HomeMy Public PortalAbout07-19-1984 • 1'715 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, JULY 19, 1984 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular 2 session July 19, 1984 at the hour of 9:00 A.M. in the Municipal Building in said City. 3 Ms. Maness presided with Mr. Brown and Ms. Silberstein in attendance. The following 4 business was had to-wit: 5 6 APPROVAL OF MINUTES OFJULY 12, 1984 7 8 Ms. Silberstein moved to approve the minutes of the previous meeting as prepared, 9 seconded by Mr. Brown and on unanimous voice vote the motion was carried. 10 11 APPROVAL OF CLAIMS FOR PAYMENT 12 13 Mr. Brown moved to approve claims for payment in the amount of 510,821.01, seconded by 14 Ms. Silberstein and on unanimous voice vote the motion was carried. 15 16 TABLED ITEMS 17 18 Traffic Visibility Problem at N.W. 5th and Pearl Streets 19 20 Mr. Dennis Bronston reported that he had met with Mr. Williams and Mr. Cecere and Mr. 21 Williams had trimmed the hedges, but that the Committee felt this was still not an 22 adequate solution to the visibility problem at this intersection. 23 24 Mr. Bronston stated the Traffic Study. Committee appointed by the Board of Works 25 for this problem is making the following recommendations: 26 27 1. Request the attendance of Mr. William Williams, owner of property, and I28 Attorney Andrew Cecere to explain what action they have taken and what 29 further action they would be willing to take at this corner to improve 30 traffic visibility and reduce traffic hazard. 31 32 2. Request City Attorney to review situation and determine if there may be any 33 legal remedies available to the City to cause the removal of shrubs, bushes 34 . or trimming. 35 36 Mr. Bronston indicated that Mr. Williams had complained of loose dirt and gravel at 37 this intersection and the speed of vehicles around the intersection. Mr. Bronston 38 stated that the Street Department had removed the loose dirt and gravel and the 39 traffic division is cooperating in controlling speeding vehicles. 40 . 41 Ms. Silberstein moved to adopt the recommendations of the Committee and request the 42 attendance of Mr. Williams and Mr. Cecere at the July 26, 1984 meeting of the Board 43 of Public Works and Safety and to have the City Attorney report to the Board 44 regarding legal remedies for the visibility problem at this intersection, seconded by 45 Mr. Brown and on unanimous voice vote the motion was carried. 46 47 Mr. Williams and Mr. Cecere will be notified of the request of the Board members. 48 49 DEPARTMENT REQUESTS AND COMMENTS 50 51 Attorney's Office 52 53 Mr. Barden told the members of the Board that his office is vigorously pursuing the 54 collection of unpaid traffic fines and ordinance violation citations. One hundred and 55 fifty (150) letters have been mailed to persons giving them a specified time to pay 56 these fines before court proceedings will be initiated. This represents approximately 57 400 delinquent tickets and 1,600.00 in uncollected fines. 58 59 FIRE DEPARTMENT 60 61 Approval to use Fire Trucks for Muscular Distrophy collections 62 63 Fire Chief Larry Bosell read the following request to the Board of Works: 64 65 The Richmond Fire Department respectfully requests permission to use fire trucks Board of Works Minutes Cont'd July 19, 1984 Page 2 • 1 for "Fill the Boot" for Muscular Distrophy on July 27 & 28, 1984. Trucks 2 would be placed at shopping center entrances. 3 4 /s/ Larry H. Bosell 5 Fire Chief 6 7 8 Chief Bosell stated the trucks would be in service and would block no streets. 9 They will be located at the Richmond Square Mall, Gateway Shopping Center and the 10 Richmond Plaza during the hours of 6:00 p.m. to 9:00 p.m. on July 27th and from 11 12:00 noon to 9:00 p.m. on July 28th. Wayne Jackson is Chairman of the event. 12 13 Ms. Silberstein moved to approve the request of the Fire Department to use Fire 14 Trucks for Fill the Boot for Muscular Distrophy, seconded by Mr. Brown and on 15 unanimous voice vote the motion was carried. 16 17 PUBLIC REQUESTS AND COMMENTS 18 19 Approval for Wayne County Museum to restrict parking for Pioneer Day Festival. 20 21 The Wayne County Historical Museum requested to restrict parking along the Museum 22 curb side on North A, North 11 and North 12th Streets on September 9, 1984 from 23 12:00 noon to 5:00 p.m. for horse drawn vehicles to move around the block for 24. Pioneer Day. 25 26 Ms. Maness stated that the Traffic Division had informed her they have no problems 27 with this request. 28 29 Ms. Silberstein moved to allow the Museum to restrict parking in the requested 30 area on September 9, 1984, seconded by Mr. Brown and on unanimous voice vote the 31 motion was carried. 32 33 Letter of Dr. Tim Jackson regarding school transportation 34 35 Ms. Maness read the following letter from Dr. Tim Jackson, Richmond Community Schools: 36 37 Mary Merchanthouse 38 Clerk of the Board of Public Works and Safety 39 40 Dear Mary: 41 42 On behalf of the Board of Trustees of Richmond Community Schools, I would like 43 to thank you and your staff for the many hours devoted to helping Richmond 4/1 Community Schools solve transportation needs of students attending Richmond 45 High School. 46 47 At a public Board meeting on July 9, 1984, the Board of Trustees of Richmond 48 Community Schools unanimously accepted the city's proposal to allow students L9 to ride city buses to and from school for half fare. 50 51 The Trustees and Administration of Richmond Community Schools, as well as the 52 students, truly appreciate the opportunity which the city of Richmond has provided. 53 54 /s/ Tim Jackson 55 Director of Finance and Planning 56 57 REMINDER TO CITIZENS OF ROAD WORK 58 59 Ms. Maness reminded the citizens of Richmond to use caution when traveling on U.S-. 60 27 and U.S. 40 while the State Highway is paving these areas. 61 62 63 64 65 Board of Works Minutes Cont'd July 19, 1984 Page 3 1 Mr. Willis told the Board that the Conrail crossing on North 15th Street will remain 2 closed for one (1) more week to complete repairs on that crossing. 3 4 SPEED LIMIT ON NEW PARIS PIKE 5 6 Mayor Waltermann told the Board that he had received a request from the State Highway 7 Commission regarding posting a 35 MPH speed limit on New Paris Pike between Middleboro 8 Pike and Gaar Road and had forwarded this request to the Traffic Division and that 9 the Board must approve the request also. ' 10 11 Ms. Maness indicated she had not seen the request and the Traffic Division was not 12 represented at the meeting today. Ms. Maness will contact the Traffic Division for 13 the presentation of this request to the Board for their action. 14 15 REQUEST OF BILLIE MILLER FOR CONTROL OF VEHICLE SPEED AROUND HIGH SCHOOL AREA 16 17 Mrs. Billie Miller of 3270 Waverly Drive asked the members of the Board of Public 18 Works and Safety if they could make the citizens aware of the 20 MPH speed zone 19 around the High School area for the safety of the children crossing the Boulevard to 20 the High School. Mrs. Miller indicated there were many speeding vehicles in this 21 area and wondered what means of control the city could offer with this problem. 22 23 Ms. Maness referred this request to the Police for comments at the next Board 24 meeting. 25 26 ADJOURNMENT 27 II28 There being no further business on a motion duly made, seconded and passed the 29 meeting was adjourned. 30 31 Cathy A.
