HomeMy Public PortalAbout07-18-1985 j51 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, JULY 18, 1985 • 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular 2 session July 18, 1985 at the hour of 9:00 A.M. in the Municipal Building in said 3 City. Ms. Maness presided with Mr. Brown in attendance. Ms. Silberstein was 4 absent. The following business was had to wit: 5 6 APPROVAL OF MINUTES OF JULY 11, 1985 7 8 Mr. Brown moved to approve the minutes of the previous meeting as prepared, seconded 9 by Ms. Maness and on unanimous voice vote the motion was carried. 10 11 APPROVAL OF CLAIMS JU1t PAYMENT 12 13 Mr. Brown moved to approve claims in the amount of 475,812.83 for payment, seconded 14 by Ms. Maness and on unanimous voice vote the motion was carried. 15 16 DEPARTMENT REQUESTS AND CAPS 17 18 Planning Department 19 20 Rescind Unsafe Building Order on 321 N.W. E Street 21 22 Mr. Dennis Bronston told the Board that the property at 321 N.W. E Street has been 23 brought to code per an order issued in April of 1984. The structure has been 24 rewired, plumbed, painted and the exterior repaired and is now viable housing 25 stock in the City of Richmond. Mr. Bronston stated that the owner, Albert 26 Watkins) is having trouble selling the property with the unsafe building order 27 attached to the property and asked permission of the Board for the Planning DepaLLuient III 28 to prepare and record a Rescinding Order to make it easier to sell. 29 30 Mr. Brown moved to authorize the Planning Department to prepare and record a 31 Rescinding Order on the Unsafe Building Order on property located at 321 N.W. E 32 Street, seconded by Ms. Maness and on unanimous voice vote the motion was carried. 33 34 Set date for Unsafe Building Hearings for 824 N. 11th and 1906 Maple Drive 35 36 Mr. Bronston requested the Board to set August 15, 1985 to hold unsafe building 37 hearings on property located at 824 North nth Street and 1906 Maple Drive. 38 39 Mr. Brown moved to set August 15, 1985 at 9:00 A.M. as the date and time for unsafe 40 building hearings on property located at 824 North' llth Street and 1906 Maple Drive, 41 seconded by Ms. Maness and on unanimous voice vote the motion was carried. 42 43 Inoperable Vehicle Hearings on 1110 Crosshall, 235 N.W. E and 605 South 12th 44 • 45 Mr. Brown moved to set August 15, 1985 at 9:00 A.M. as the date and time to hold 46 inoperable vehicle hearings on nuisances located at 1110 Crosshall Street, 235 N.W. 47 E Street and 605 South 12th Street, seconded by Ms. Maness and on unanimous voice 48 vote the motion was carried. 49 50 June Monthly Report - Building Division 51 52 Mr. Bronston presented the June Monthly Building Report. The report showed a total III 53 of 110 permits issued, 285 inspections made and two (2) buildings demolished. Mr. 54 Bronston commented on the fact that building permits have been off somewhat this year. 55 56 Mr. Brawn moved to accept and file the June Monthly Report of the Building 57 Division, seconded by Ms. Maness and on unanimous voice vote the motion was carried. 58 • 59 Fire Depat Luent 60 61 Retirement of Captain David Russell 62 63 Acting Administrator Lt. Joseph Pierce read the following letter to the Board: 64 65 Dear Ms. Maness Board of Works Minutes Cont'd July 18, 1985 Page 2 1 ' Captain David Russell of the Richmond Fire DepaLlauent has requested retirement 2 from the Richmond Fire DeparLitient effective July 13, 1985. Captain Russell has 3 served on the Fire Department twenty-five years. 4 5 The Board of Trustees of the Firemen's Pension Fund held a special meeting 6 on July 15, 1985 and approved the placement of Captain Russell on the pension 7 rolls effective July 13, 1985. 8 9 /s/ Lt. Joseph Pierce 10 11 Ms. Maness stated that the minutes of the Pension Board were attached to the request 12 for retirement. 13 14 MS. Maness commended Captain Russell for his twenty-five years of service and 15 extended the best wishes of the Board of Works. 16 17 Mr. Brown moved to accept the retirement of Captain David Russell, effective July 18 13, 1985, seconded by Ms. Maness and on unanimous voice vote the motion was carried. 19 20 June Monthly Report of Fire Department 21 22 Lt. Pierce presented the monthly report of the Fire Department for June and stated 23 there was a total of 56 runs with an -estimated loss of 23,200.00. 24 25 Ms. Maness commented that she was happy to see the old training structure on 26 Sim Hodgin Boulevard had been burned. 27 28 Mr. Brown moved to accept and file the June Monthly Report of the Fire Department, 29 seconded by Ms. Maness and on unanimous voice vote the motion was carried. 30 31 Law DepaL Liuent 32 33 Posting of Signs Regarding Litter and Vendor Laws 34 35 Mr. Barden requested the Board to authorize the posting of signs at the entrances 36 to the City and in high traffic areas regarding fines for littering and the need 37 for transient vendors to obtain a permit. 38 39 MS. Maness asked if the Traffic Division or the Street Department would be 40 responsible for the signs and Captain Wogoman explained that the Street Department 41 would have to make the signs since there would be none available with the specific 42 language reuired. 43 44 Ms. Maness requested Mr. Barden to assist with the language required on the signs. 45 46 Mr. Brown moved to direct the Street Department to erect signs at locations to 47 be designated regarding fines for littering and licensing requirements for 48 transient vendors, seconded by Ms. Maness and on unanimous voice vote the motion 49 was carried. 50 51 Board of Works 52 • 53 Notice to Railroads on Conditions of North 8th and E Street Crossing 54 55 Ms. Maness stated that the following letter had been sent by certified mail to 56 the Norfolk and Southern Railroad, Chesapeake & Ohio Railroad, Amtrak and Conrail. 57 58 To Whan It May Concern: • 59 60 The Richmond Board of Public Works and Safety has considered the present 61 conditions of the railroad crossing on North 8th Street, just north of the 62 intersection of North 8th and E Streets in the City of Richmond, Wayne 63 County, Indiana. There presently exists considerable concern over the safety 64 of such crossing as it affects persons or vehicles crossing the railroad 65 tracks. Board of Works Minutes Cont'd July 18, 1985 Page 3 1 This letter is to give you formal notice that your company is to examine the 2 conditions of said railroad crossing to determine if work is needed to make the 3 crossing safe for pedestrians and vehicles. Be aware that Indiana Code places 4 the responsibility for the safety of railroad crossings on the railroad. 56 The conditions of the above railroad crossing will be the subject of a hearing 7 before the Board of Public Works and Safety on Thursday, September 5, 1985, at 8 its regular meeting time of 9:00 A.M. in the Board of Works roan at the 9 Municipal Building, 50 North 5th Street, Richmond, Indiana 47374. Your 10 representatives are invited to attend that meeting. 11 12 Please take such corrective action as may be necessary within the next 30 13 days. Ms. Maness stated the Board hoped the railroad companies would take the necessary 19 action to repair the crossing. 20 21' PUBLIC REQUESTS AND COMMENTS 22 23 Residential Handicapped Parking Designations at 217 South 10th and 230 N. 20th 24 25 The following requests were presented for residential handicapped parking designations: 26 27 Mr. Paul Clouser at 230 North 20th Street. Mr. Clouser has handicapped license 28 plate number•Indiana 7936. III 29 30 Mr. Marion Williams at 217 South 10th Street. Mr. Williams has Handicapped 31 Parking Permit # 22593. 32 33 Captain Woganan stated the only problem is that there is a fire hydrant in front of 34 the residence at 230 North 20th Street, but that a parking space could be 35 designated on the C Street side of the residence. 36 37 Mr. Brown moved to approve the requests for residential handicapped parking 38 designations at 217 South 10th Street and the C Street side of 230 South 20th Street, 39 seconded by Ms. Maness and on unanimous voice vote the motion was carried. 40 41 ADJOURNMENT 42 43 There being no further business on a motion duly made, seconded and passed the meeting 44 was adjourned. 45 46 47 Cathy A.
