HomeMy Public PortalAbout09-06-1984 /79 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, SEPTEMBER 6, 1984 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular 2 session September 6, 1984 at the hour of 9:00 A.M. in the Municipal Building in said 3 City. Ms. Maness presided with Mr. Brown and Ms. Silberstein in attendance. The 4 following business was had to-wit: III5 6 9:00 A.M. BID OPENING FOR REMOVAL OF STREET TREES 7 8 Ms. Maness asked if there were other bids to be received and hearing none Ms. 9 Silberstein moved to close the bids, seconded by Mr. Brown and on unanimous voice vote 10 the motion was carried. 11 12 Mr. Barden examined the Proof of Publication and found it to be in order. Ms. 13 Silberstein moved to accept and file the Proof of Publication, seconded by Mr. Brown 14 and on unanimous voice vote the motion was carried. 15 . 16 One (1) bid was received from Mr. Paul Medford. Mr. Medford bid .10G per tree or 17 stump and placed several conditions on the bid. 18 19 Ms. Silberstein moved to table further action on this bid for further investigation, 20 seconded by Mr. Brown and on unanimous voice vote the motion was carried. 21 22 APPROVAL OF MINUTES OF AUGUST 30, 1984 23 24 Ms. Silberstein moved to approve the minutes of the previous meeting as prepared, seconded 25 by Mr. Brown and on unanimous voice vote the motion was carried. 26 27 CLAIMS FOR PAYMENT 28 29 Ms. Maness stated there were no claims for payment. 111 30 31 TABLED ITEMS 32 33 Walk Signs at North 16th and Main and North 9th and A Streets 34 35 Captain Wogoman of the Traffic Division stated he had checked these intersections for 36 the length of the Walk Signals. Captain Wogoman explained these lights are on a 37 time base coordination operation and that if you increase the length of the walk 38 portion of the signal you must take time away from other portions of the signal. 39 He stated there is probably no light in the City that will allow ample time on the 40 walk signal alone for a pedestrian to cross an intersection, but that ample time is 41 allowed for crossing the intersection while a vehicle is stopped. on total red time. 42 This allows 15.8 seconds of total green time for a pedestrian. to cross the intersection. 43 . 44 Ms. Maness stated that this request becomes a problem of educating the pedestrian 45 that they may continue across the street on the Don't Walk Signal as long as the 46 green light continues. Ms. Maness will take this information to Councilperson Morris 47 to pass along to the persons requesting this :investigation. 48 49 Approval of Uniform Contract for Bus Advertisements 50 51 Mr. Barden presented a uniform Lease of Bus Space for Advertising for the approval of 52 the Board. This document will allow Mr. Willis to sell advertising at set rates and 53 times without having to present the lease for Board approval for each sale and 54 expedite the sale and placement of advertising on the buses.11/ 55 56 Ms. Brown moved to approve and execute the Lease of Bus Space for Advertising 57 document for use as a uniform document, seconded by.Ms. Silberstein and on unanimous 58 voice vote the motion was carried. 59 60 COMMITTEE REPORTS - ' 61 62 Harris Street Committee - 63 64 Ms. Silberstein stated the committee was meeting today and she would have a report 65 later for the Board. It was suggested that Councilperson Bodiker be contacted regarding / $ O Board of Works Minutes Cont'd September 6, 1984 Page 2 1 this problem since he had expressed an interest in the issue and may have some 2 suggestions for the committee. 3 4 DEPARTMENT REQUESTS AND COMMENTS 511/ 6 Attorney's Office 7 8 Bus Bench Ad Contract with Indiana Football Hall of Fame 9 10 Mr. Barden stated that the original contract had been held up due to time needed to 11 locate the benches and that a request was made to change the portion of the contract 12 regarding the City retaining one third (1/3) of the benches for their use. The 13 Football Hall of Fame would like to change that to 10% reserved for the City to use 14 since it will increase the number of benches available to sell to advertisers. 15 16 The Board also needs to approve the current location of the benches. 