HomeMy Public PortalAbout08-30-1984 17,s BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, AUGUST 30, 1984 1 The Board of Public Works and Safety of the City of Richmond, Indiana met in regular 2 session August 30, 1984 at the hour of 9:00 A.M. in the Municipal Building in said City. 11/ 3 Mr. Brown presided with Ms. Silberstein in attendance. Ms. Maness was absent. The 4 following business was had to-wit: 5 6 9:00 A.M. Continuation of Unsafe Building Hearing - 321 N.W. E Street - Rhonda Lawrence 7 8 Mrs. Lawrence had been properly notified of the continuation of hearing by Certified 9 Mail on August 9, 1984. 10 11 Mr. Barden requested the Board of Works to continue this hearing indefinately due to 12 pending litigation on a foreclosure on this property. He stated the Board could 13 take final action following the final Court order on the property. 14 15 Ms. Silberstein moved to continue the Unsafe Building hearing on 321 N.W. E Street 16 indefinately pending the outcome of the litigation concerning the property, seconded 17 by Mr. Brown and on unanimous voice vote the motion was carried. 18 19 APPROVAL OF MINUTES OF AUGUST 23, 1984 20 21 Ms. Silberstein moved to approve the minutes of the previous meeting as received, 22 seconded by Mr. Brown and on unanimous voice vote the motion was carried. 23 24 APPROVAL OF CLAIMS FOR PAYMENT 25 26 Ms. Silberstein moved to approve claims in the amount. of 497,707.88 for payment, 27 seconded by Mr. Brown and on unanimous voice vote the motion was carried. 28 29 DEPARTMENT REQEUSTS AND COMMENTS 30 31 Clerk and Attorney 32 33 Bid Award for computer 34 35 The Clerk stated that her office was recommending acceptance of the bid of Rosas, Inc. 36 for the computers and two (2) printers per specifications in the amount of 9,901.00. 37 Mr. Barden also recommended the bid of Rosas's be accepted. 38 39 Ms. Silberstein moved to award the bid for the computers and two (2) printers to 40 Rosas, Inc. for 9,101.00, seconded by Mr. Brown and on unanimous voice vote the motion 41- was carried. 42 43 Public Works ' 44 _ 45 Bid Award for Street Sweeper 46 47 Street Supervisor Bill Hillard stated that after examining the sweepers from Best 48 Equipment Co.- and Deeds Equipment Co. , they have decided to recommend accepting the 49 low bid of Deeds Equipment Company for 14,500.00 with a two (2) week delivery date. 50 51 Ms. Silberstein moved to accept the bid of Deeds Equipment Company for one (1) 52 used Elgin Pelican Sweeper at 14,500.00, seconded by Mr. Brown and on unanimous voice 11/ 53 vote the motion was carried. 54 55 Bus Advertising Contract 56 57 With the absence of Mr. Willis, Ms. Silberstein moved to table the agenda item regarding 58 the approval of a uniform contract for bus advertising, seconded by Mr. Brown and on 59 unanimous voice vote the motion was carried. 60 . 61 Attorney' s Office - Portable Signs 62 63 Mr. Barden stated that he has had some complaints and has to date been able to resolve 64 the complaints regarding portable signs and displays in city right of way. These are 65 not permitted in the zoning ordinance and his office will be taking action on these 66 complaints. , 76 Board of Works Minutes Cont'd August 30, 1984 Page 2 1 Planning & Economic Development 2 3 Set date for inoperable vehicle hearings 4 5 Ms. Silberstein moved to set September 13, 1984 at 9:00 A.M. as the time for hearings 6 on the following inoperable vehicle complaints: Todd and Judith Thompson at 9 Sedgwick 7 Place, Thomas and Brenda Hart at 620 Peacock Road, Ruth and Samuel Owens at 1109 Crosshall 8 and 1111 Crosshall and David Patty and William Rose at 911 N.W. 5th Street, seconded by 9 Mr. Brown and on unanimous voice vote the motion was carried. 10 11 Set date for unsafe building hearing 12 13 Mr. Bronston explained that the structure at 204 North 17th Street was damaged by fire 14 in the past. He also stated that there is some confusion as to the owner of the property 15 and he will contact all parties involved for the hearing. 16 17 Ms. Silberstein moved to set September 27, 1984 at 9:00 A.M. as the time for the unsafe 18 building hearing for 204 North 17th Street, seconded by Mr. Brown and on unanimous voice 19 the motion was carried. 20 21 Set date for Gambion Bids to be received 22 23 Mr. Dooley stated that these gambions are wire baskets with rock and will be used in the 24 N.W. Industrial Park. The funding is through the Community Development Block Grant. 25 26 Ms. Silberstein moved to set September 27, 1984 at 9:00 a.m. as the time to receive bids 27 for Gambions per specifications for the N.W. Industrial Park, seconded by Mr. Brown and on 28 unanimous voice vote the motion was carried. 29 30 Fire Department 31 32 The monthly reports for June and July were submitted for approval by the Fire 33 Department. These reports showed a total of 101 runs made in June with loss at 108,950.00 34 and 75 runs made in July with loss set at 113,000.00. 35 36 Ms. Silberstein moved to accept and file the Monthly Reports for the Fire Department, 37 seconded by Mr. Brown and on unanimous voice vote the motion was carried. 