BARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, SEPTEMBER, 12, 1985 1 The Board of Public Works and Safety of the City of Richmond, Indiana met in regular 2 session September 12, 1985 at the hour of 9:00 A.M. in the Municipal Building in III 3 said City. Mr. Brown presided with Ms. Siberstein in attendance. Ms. Maness was 4 absent. The following business was had to-wit: 5 6 9:00 A.M. UNSAFE BUILDING HEARING CONTINUED - 800 NORTH H STREET 7 8 Code Enforcement Officer, Dennis Bronston, informed the Board that he had sent 9 a letter to Mr. Satterfield on September 5, 1985 to inform him of the continued 10 hearing and asking for written documents on repair estimates and materials. Mr. 11 Bronston said he had talked with Mr. Satterfield and that he had attempted to 12 contact an electrical contractor, but was unable to do so. Mr. Satterfield also 13 told Mr. Bronston that he was purchasing roofing material and would complete the 14 work to the roof within two (2) weeks. He assured Mr. Bronston that he will contact 15 contractors for estimates on plumbing, wiring and heating. 16 17 Mr. Bronston informed the Board that he had investigated the possibility of enforcing 18 the performance bond in this case, but the cost of the bond would be cost prohibitive 19 and he did not feel it was applicable in this situation. 20 21 Mr. Bronston told the Board that he would like to seep more time allowed for the 22 repairs and would like to have the Order modified to allow the rehabilitation 23 of the structure, but that the Board should monitor the situation to make certain 24 that the repairs are made in a timely fashion. 25 26 Ms. Silberstein moved to modify the Order on the unsafe premises at 800 North H 27 Street to read "To either cause the removal of the unsafe structure or to complete I28 repairs to the roof and substantial progress to be made on other repairs within 29 thirty (30) days',seconded by Mr. Brown and on unanimous voice vote the motion 30 was carried. 31 32 Mt. Brown requested Mr. Bronston to report back to the Board on the progress 33 regarding this Order in two (2) weeks. 34 . 35 APPROVAL OF MINUTES OF SEPTEMBER 5, 1985 36 ' 37 Ms. Silberstein moved to approve the minute of the previous meeting as prepared, 38 seconded by Mr. Brown and on unanimous voice vote the motion was carried. 39 40 APPROVAL OF CLAIMS FOR PAYMENT 41 42 Ms. Silberstein moved to approve claims in the amount of 541,438.19 for payment, 43 seconded by Mr. Brown and on unanimous voice vote the motion was carried. 44 45 DEPARTMENT REQUESTS AND COMMENTS 46 47 Planning Department • 48 49 Date for Unsafe Building Hearings at 400 Kinsey and 809 South E 50 51 Ms. Silberstein moved to set September 26, 1985 at 9:00 A.M. as the date and time 52 for unsafe building hearings on premises located at 400 Kinsey Street and 809 South III53 E Street, seconded by Mr. Brown and on unanimous voice vote the motion was carried. 54 55 August Monthly Report - Building Division 56 57 The August Monthly Report of the Building Division of the Planning DepaLLnuent showed 58 a total of 96 permits issued, 256 inspections made and 4 buildings demolished. 59 60 Ms. Silberstein Moved to accept and file the August Monthly Report of the Building 61 Division of the Planning Department, seconded by Mr. Brown and on unanimous voice 62 vote the motion was carried. 63 64 65 Board of Works Minutes Cont'd September 12, 1985 Page 2 1 Purchasing Department 2 3 Set date for bids for Resurfacing of North F Street from 8th to 10th 4 5 Ms. Silberstein moved to set October 3, 1985 at 9:00 A.M. as the date and time 6 to receive bids for the resurfacing of North 8th Street from 8th Street to 10th 7 Street, seconded by Mr. Brown and on unanimous voice vote the motion was carried. 8 9 Law Department 10 11 Police Reserve Contracts 12 13 Mr. Barden asked that this item be continued for three (3) weeks to allow time 14 for input from other persons. 15 16 Ms. Silberstein moved to table the Police Reserve Contracts until October 3, 17 1985, seconded by Mr. Brown and on unanimous voice vote the motion was carried. 18 19 Signs and Fii s for Littering 20 21 Mr. Barden informed the Board that he had approached the Sanitary District regarding 22 the posting of no-litter signs within the community and the Sanitary Commissioners 23 had not wished to pay for these signs. Mr. Barden also told the Board 24 that he had received requests regarding increasing the littering fine upward 25 from the present 25.00 fine. He asked the Board to give this idea some consideration. 26 27 Ms. Silberstein stated she agreed with increasing the fine, but was not certain 28 of an appropriate amount. 29 30 Transient Vendor License 31 32 Mr. Barden informed the Board that he would like this request tabled for three 33 weeks for input of the City Controller and that they would continue to use this 34 form for license until one can be approved. 35 36 Ms. Silberstein moved to table the Transient Vendor License until October 3, • 37 1985, seconded by Mr. Brown and on unanimous voice vote the motion was carried. 38 • 39 Removal of Parking on E. Main Street from 15th to 16th Street 40 41 Mr. Barden stated that as City Attorney and a citizen of Richmond he was requesting 42 the Board to remove the parking on the north side of the 1500 block of East Main 43 Street. Mr. Barden said there are only two parking spaces in this block and 44 prior to the resurfacing it was a turn lane. Mr.. Barden stated that he feels 45 it is kind of hazerdous for persons in the north turn lane. He stated there 46 was ample off street parking available for the businesses in the area and he 47 feels they are no .longer necessary and should be removed. 48 49 Captain Farmer informed the Board that he was in consensus with Mr. Barden and 50 felt it could reduce a potential for accidents. 51 52 Ms. Silberstein moved to remove all parking on East Main Street from 15th Street 53 to 16th Street, seconded by Mr. Brown and on unanimous voice vote the motion 54 was carried. 55 56 Captain Farmer informed the Board that it will take approximately two (2) weeks 57 to paint the curb yellow. 58 59 PUBLIC COMMENTS AND REQUESTS 60 61 Handicapped Parking Designation at 511 North 20th Street 62 63 The request of Mary Stikeleather for a handicapped parking designation at 510 64 North 20th Street was presented. Ms. Stikeleather has her handicapped permit. 65 Captain Farmer informed the Board that the request falls within the guidelines 17 Board of Works Minutes Cont'd September 12, 1985 Page 3 1 and there`is no other off street parking available. 2 3 Ms. Silberstein moved to approve a residential handicapped parking designation 4 for Mary Stikeleather at 511 North 20th Street, seconded by Mr. Brown and on 5 unanimous voice vote the motion was carried. 6 7 Temporary Street Closing for Second Presbyterian Church - North 19th Street 8 . 9 Mr. Tom Atkinson requested the Board to close North 19th Street fran C Street 10 to D Street on September 15, 1985 fran 11:00 A.M. to 1:00 P.M. for a Church 11 picnic. Mr. Atkinson stated the Board had approved this request prior, but the 12 Church was unable to have it at that time. Mr. Atkinson stated the Church had 13 also invited the neighbors in the area. 14 15 The contact person for the event is Rev.