17 18 Mr. Willis stated he would work with the Football Hall of Fame regarding the City's 19 share of the benches and would also assist the Hall of Fame in other problems regarding 20 keeping the advertising to date. 21 22 Ms. Silberstein moved to approve and execute the revised Contract for the Bus 23 Bench Advertising with the Indiana Football Hall of Fame and to also approve the 24 location of the benches, seconded by Mr. Brown and on unanimous voice vote the motion 25 was carried. 26 27 Handicapped parking law effective September 1, 1984 28 29 Mr. Barden told the Board that effective September 1, 1984, a new State law went 30 into effect making the parking of an unauthorized vehicle in a handicapped only 31 space a Class C infraction. Such an infraction is punishable by a fine of up 32 to $500.00. This new State law effects parking lots which contain spaces for the 33 public, but which do not charge a parking fee. Such inclusion would be those lots 34 adjacent to shopping centers. 35 36 Captain Wogoman stated that his department has issued one (1) state ticket for this 37 offense this week and that the way they must handle it is very time comsuming since 38 the officer must locate the person and get the required information before they are 39 able to issue the ticket. 40 41 Mr. Barden stated they have a meeting with the owners of the Shopping Centers to 42 discuss enforcement of the handicapped parking spaces and fire lanes, but that the 43 City does not want to become liable for other actions on these private lots. 44 45 Ms. Maness requested Mr. Barden and Captain Wogoman to report back to the Board 46 on September 27, 1984 regarding the meeting with the Shopping Centers and the new 47 state law. 48 49 Public Works 50 51 Approval of Six (6) Bus Ad Contracts 52 53 Mr. Willis stated that contracts had been negotiated for advertising on the buses 54 with S&S Wrecker, Transmissions Unlimited, Second National Bank, Wayne Bank and 11/ 55 Trust, WHON-WQLK Radio Station and WKBV-WRIA Radio Station and these would need 56 separate approval of the Board since they were done prior to the approval of the 57 uniform contract. 58 59 Ms. Silberstein moved to approve and execute the Lease of -Bus Space for Advertising 60 for the Six (6) contractsalready negotiated, seconded by Mr. Brown and on unanimous 61 voice vote the motion was carried. 62 63 64 65 tI Board of Works Minutes Cont'd September 6, 1984 Page 3 1 Fire Department - Monthly Report for August, 1984 2 3 Assistant Fire Chief Don Atkins presented the monthly Fire Report for August, 1984. 4 The report showed a total of 69 runs and a loss estimate of 19,950.00. The 5 Assistant Fire Chief also noted that one Firefighter had been injured on the job and 6 will be unable to return to work for six (6) to eight (8) weeks. 7 III 8 Ms. Silberstein moved to accept and file the August monthly report of the Fire 9 Department, seconded by Mr. Brown and on unanimous voice vote the motion was carried. 10 11 Richmond Power & Light 12 13 Mr. Robert Hankosky, Distribution Engineer for Richmond Power & Light, presented 14 preliminary plans for one (1) 175 Watt Ornamental street light on Cedar Cliff Road 15 at a monthly increase in billing to the City of 6.27. The Council Street light 16 committee has approved the request. 17 • 18 Ms. Silberstein moved to approve the installation of one (1) 175 Watt ornamental 19 street light on Cedar Cliff Road, seconded by Mr. Brown and on unanimous voice vote 20 the motion was carried. 21 22 APPROVAL OF HALF PRICE MONTHLY PASSES FOR COLLEGE STUDENTS 23 24 Mr. Willis presented a request from the Director of Student Activities and Athletics 25 at Indiana University in Richmond to allow a discount bus pass for students at 26 I.U.Eastcarrying an official student identification card. Mr. Willis stated that 27 he recommends allowing all students attending a college in Richmond to purchase a 28 monthly pass at 12.50. This will possibly increase ridership of the buses and 29 the passes help.!. to eliminate the drivers handling so many fares. 30 31 Ms. Silberstein moved to approve the sale of monthly bus passes to certified students 32 of I.U.East,arlham, IVY Tech and Indiana Business College at 12.50 per month, seconded 33 by Mr. Brown and on unanimous voice vote the motion was carried. 34 35 ADJOURNMENT 36 37 There being no further business on a motion duly made, seconded and passed the 38 meeting was adjourned. 39 40 Cathy A.
