SPECIAL MEETING OF THE
BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, AUGUST 10, 1984
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in
2 special session August 10, 1984 at the hour of 4.05 P.M. in the Municipal Building
3 in said City. Ms. Maness presided with Mr. Brown and Ms. Silberstein in
11/ 4 attendance. The following business was had to-wit:

6 APPROVAL OF CONTRACT BETWEEN THE CITY OF RICHMOND AND FIRE FIGHTERS LOCAL 1408
7 FOR 1985

9 Ms. Maness stated that the negotiating teams for the City and the Fire Fighters
10 had met Wednesday, August 8, 1984 and had reached final agreement for the
11 Addendum to the Professional Negotiation Agreement for 1985.

13 She commented that only wages and associated items were negotiated and other parts of
14 the contract remain unchanged.

16 Ms. Maness commented that the overall wage increase is 4.3% and that longevity
17 will be increased by $300.00 at each longevity level, subject to passage of an
18 Ordinance by the Common Council. This increase in longevity pay will be offset
19 by a 200.00 reduction in clothing allowance.

21 Representing Local 1408 were Jerald Rigsby and Jim Walters.

23 Councilperson Morris, a member of the negotiating team, made the following statement
24 regarding the contract:

26 We would fir.at; like to read a brief statement regarding the City's agreement
27 with the Richmond Professional Firefighters Local 1408.

29 The addendum to the contract contains clean and precise language which provides
30 protection from any eventuality.

32 . The following provisions have been mutually agreed to for purposes of defining
33 concepts contained in the contract. These definitions will provide adequately
34 for the public safety of the citizenry, as well as the firefighters.

36 The scheduled personal days may not be accumulated for more than six months
37 from the date earned.

39 For the first time, the contract includes a definition of manpower minimum of
40 17 firefighters: Scheduled personal days would be suspended if the force
41 strength goes below that minimum.

43 The contract also includes a provision for declaring a state of emergency as
44 included in State Statute I.C. 36-8-4-9b.

46 Ms. Silberstein moved to approve the contract between the City of Richmond and Local
47 1408 for the calendar year 1985, seconded by Mr. Brown and on unanimous voice vote
48 the motion was carried.

52 There being no further business on a motion duly made, seconded and passed the
53 meeting was adjourned.
