The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5:00 P.M.,March
31, 2022, in the Council Chambers in the Municipal Building, 50 North 5th Street, Richmond,
Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson, Emily Palmer and Matt Evans.
Also in attendance were Kim Vessels,Assistant City Attorney; Monica Burns,Deputy City Clerk;
Denise Retz, Park Superintendent; Imani Murphy, Human Resource Director; Fire Chief Jerry
Purcell; Bill Henry, Code Enforcement; Cedric James, Code Enforcement; Sherrie Richey, Code
Enforcement; Derek Hill, Director of Code Enforcement; Kara Noe, Purchasing; Jerry Peacock;
and Media.
APPROVAL OF MINUTES
Ms. Palmer moved to approve the minutes of March 24, 2022, supported by Mr. Evans. Upon a
vote viva voce,the motion carried.
CLAIMS FOR PAYMENT
Mr.Evans moved to approve the Claims for Payment for April 1,2022 in the amount of Fifty Four
Thousand Five Hundred Seventy Nine Dollars and thirty eight cents ($54,579.38), supported by
Ms. Palmer. Upon a vote viva voce,the motion carried.
PAYROLL CLAIMS FOR PAYMENT
Mr. Evans moved to approve a Payroll Claims for Payment correction for April 1, 2022 in the amount of
Four Hundred Fifty Dollars and seventy six cents ($450.76), supported by Ms. Palmer. Upon a vote viva
voce,the motion carried.
PAYROLL CLAIMS FOR PAYMENT FOR PENSION
Mr.Evans moved to approve the Payroll Claims for Payment for Pension for March 31,2022 in the amount
of Two Hundred Sixty Nine Thousand One Hundred Ninety One Dollars and ,forty two cents
($269,191.42), supported by Ms. Palmer. Upon a vote viva voce, the motion carried.

BID OPENINGS
• CLUBHOUSE ELECTRICAL REPLACEMENT WITH ADDENDUM
There was one bid from Carpenter Electric in the amount of$18,373.48. This bid was taken
under advisement.
BID AWARDS
• BID REJECTION—WEED ABATEMENT
Ms. Palmer moved to reject the bid from Rinehart Lawn Care, supported by Mr. Evans.
Upon a vote viva voce, the motion carried. This will be rebid.
CONTRACTS
• CONTRACT NO. 46-2022—GREGORY & APPEL INSURANCE
The City retains Contractor to provide professional services in connection with certain
insurance industry administrative and processing needs, which services shall include, but
shall not be limited to property and liability loss, loss control,workers' compensation, and
risk management claims administration, as well as bond services, audit services, and claim
processing for the 2022 and 2023 calendar years.
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 47-2022—WAYNE COUNTY INSURANCE SERVICES
The City retains Contractor to provide professional consultation and insurance brokerage
services in connection with Property and Liability, Risk Management, and Workers'
Compensation for the City of Richmond, Indiana, for the 2022 and 2023 calendar years.
Ms.Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 56-2022—STRYKERS SALES,LLC
The City retains Contractor to furnish as a sole-source provider certain equipment which
includes, but not limited to, four MTS Power Load Pro 2 cots and loading systems and to
provided sole-source annual preventive maintenance,inspection and repairs for a three year
period for the Fire Department.
Not to exceed $240,130.43.

Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 57-2022—YOU CALL WE HAUL
City retains Contractor to provide services in connection with the emergency cleanup of a
property located at 951 Butler Street for the Code Enforcement Department.
Not to exceed$900.00
Ms. Palmer moved to approve, supported by Mr.Evans.Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 58-2022—B&B CONSTRUCTION OF RICHMOND
The City retains Contractor to perform services in connection with the demolition of a
house located at 307 North 17th Street. Services shall include demolition,removal of debris,
and restoration of the site.
Not to exceed$6,000.00
Mr. Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion
carried.
