HomeMy Public PortalAbout04-04-1985 85 BOARD OF PUBLIC WIRES KS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, APRIL 4, 1985 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in 2 regular session April 4, 1985 at the hour of .9:00 A.M. in the Municipal Building 3 in said City. Mr. Maness presided with Mr. Brown in attendance. Ms. Silberstein III 4 was absent. The following business was had to-wit: 5 6 APPROVAL OF MaNUTES OF MARCH 28, 1985 7 8 Mr. Brown moved to approve the minutes of the previous meeting as prepared, seconded 9 by Ms. Maness and on uanimous voice vote the motion was carried. 10 11 APPROVAL OF CLAIMS FOR PAYMENT 12 13 There were no claims presented for payment. 14 15 DEPARTMENT REQUESTS AND CAS 16 17 Fire DepaL Lluent 18 19 Monthly Report for March, 1985 20 21 Fire Chief Bosell presented the Monthly Report for March, 1985. The report showed 22 a total of seventy-five (75) runs. Chief Bosell also told the Board that Inspector 23 David White has been accepted as the Regional Chairman for the Indiana Arson and 24 Crime Association. This is a three (3) year appointment. 25 26 Ms. Maness requested the Fire Chief to furnish the Board the chart he has been 27 filing with the monthly report showing the staffing of Firefighters. 28 29 Mr. Brown moved to accept and file the March Monthly Report of the Fire Department, 30 seconded by Ms. Maness and on unanimous voice vote the motion was carried. 31 32 Weights and Measures 33 34 January and February, 1985 Monthly Reports 35 36 Mr. Brown moved to accept and file the Weights and Measures Report for January 37 and February, 1985, seconded by Ms. Maness and on unanimous voice vote the motion 38 was carried. 39 40 Board of Works 41 42 Statement on Open Burning Within the City Limits 43 44 Ms. Maness stated that there have been several requests to the Fire Department 45 asking special permission for burning within the City of Richmond. Ms. Maness 46 said there is an Ordinance.prohibiting opening burning within the City unless 47 a permit is obtain approved by the Fire Department and the Board of Sanitary 48 Commissioners. The permit is only issued in unusual circumstances beneficial 49 to the public and absolutely necessary. 50 51 Fire Chief Bosell stated that the in the past an exemption had been issued for 52 the burning of leaves, but that the current administration has not issued the 53 exemption. He also told the Board that the EPA has told the Fire Department not 54 to allow open burning since it is violation of the Air Pollution Control Laws. 55 56 Mayor Frank H. Waltermann stated that the Indiana Pollution Control Board prohibits 57 burning without approval fran their office. The Fire Department must receive 58 approval fran the Pollution Control Board in order to burn buildings for training. 59 60 Mr. Jerald Judge, Administrator of the Sanitary District, stated that he felt calls 61 should be referred to the Fire Department since the Fire DepaiLiuent should make 62 the decision on the permits for opening burning and the Sanitary Commissioners 63 would concur with the decision of the Fire Department. 64 • 65 Mayor Waltermann stated that persons interested in obtaining permits for burning StP Board of Works Minutes Cont'd April 4, 1985 Page 2 1 should contact the Fire Deparatment and that the City will request all rules and 2 regulations from the Pollution Control Board. 3 4 In summation, Ms. Maness stated that by Ordinance opening burning is prohibited 5 within the City limits without special permission from the Fire Department, 6 concurrence of the Sanitary Commissioners and permission from the appropriate 7 state agencies. She added that burning of leaves, etc does not constitute an 8 unusual circumstance. 9 10 Purchasing DepaLLuent 11 • 12 Set date to receive bids for Police Vehicles 13 14 Ms. Rita Stout, Purchasing Director, requested the Board to set May 2, 1985 at 15 9:00 A.M. as the date and time to receive bids for twelve (12) sedans and one 16 (1) station wagon for the Police DepaLlluent. The financing will be appropriated 17 through Revenue Sharing Funds and the appropriation will be presented to the 18 Common Council for their approval. Specifications will be available in the Clerk's 19 Office after April 10, 1985. 20 21 Mr. Brown moved to set May 2, 1985 at 9:00 A.M. as the date and time to receive 22 bids for vehicles for the Police DepaLLuent, seconded by Ms. Maness and on unanimous 23 voice vote the motion was carried. 24 25 MISCELLANEOUS BUSINESS 26 • 27 Set Date for Special Meeting of Board of Public Works and Safety 28 29 Ms. Maness stated that out of respect for Mr. Barden and Ms. Silberstein, she 30 was requesting a special meeting of the Board of Public Works and Safety to 31 address the reply received from TCI in response to the City's Notice of Default. 