted the following articles in the agreement 54 between the City of Richmond and the John Hennigar Lodge #63, Fraternal Order 55 of Police for wages and working conditions, as articles having been changed or 56 added: 57 58 Article 12 - Minimum Manpower. The article was added to the contract and reads 59 "The Police Department is at full force with seventy-seven (77) officers. As 60 positions become open the Chief of Police, acting as administrator for the City, 61 shall start the hiring process in twenty (20) to thirty (30) days after the official 62 open date of the vacancy." 63 64 "The Official open date is defined as the last day for which an officer is paid 65 with the hiring being completed in a reasonable amount of time." ?3 Board of Works Minutes Cont'd December 26, 1985 Page 3 1 Article 16 - Wages. The increase in wages is $300.00 increase over the base pay 2 of a partolman, with the permanent differential between the ranks the same 111 3 as that in prior years contracts. 4 5 Article 17 - Tour of Duty. This is a new article establishing a twenty-eight 6 (28) day work period (160 working hours) . The work period will be broken into 7 four (4) work schedules measuring seven (7) days in length consisting of five 8 (5) working days, eight (8) hours per day. 9 10 Article 18 - Overtime. The Article was rewritten in order to comply with FLSA 11 and qualify the Richmond Police Department for exemption under Section 7 (k) of 12 FLSA. The Article also allows officers to bank overtime up to 480 hours. 13 14 Article 19 - Five Day Weekend. This is a new article to the contract, but not 15 a new benefit to the Police Department. 16 17 Article 20 - Vacation. No new vacation time was granted, but Section III was 18 amended to allow officers to take up to one week of vacation one day at a time 19 or in any combination less- than five. 20 21 Article 23 - Longevity Pay. A base longevity of $500.00 was added to the contract 22 in order to provide each officer with an across the board pay increase in 1986 23 of $800.00 over 1985. 24 25 Article 26 - Technician Pay. Section V was amended to include an amount of $225.00 26 to make it consistent with other technician categories. 27 III28 Article 29 - Insurance. The article was amended to allow for the creation of 29 a City Self Insurance Committee and allows the City to change third party group 30 insurance administrators. 31 32 Ms. Maness stated that all other articles remained the same in content, but the 33 contract was re-arranged in order to provide better clarity. 34 35 Mr. Brown stated that as a member of the negotiations committee, he had been able 36 to participate in the beginning of negotiations and was confident that the 37 contract had been bargained in good faith and he was completely satisfied with 38 the additions to the contract. 39 40 Mr. Brown moved to approve and execute the Agreement made between the City of 41 Richmond, Indiana and the John Hennigar Lodge # :63: Fraternal Order.•of:Police 42 representing the members of the Richmond Police Department, seconded by Ms. 43 Maness and on unanimous voice vote the motion was carried. 44 45 Ms. Maness informed the Board that an ordinance would be presented to Council 46 as soon as possible upon execution of the Agreement. 47 48 ADJOURN 49 50 There being no further business, on a motion duly made, seconded and passed the 51 meeting was adjourned. 52 III 53 54 55 Cathy A.