38 39 COUNCIL REQUESTS 40 41 Length of Walk Signs at two Intersections 42 43 The length of the walk signs at the intersections of North 16th and Main and North 9th 44 and A have received complaints from residents of Sycamore Square. Mr. Brown stated that 45 he had investigated this complaint and depending on the width of the street the walk signs 46 were on from three (3) to five (5) seconds and eleven (11) to fifteen (15) seconds. 47 48 Ms. Silberstein asked !if there were standardized regulations for these walk signs and 49 requested the Traffic Division to look into regulations. 50 51 Ms. Silberstein moved to table the complaint on the length of the walk signs at North 16th 52 and Main and North 9th and A for further information, seconded by Mr. Brown and on 53 unanimous voice vote the motion was carried. 54 55 Request to remove truck traffic from Harris Street from J to L • 56 57 Councilperson Terry Whitesell presented a petition from the Residents of Harris Street 58 from J to L Street regarding the removal of truck traffic or speed control for the trucks 59 traveling this street. The street is narrow with no curbs or sidewalks and young children 60 reside on this street. The trucks, according to the residents, are speeding through the 61 area causing great danger to the children along with much noise pollution. Twenty-three 62 (23) residents signed the petition and this represents all but two (2) residents which were 63 unavailable at the time the petition was gathered. 64 65 Ms. Silberstein questioned the destination of the trucks and Mr. Mike Roosa of 1117 Harris /77 Board of Works Minutes Cont'd August 30, 1984 Page 3 1 explained that the trucks were traveling from N.W. L Street to the WASCO Automotive 2 Warehouse on J Street off of N.W. 5th Street. 3 4 Ms. Silberstein noted that Ms. Maness had sent a memo that she had been in the area 5 and sympathized with. the residents problem, but a way would need to be considered 11/ 6 to reroute the trucks that would not cause more serious problems. 7 8 Ms. Silberstein also commented that she had been in the area and the only way to 9 route the trucks was onto N.W. 5th, but because of the danger of this intersection 10 of J and N.W. 5th it would almost take a traffic signal and that could cause problems 11 with visibility on N.W. 5th Street. 12 13 The Traffic Division commented that this intersection would not warrant a traffic 14 signal. 15 16 Mr. Roosa stated the residents would be happy if the City could control the speed of 17 the trucks if they had to be routed on Harris Street. 18 19 Mr. Brown suggested that staying with past practice a committee be formed to make 20 suggestions regarding this problem on Harris Street. 21 22 Ms. Silberstein moved to create a committee for the Harris Street truck traffic 23 problem consisting of herself, Councilperson Whitesell, Mr, Mike Roosa and a 24 representative from the Traffic Division, seconded by Mr. Brown and on unanimous voice 25 vote the motion was carried. 26 27 PUBLIC REQUESTS AND COMMENTS 28 29 Ms. Cindy Burwick spoke representing the Jaycee Women requesting permission to hold 30 road blocks on Saturday, September 1, 1984 to collect funds for the Muscular Dystrophy 31 Association. The locations requested are Target and Garwood Road, North 18th and 32 National Road East and National Road West and N.W. 5th Street. They will move into 33 traffic only when it is stopped and will be stopping no traffic. The time will be 34 from 10:00 A.M. to 2:00 P.M. 35 36 The Traffic Division or the Chief have no problems with the request as long as they 37 do not stop traffic and will assume liability for the people. 38 39 Ms. Silberstein moved to approve the request of the Jaycees and Jaycee Women to hold L0 road blocks at Target and Garwood Road, North 18th and National Road East and N.W. 5th f1 and National Road West on Saturday, September 1, 1984 from 10:00 A.M. to 2:00 P.M. , 42 seconded by Mr. Brown and on unanimous voice vote the motion was carried. 43 44 Mr. Bill Delk, representing the Shrine, requested approval of a parade route for a L5 circus parade in connection with the Shrine Circus to be held on September 16, 1984 L6 from 12".00 noon to 2:00 P.M. The route being requested is from the County Fairgrounds 47 to Peacock Road to N.W. 13th Street to Main Street back to Salisbury and returning to 48 the Fairgrounds. The parade will include walking animals and 25 to 30 historical L9 circus units. The Shrine has all appropriate insurance coverage. 50 51 Ms. Silberstein moved to approve the parade route as requested for a Circus Parade on 52 September 16, 1984 from 12:00 noon to 2:00 P.M. with proper insurance coverage , 53 seconded by Mr. Brown and on unanimous voice vote the motion was .carried. 54 55 Mr. Robert Hankosky of Richmond Power & Light stated that he has completed the 56 preliminary drawings for a street light on Cedar Cliff Drive and forwarded it to Council. 57 58 ADJOURNMENT 59 60 There being no further business on a motion duly made, seconded and passed the meeting 61 was adjourned. 62 63 John Brown 64 Vice President 65 ATTEST: Mary Merchanthouse Clerk of the Board
