BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RIB, INDIANA, DECEMBER 12, 1985
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular
2 session December 12, 1985 at the hour of 9:00 A.M. in the Municipal Building in
3 said City. Ms. Maness presided with Mr. Brown and Ms. Silberstein in attendance.
III4 The following business was had to wit:

6 PUBLIC HEARING ON OPEN CISTERN - 512 South 8th Street

8 Mr. Dennis Bronston, Code Enforcement Officer, informed the Board that he had sent
9 a letter to the property owners, but the letter was not certified. Mr. Bronston
10 stated he had not heard from the property owners and the problem of the open cistern
11 was still not resolved: Mr. Bronston requested the Board to reschedule the hearing
12 date in order for him to give the property owners sufficient notice of the
13 hearing. Mr. Bronston also requested that an unsafe accessory building at this
14 same address also be resolved at the same hearing.

16 Ms. Silberstein moved to reschedule the Open Cistern Hearing and to hold a hearing
17 on an unsafe accessory building at 512 South 8th Street on Jania±yhl6' 19:86.at 9:00
18 A.M., seconded by Mr. Brown and on unanimous voice vote the motion was carried.

20 STATUS REPORT ON INOPERABLE VEHICLES AT 350 HIGHLAND ROAD

22 At the request of the property owners attorney, Mr. Edward Anderson, this report •
23 will be continued on the agenda until December 19, 1985.

25 APPROVAL OF MINUTES OF DECEMBER 5 1985

27 Ms. Silberstein moved to approve the minutes of the previous meeting as prepared,
III28 seconded by Mr. Brown and on unanimous voice vote the motion was carried.

30 APPROVAL OF CLAIMS FOR PAYMENT

32 Mr. Brown moved to approve claims in the amount of 130,034.35 for payment, seconded
33 by Ms. Silberstein and on unanimous voice vote the motion was carried.

39 November Monthly Report - Building Division

41 The report showed a total of 44 permits and 201 inspections during the month of
42 November. Mr. Bronston commented that construction was down compared to the same
43 period in 1984. .

45 Mr. Brown moved to accept and file the November Monthly Report of the Building
46 Division, seconded by Ms. Silberstein and on unanimous voice vote the motion was
47 carried.

49 Authorization to File Liens on Weed Removal

51 Mr. Bronston informed the Board that there are still many property owners that haven't
52 paid for weed removal performed by the City tins year. He asked authorization for
III53 the City Attorney and the Planning DepaLfiuent to prepare liens to place against
54 these properties if the claims are not paid by December 31, 1985.

56 M. Silberstein moved to authorize the City Attorney to prepare liens and other
57 necessary legal papers for unpaid claims for weed removal after December 31, 1985,
58 seconded by Mr. Brown and on unanimous voice vote the motion was carried.

60 Heating and Electrical Contractor's License Available

62 Mr. Bronston informed the public that license are now available in the Planning
63 Office for Heating, Electrical and Plumbing Contractors and the fcc is 10.00.

3 Request for Leave of Absence for Military Service - Tracy Bosell
4
5 Park Department employee, Tracy Bosell, requested a leave of absence from his
6 employment with the Department of Parks and Recreation for a three year military
7 enlistment starting January 1, 1986. •
8
9 President Cathy Maness requested this item be held until the December 19, 1985 agenda
10 for further information and to check with the employee's DepaLUitent Head.

12 PARKING ENFORCEMENT IN FIRE LANES

14 Mr. Barden reminded the public that the City has an ordinance regarding enforcing
15 parking in fire lanes at shopping centers. Mr. Barden stated the City would be
16 enforcing this ordinance and was working closely with the shopping centers in this
17 enforcement.

19 RICHMOND POWER & LIGHT

21 Robert Hankosky, Distribution Engineer, stated that the mercury fixtures on South
22 7th Street have been replaced with sodium fixtures.

24 PUBLIC REQUESTS AND CONS

26 March of Dimes - Walk America

28 Ms. Sonia Brock, Vice Chairman of Walk America for the March of Dimes explained
29 to the Board that they are requesting to hold the walk on May 3, 1985 from 9:00
30 A.M. to 5:30 P.M. She stated they would be using the same route as last year and
31 would be starting and finishing at Fire House No. 1.

33 Ms. Silberstein moved to approve the requested route for the March of Dimes Walk
34 America on May 3, 1985 from 9:00 A.M. to 5:00 P.M., seconded by Mr. Brown and on
. 35 unanimous voice vote the motion was carried.

37 GRIEVANCE NO. 19-1985 - Local 1408

39 Local 1408 Grievance Committee Chairman Jim Sticco presented Grievance No. 19-1985
40 to the Board of Works. The Grievance was in regards to the failure of the Board
41 to act on Grievance No. 18-1985 in a timely fashion.

. 43 Mr. Barden stated that Grievance No. 18-1985 regarding the with holding of the
44 clothing allowance was in litigation and under the jurisdiction of the Court not
45 the Board of Works, therefore there was no action required by the Board of Works.
46 Mr. Barden stated that the continued filing of grievances was only creating additional
47 paper work.

52 meeting was adjourned.
