HomeMy Public PortalAbout09-19-1985 kl BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, SEPTEMBER 19 , 1985 1 The Board of Public Works and Safety of the City of Richmond, Indiana met in regular II2 session September 19, 1985 at the hour of 9:00 A.M. in the Municipal Building in 3 said City. Mr. Brown presided with Ms. Silberstein in attendance. Ms. Maness was 4 absent. The following business was had to-wit: 5 6 9:00 :A.M. - Bid Opening for Rose View Buses 7 8 Msc Silberstein presented proof of publication on bid advertisement, the last 9 publication being 10 days prior to this date. 10 11 Ms. Silberstein moved to accept proof of publication seconded by Mr. Brown and on 12 a unanimous voice vote the motion was carried. 13 14 Mr. Brown asked if there were any more bids to be presented at this time. There 15 being none, Ms. Silbertsein moved to close the bidding seconded by Mr. Brown and 16 on a unanimous voice vote the motion was carried. 17 18 Mr. Brown opened the first bid from Merchanthouse Transportation Sales of Richmond, 19 Indiana. Mr. Brown stated a bid bond was enclosed and a non-collusion affidavit and 20 it had been notarized. The amount of the bid was $179,545.00 for the total package. 21 22 The second bid was opened by Mr. Brown being from Wheeled Coach Corp. of Orlando, 23 Florida. A bid bond was enclosed along with a non-collusion affidavit which had been 24 notarzied. The total amount of the bid was $172,500.00. 25III . 26 Ms. Silberstein moved to refer the bids for the buses to the Purchasing Department, 27 Public Works and Rose View Transit for a evaluation and reccomendation, seconded 28 by Mr. Brown and on a unanimous voice vote the motion was carried. Ms,7f.Silberstein 29 stated that the bids would be available for inspection after the meeting. 30 31 UNSAFE BUILDING HEARING - 824 NO. llth Street - Continued 32 33 Dennis Bronston stated that progress on the demolition of the structure has been 34 rather slow. Mr. Smith, the owner of the property, is still desireous of completing 35 the demolition himself,however he has a problem with hauling discarded materials 36 from the site. Mr. Bronston suggested that the Public Works Director::might be willing 37 to place a recepticle on the site so the Sanitary District could haul materials 38 to the landfill. Mr. Bronston recommended to the Board that the owner be given a 39 period of 30 days to complete the demolition. 40 41 Ms. Silberstein moved to modify the order issued on property at 1124 No. "I" St. 42 to declare that the building is unsafe and the building be removed and site 43 cleared by October 18, 1985.and if not accomplished, authorize the Plan Department 44 of the City of Richmond, to cause the order to be carried out, seconded by Mr. 45 Brown and on a unanimous voice vote the motion was carried. 46 47 APPROVAL OF MINUTES OF SEPTEMBER 12, 1985 48 49 Ms Silberstein moved to approve the minutes of September 12, 1985, seconded by Mr. 50 Brown and on a unanimous voice vote the motion was carried. III 51 52 APPROVAL OF CLAIMS FOR PAYMENT 53 54 Mr. Brown stated that there were no claims for payment. 55 56 DEPARTMENT REQUESTS AND COMMENTS • 57 58 Planning Department - Request for Marquee at 1003 East Main Street 59 60 Mr. Bronston stated the request was to replace the Marquee at the Civic Theater 61 on East Main St. Plans for this have been submitted to the State Department 62 for Building Safety and Fire Prevention and they have reviewed the drawings and 63 released them to the Planning Department of the City. Mr. Bronston presented the 64 plans for the marquee to the Board and stated that he has reviewed them and finds 65 everything to be in order add that the plans comply with the City Code. Board of Public Works & Safety Minutes ;Cont'd September 19, 1985 Page 2 1 Mr. Bronston recommended that proof of liability insurance be supplied and also that 2 an indemnity agreement be executed. Mr-.. Bronston stated that he has not had the 3 opportunity to discuss these factors with the petitioner. 4 5 Mr. Ron Routson was present to speak for the petitioner. Mr. Routson is Vice-President 6 of operations for the theater. Mr. Routson stated that due to an oversight on his part 7 that construction has already begun on the marquee. Hei. further stated that the work 8 is planned to be completed in 60 days. Mr. Routson stated that they do have liability 9 insurance and he will verify that and get back with the board with that information. 10 Mr. Routson also confirmed that the indemnity agreement would be satisfactory for the 11 theater and as soon as the City Attorney has that document prepared he will comply. 12 13 Ms. Silberstein moved to permit the construction of marquee at Richmond Civic Theater 14 Inc. according to plans submitted to the Planning department subject to proof of ins- 15 urance being filed with the City and indemnity agreement being executed and recorded, 16 seconded by Mr. Brown and on unanimous voice vote the motion was carried. 17 18 PUBLIC REQUESTS AND COMMENTS 19 20 Request for One-Way designation on Harris St. from N.W."L" to the Belden 21 22 There was no one present from the Harris St. residents of speak for the request. 23 24 Ms. Silberstein moved to table the request for two (2) weeks till October 3, 1985, 25 in order to have some input from the traffic Department and from the public in that 26 area. . 27 28 Memo from Traffic Department on South 17th Street 29 30 Captain Farmer stated that all signs should be in place for the One Way designation 31 on South 17th St. by the 27th of September and the signs will be uncovered at midnight 32 on the 29th of September. Enforcement will not begin for 36 hours after. the signs are 33 uncovered to allow drivers to become acquainted with the new one way street and to give 34 residents a chance to rearrange their vehicles.
