Mayor Yu called the City Council Special Meeting to order at 7:07 p.m . in the
Council Chambers located at 5938 Kauffman Avenue, Temple City.

ALSO PRESENT: City Manager Pulido, Assistant to City Manager Haworth and
City Clerk Kuo
3. PLEDGE OF ALLEGIANCE
Mayor Yu led those present in the Pledge of Allegiance to the Flag.
4. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA-None

7. NEW BUSINESS
A. RECOMMENDATIONS FOR PUBLIC ART COMMISSION
The Council is requested to provide direction on the recommendations
contained herein to seat its inaugural Public Art Commission . The
advisory body will be responsible for implementing a citywide public art
program through the establishment of policy and protocols for artwork
selection and acquisition, and by defining long-term goals and funding
strategies for future public art initiatives .
Assistant to City Manager Haworth gave a brief summary of the staff
report.
Lesley Elwood , City 's Public Art Consultant, provided highlighted the
qualifications of the applicants being recommended by the outside panel
to Council for appointment to the Public Arts Commission .

Ms. Elwood answered Council questions and concerns regarding the
selection process of the outside panel.
Mayor Yu opened public comment.
Ousama Nimri, Temple City resident, commented on the selection process
of the commissioners and regarding commissioner alternates.
Mayor Yu closed public comment.
Councilmember Blum spoke in favor of seating four of the five appl icants
selected by the outside panel and the remaining applicant serve as an
alternate. Then amend the ordinance to add three more comm issioners to
the commission . He is concerned that the work that has been done by the
current Public Art Advisory Group will be not be cont inued if the commission
is seated with all new people that has not started with the process originally.
Councilmember Vizcarra spoke in favor of seating the five applicants
selected by the outside panel , add two members of the Public Art Advisory
Group that was orig inally selected by the Councilmember and then Joanne
Russo as alternate.
Councilmember Chavez spoke in favor of expanding the commission to
seven members .
Mayor Pro Tern Sternquist spoke in favor of supporting staffs
recommendation to seat the five applicants selected by the outside pane l.
Mayor Yu thanked the Public Arts Advisory Group and the volunteers for the
work they have done for the City . Also , thanked the staff for the work they
have done with the Public Arts Advisory Group. Agree with staffs
recommendation to appoint the five applicants recommended by the outside
panel.
Councilmember Blum made a motion to expand the commission to a seven
member and appoint four selected , one as alternate and add three more .
Councilmember Vizcarra amended Councilmember Blum 's motion to
increase the commission from five to seven commissioners . Appoint the f ive
applicants selected by the outside panel and add two members of the Public
Advisory Group and appoint the third advisory group member as the
alternate. The motion failed by t he following roll call votes :

NOES -Councilmember-Chavez, Sternquist, Yu

Meeting recessed at 8 :44 p.m. and reconvened at 8:57 p.m. with all
Councilmembers present.
Councilmember Chavez made a motion to approve the five applicants as
recommended by the outside panel to fill the seats of the commission ,
increase the commission to seven members plus one alternate and all
commissioners seated at the same time . Seconded by Mayor Pro Tern
Sternquist and unanimously carried by the following roll call votes :

Councilmember Vizcarra made a motion that the selection from the second
group of five applicants be done by the council with guidance from Ms .
Elwood . Seconded by Councilmember Chavez and unanimously carried by
the following roll call votes :
