BOARD OF PUBLIC MBES AND SAFETY OF THE
CITY OF RICHMOND, INDIANA APRIL 25, 1985
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met
2 in regular session April 25, 1985 at the hour of 9:00 A.M. in the Municipal Building
3 in said City. Ms. Maness presided with Mr. Brown and Ms. Silberstein in attendance.

6 APPROVAL OF MINUTES OF APRIL 18, 1985

8 Ms. Silberstein moved to approve the minutes of the previous meeting as prepared,
9 seconded by Mr. Brown and on unanimous voice vote the motion was carried.

11 APPROVAL OF CLAIMS FOR PAYMENT

13 Mr. Brown moved to approve claims for payment in the amount of 170,869.26, seconded
14 by Ms. Silberstein and on unanimous voice vote the motion was carried.

20 Date Set for Joint Executive Session with Police Merit Commission

22 Mr. Barden requested the Board to set the date of April 30, 1985 at 7:00 P.M. to
23 hold a joint executive session with the Police Merit Commission regarding pending
24 litigation by the Equal Employment Opportunity Commission as to allegations of
25 violation of the Age Discrimination in Employment Act as applies to the hiring and
26 retirement practices of the Richmond Police DepaLUuent.

28 Ms. Silberstein moved to set April 30, 1985 at 7:00 P.M. as the date and time to
III29 hold a joint executive session with the Police Merit Commission :y .meeting:'to be: n
30 held in the Community Room for the purpose of discussion of pending litigation,
31 seconded by Mr. Brown and on unanimous voice vote the motion was carried.

35 Finding of Fact on Unsafe Premises located at 1532-1536-1540 East Main Street

37 Mr. Bronston presented the formal Finding of Fact on the unsafe premises located
38 at 1532-1536-1540 East Main Street and recommended acceptance by the Board and
39 execution of same. Mr. Bronston also requested the Board to change the date to
40 receive bids on the demolition of the property at 1532-1536-1540 East Main Street
41 from May 9, 1985 to May 16, 1985.

43 Ms. Silberstein moved to accept and execute the Finding of Fact on the Unsafe
44 Premises located at 1532-1536-1540 East Main Street and to set May 16, 1985
45 at 9:00 A.M. as the date and time to receive demolition bids on this property,
46 seconded by Mr. Brown and on unanimous voice vote the motion was carried.

50 Date Set to Receive Bids for Resurfacing of North 10th Street

52 Mr. Willis presented correspondence to the Board requesting May 16, 1985 be set
53 as the date to receive bids on the reconstruction and resurfacing of North 10th
54 Street from the north side of North A Street to the north side of North D Street.

56 Ms. Silberstein moved to set May 16, 1985 at 9:00 A.M. as the date and time to
57 receive bids on the reconstruction and resurfacing of North 10th Street, seconded
58 by Mr. Brown and on unanimous voice vote the motion was carried.

62 Monthly Report of Building Division of Planning DeparLuent

64 The March Monthly Report for the Building Division of the Planning Department showed
65 a total of 119 permits issued, 215 inspections made and five (5) buildings demolished.

1 Ms. Silberstein moved to accept and file the March Monthly Report of the Building
2 Division, seconded by Mr. Brown and on unanimous voice vote the motion was carried.

4 Friends of Battered Insurance Filed

6 Mr. Barden informed the Board that the Friends of the Battered had filed their Proof
7 of Insurance with the City regarding the use of the City Parking Garage on June
8 2, 1985.

10 PUBLIC REQUESTS AND CANTS

12 Request for Residential Parking District on South 6th Street
13
14 A petition was presented to the Board fran residents on South 6th Street from South
15 A Street to South B Street requesting a Residential Parking Designation be allowed
16 in this area. The petition was presented due to Downtown employees parking
17 in this area and also customers of a new restaurant using this area causing a
18 hardship on the residents.

20 Ms. Silberstein moved to set May 23, 1985 at 9:00 A.M. as the date and time to
21 hold a public hearing on the request to designate South 6th Street from South A
22 Street to South B Street as a Residential. Parking District, seconded by Mr. Brown
23 and on unanimous voice vote the motion was carried.

25 Approval for Temporary Street Closing of North 12th Street for Block Party for
26 Road Runners CLub

28 A request was presented by Roxanna McClain, representing the Road Runners Motorcycle
29 Club to close North 12th Street from North F to North G on August 31, 1985 between
30 the hours of 7:00 P.M. and 1:00 A.M.

32 Ms. Silberstein requested the time be changed fran 1:00 A.M. to 12:00 midnight to
33 be consistent with last year. Ms. McClain requested that they change the time from
34 6:00 P.M. to 12:00 Midnight to allow sufficient time for the event.

36 Mr. Brown moved to temporarily close North 12th Street from North F to North G on
37 August 31, 1985 from 6:00 P.M. to 12:00 Midnight for a Block Party for the Road
38 Runners Motorcycle Club, seconded by Ms. Silberstein and on unanimous voice vote
39 the motion was carried.

41 Request to Investigate a Noise, Litter and Loitering Problem in the 600 and 700
42 Blocks of South 10th and llth Streets.

44 Mr. Dennis Bronston of 926 South 17th Street told the Board that he was approaching
45 themas_arci.tizen of this community concerning a problem with noise, littering and
46 loitering in the 600 and 700 blocks of South 10th and llth Streets. Mr. Bronston
47 told the Board that he had received many complaints on this. The residents have
48 contacted the Richmond Police DepaL(iuent and the Police are able to,quite the
49 problem when they respond, but that it is a continual occurrence.

51 The residents of the area are concerned and would appreciate any help they can
52 get from the Police DepaiLment, City Attorney or the Board of Works especially
53 in controlling the situation after dark.

55 Mr. Barden stated that he had also been contacted by residents of the area and
56 there seems to be one (1) or two (2) residents that are the focal point of the
57 problem. He will send a letter to these residents and ask them to control the
58 problem and he will proceed with further investigation.

60 Ms. Silberstein asked i°= any arrests had been made or tickets issued and Mr. Barden
61 stated there had not been since there is no violent activity and they are unable
62 to actually see who is doing the littering.

64 Ms. Maness requested Mr. Barden to follow up on the situation in the 600 and 700
65 blocks of South 10th and llth Streets and report to the Board at its next meeting.

1 Grievance Filed by Firefighters Local 1408

3 Mr. Jim SticcO,representing Richmond Firefighters Local 1408,presented the Board
III 4 two (2) greivances filed pursuant to their contract with the City of Richmond.
5 and reqeusted the Board set a hearing date for the grievances.

7 Mr. Barden informed the Board that the grievances should be discussed in .
8 executive session prior to a public hearing and that the persons filing the
9 grievances should be included in the executive session.

11 Ms. Silberstein moved to set an Executive Session of the Board of Public Works
12 and Safety to discuss matters over which the Board has control,for May 2., 1985
13 at 4:00 P.M. in the Board of Works Roan, seconded by Mr. Brown and on
14 unanimous voice vote the motion was carried.

18 There being no further business on a motion duly made, seconded and passed
19 the meeting was adjourned.
