BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICH , INDIANA, MARCH 7, 1985
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met
2 in regular session March 7, 1985 at the hour of 9:00 A.M. in the Municipal
3 Building in said City. Ms. Maness presided with Mr. Brown and Ms. Silberstein
III 4 in attendance. The following business was had to-wit:

6 APPROVAL OF MINUTES OF FEBRUARY 28, 1985

8 Mr. Brown moved to approve the minutes of the previous meeting as prepared,
9 seconded by Ms. Silberstein and on unanimous voice vote the motion was carried.

11 APPROVAL OF CLAIMS FOR PAYMENT

13 There were no claims presented for payment.

17 Planning Department - Building Division

19 Approval of February Monthly Report

21 The February monthly report forthe Building Division of the Planning Department
22 showed a total of 48 permits issued. Total inspections made by the Department
23 for February were 211.

25 Ms. Silberstein moved to accept and file the February monthly report for the
26 Building Division of the Planning DepaLUtlent, seconded by Mr. Brown and on
27 unanimous voice vote the motion was carried.

31 Approval of February Monthly Report

33 Fire Chief Bosell presented the February monthly report to the Board. The
34 report showed a total of 67 runs with fire loss at 2,525.00.

36 Ms. Silberstein moved to accept and file the February monthly report of the
37 Richmond Fire Department, seconded by Mr. Brown and on unanimous voice vote
38 the motion was carried.

40 Chief Bosell also told the Board that the National Fire Protection Association
41 had forwarded the third slide in the series on Engine & Ladder Company
42 Operations. This program involves many of the Richmond Fire Department
43 personnel and includes a credit slide with Richmond listed as a participant.

47 Hiring of Probationary Police Officer

49 Chief Joseph Nimitz read the following letter to the Board:

8 Ms. Silberstein moved to approve the hiring of Probationary Police Officer,
9 John Edwin Miller, effective February 11, 1985, seconded by Mr. Brawn and
10 on unanimous voice vote the motion was carried.

14 Unsafe Building Hearing Set for March 28, 1985 on 1532-1536-1540 East Main

16 Mr. Dennis Bronston sent the following request to the Board:

18 Our office respectfully requests that an Unsafe Building Hearing be scheduled
19 for March 28, 1985 at 9:00 A.M. concerning premises at 1532-1536-1540
20 East Main Street.

28 Ms. Silberstein moved to set March 28, 1985 at 9:00 A.M. as the time to hold
29 an Unsafe Building Hearing on property located at 1532-1536-1540 East Main
30 Street, seconded by Mr. Brown and on unanimous voice vote the motion was carried.

32 Litter Violation Tickets Being Issued
33
34 The Clerk told the Board that Ralph Willis has announced the Sanitary Department
35 has issued approximately thirty (30) Litter Violation Tickets to date and the
36 DepaLLuent will continue to issue these tickets in an effort to assist clean
37 up in the City.

39 Mr. Willis also announced that he is researching the possibility of locating
40 trash dumpsters at various locations within the City to assist citizens in
41 keeping their properties clean.

43 Clarification to Clearview Cable Regarding Notice of Default dated January
44 17, 1985
45
46 Ms. Maness stated that the Board of Works has sent a letter to Mr. Terrell
47 Davis, Counsel for Tele-Communications, Inc. furnishing them additional
48 clarification on the Notice of Default dated January 17, 1985. The letter
49 attempts to answer questions Mr. Davis had on this Notice of Default.

51 Letter to Tele-Communications Requesting Further Financial Information
52
53 Ms. Maness stated that a letter would be sent to Clearview Cable requesting
54 further financial information that has not been available to the Board members
55 during the visits to the Clearview Office.

57 The letters will be sent by registered mail as required by the Franchise Agreement
58 and a copy hand delivered to Mr. Rich Cody, Plant Supervisor.

62 Approval for Residential Handicapped Parking Space at 1012 N.W. D Street

64 The request of Mr. Everett Mayer, 1012 N.W. D Street, for a residential handicapped
65 parking designation was presented. Mr. Mayer has the proper handicapped

1 identification for his automobile and the request does not violate any other
2 traffic regulations. Captain Wogoman stated he had looked at the space and

3 found no problem with the request.

5 Ms. Silberstein moved to approve the request of Everett Mayer for a residential
6 handicapped parking designation at 1012 N.W. D Street, seconded by Mr. Brown
7 and on unanimous voice vote the motion was carried.

9 Approval of March of Dimes Walkathon

11 Linda Morgan of 3639 East Main Street, Chairman of the Team Walk for the March
12 of Dimes,presented a request for the Board to hold the Walkathon on May 4, .
13 1985 starting at 9:00 A.M. from Firehouse No. 1 and using the same route as
14 previous years. Participants will be finishing the walk between 12":00'.noon
15 and 4:00 P.M. depending on their individual speeds.

17 Captain Wogoman stated that there was no problem with the Traffic Division.

19 Ms. Silberstein moved to approve the Walkathon route for the March of Dimes
20 for the Team Walk to be held on May 4, 1985 from 9:00 A.M. to 5:00 P.M., seconded
21 by Mr. Brown and on unanimous voice vote the motion was carried.

23 Signs for Richmond Senior High School

25 Fire Chief Bosell announced that the Fire Depailatent would be hanging signs
26 for the Richmond Senior High School in conjunction with the Regional Basketball
27 Tournament. The signs will be hung on light poles and this has been cleared
28 through Richmond Power & Light.