32 Mr. Barden and Ms. Silberstein were unable to attend the meeting today and Ms. 33 Maness stated they should be in attendance to discuss this reply. 34 35 Mr. Brown moved to set a special meeting of the Board of Public Works and Safety 36 for 7:15 P.M. on April 9, 1985 in the Board of Works Roan, seconded by Ms. Maness 37 and on unanimous voice vote the motion was carried. 38 39 PUBLIC REQUESTS AND COMMENTS 40 41 Request to harms. banner at North 7th and A Streets for Rose Festival 10 K Run 42 43 Ms. Rhonda Duning of 4503 E. Main Street requested permission from the Board 44 to hang a banner for the Rose Festival 10 K Run at the intersection of North 7th 45 and A Streets. The banner would be attached to Richmond Power & Light utility 46 poles with nylon string and would be the width of the street and approximately 47 three (3) feet in height. The banner would be at this location from June 1, 1985 48 through June 30, 1985. 49 50 Captain Wogoman stated that banner would have to be hung fourteen (14) feet above 51 the roadway for clearance. 52 53 Mr. Robert Hankosky of Richmond Power & Light asked what type of banner they would 54 be hanging and if it would allow air to pass through the banner to prevent stress 55 on the utility poles. 56 57 Ms. Maness requested Ms. Duning to do sane investigation regarding the banner 58 and to stay in contact with Richmond Power & Light and bring the information 59 back to the Board at its meeting of April 11, 1985 for Board action. 60 61 Mr. Brown moved to table the request to hang a banner at the intersection of North 62 7th and A Streets for further information, seconded by Ms. Maness and on unanimous 63 voice vote the motion was carried. 64 65 Board of Works Minutes Cont'd April 4, 1985 Page 3 1 ADDITIONAL DEPARTMENT COMMENTS AND REQUESTS 2 3 Police DeparLment 111 • 4 5 Animal Traps within City 6 7 Police Chief Nimitz told the Board that the Police Depailluent had been called 8 to the 100 BLock of N.W. E Street to assist with a Collie dog that had had its 9 right rear leg severed by an animal trap. The Animal Control Officer was able 10 to located the animal, but the animal was not able to be saved due to its wound. 11 Chief Nimitz stated that apparently persons in this area were setting traps on 12 trash pick up days to prevent animals from tearing up the trash. Chief Nimitz 13 told the Board that the Department has an active Animal Control Officer and 14 complaints regarding animals should be forwarded to this Officer. The Chief said 15 that he was greatly concerned for children in this area if traps were being set 16 and would appreciated any information on the traps. 17 18 Removal of No Parking Zone in the 2000 Block of Glen Court 19 20 Traffic Captain Woganan told the Board that the cul-de-sac in the 2000 Block of 21 Glen Court had in the past been designated a no parking zone, but that after 22 investigation they were unable to find out why this had been done. This no parking 23 zone is now creating a hardship on residents of the area since there is not enough 24 parking available to residents of the area. Captain Wogoman stated that this 25 is the only cul-de-sac in the City designated as a no parking zone. The 26 Captain recommended the removal of the no parking zone in the 2000 block of Glen 27 Court. 28 III29 In response to Ms. Maness in regards to the traffic turn around, Captain Wogoman 30 said that there is more problem being caused by the no parking zone than would 31 be caused in traffic turn around. 32 _ 33 Mr. Brown moved to removed the no parking designation in the 2000 Block of Glen 34 Court and have the appropriate remarking of the curbs and removal of signs, seconded 35 by Ms. Maness and on unanimous voice vote the motion was carried. 36 37 Planning Depail.ment 38 39 Set date for Unsafe Building Hearing at 410 North 16th Street 40 41 Mr. Dennis Bronston requested the Board to set May 2, 1985 at 9:15 A.M. for an 42 unsafe building hearing on property located at 410 North 16th Strcct. Mr. Bronston 43 stated that the building is unsecured and there is much concern for the safety 44 of persons around the property. 45 46 Mr. Brown moved to set May 2, 1985 at 9:15 A.M. as the date and time for an Unsafe 47 Building Hearing on property located at 410 North 16th Street, seconded by Ms. 48 Maness and on unanimous voice vote the motion was carried. 49 50 Richmond Power & Light ' 51 52 Mr. Robert Hankosky of Richmond Power & Light updated the Board on the conversion III53 of street lights fran mercury to sodium lights.
