AWARDING BID FOR WESLEY PLACE GRAVITY SEWER LINING
AND MANHOLE REPLACEMENT PROJECT
WHEREAS, the Borough has publicly advertised for the receipt of bids for the Wesley Place
Gravity Sewer Lining and Replacement Project; and
WHEREAS, the Borough has solicited and received three (3) bid proposals for the Wesley Place
Gravity Sewer Lining and Replacement Project as follows:
Base Bid
1. Lucas Construction Group, hic. $ 359,359.00
2. B & W Constntction Co. of NJ, Inc. $ 372,200.00
3. Montana Constntction, Inc. $ 381,111.00
WHEREAS, Lucas Construction Group, Inc., of Morganville, NJ has submitted the lowest bid
for said contract as evidenced by the response on file with the Borough's Purchasing Department
and with the Borough Engineer; and
WHEREAS, the Borough Engineer has reviewed the above bid proposal and has recommended
the award of a contract to Lucas Construction Group, Inc., in a total amount not to exceed
$359,359.00, per attached award letter; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said
purpose.
NOW THEREFORE BE IT RESOLVED by the Mayor and Council of the Borough of
Carteret as follows:
1. That the appropriate Borough Officials are hereby authorized to enter into a
contract with Lucas Construction Group, Inc., of Morganville, N.J. for the
above referenced project for the sum of $359,359.00 in accordance in all
respects with the request for proposals and bid on same.
2. That a copy of this Resolution shall be forwarded to the Borough's
Purchasing Department, Borough Engineer and T &M Associates for
distribution to Lucas Construction Group, Inc..
3. That the aforementioned award of bid is contingent upon formal approval
from the New Jersey Department of Labor, Division of Wage and Hour
Compliance.

On Wednesday, May 4, 2016, three (3) bids were received for the Wesley Place Gravity Sewer
Lining & Manhole Replacement Project. Enclosed is a bid summary for the project. The following
bids were received:

The lowest responsive bidder for the project is Lucas Construction Group, Inc. of 173 Amboy Road,
Morganville, NJ 07751. Lucas Construction Group., Inc. has provided a base bid amount of
$359,359.00.
Lucas Construction Group has worked on several large scale heavy construction drainage and piping
projects over the past several years (several of oar clients) and their work was satisfactory.
We have reviewed the bid documents provided and all required forms and document have been
provided by Lucas Construction Group, Inc.
Based on their low bid and satisfactory past performance, it is recommended that the Borough
award a contract to Lucas Construction Group, Inc. in the amount of $359,359.00.
Award should be contingent upon certification of funds by the Chief Financial Officer and review of
the bid documents by the Borough Attorney. sS��
