HomeMy Public PortalAbout01-29-1984 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, JANUARY 29 , 1984 The Board of Public Works and Safety of the City of Richmond, 2 Indiana, met in regular session January 29 , 1984, at the 3 hour of 9 : 00 A.M. in the Municipal Building of said City. 4 The following members were in attendance : Ms . Cathy Maness , 5 City Controller; Ms . Sue Silberstein and Mr. John Brown. 6 The following business was had, to-wit : • 7 8 ELECTION OF OFFICERS FOR 1984 9 10 Ms . Silberstein nominated Cathy Maness for President of the 11 Board of Public Works and Safety for. the year 1984, seconded 12 by Mr . Brown, and on unanimous voice vote the motion was 13 carried . 14 • 15 Ms . Silberstein nominated John Brown for Vice President of 16 the Board of Public-Works and Safety for the year 1984, seconded 17 by Ms . Maness , and on unanimous voice vote the motion was 18 carried. 19 20 APPROVAL OF MINUTES OF DECEMBER 29 , 1983 21 22 Mr . Brown moved to approve the minutes of the December 29 , 23 19'83 meeting as prepared, seconded by Ms . Silberstein, and 24 on unanimous voice vote the motion was carried. 25 26 BUREAU OF BUILDINGS MONTHLY REPORT 27 28 The Board received the Bureau of Buildings monthly report 79 for December, 1983 . The report included a total of forty- 30 eight (48) permits issued and two (2) buildings wrecked. 31 32 Ms . Silberstein moved the Bureau of Buildings monthly report 33 be accepted and placed on file, seconded by Ms . Maness , and 34 on unanimous voice vote the motion was carried. 35 36 APPROVAL OF CLAIMS FOR PAYMENT 37 38 City Controller, Cathy Maness , expalined that the Board would 39 be reviewing and approving claims for payment . Ms . :Maness 40 explained that there were two (2) . types -of claims being pre- 41 Sented--claims previously paid such as payroll , bonds and 42 coupons , and claims that have not yet been paid and need 4.3 the approval of the Board. In future meetings a total of 44 the claims will be presented to the Board for the record. 45 46 Ms . Silberstein moved to approve the claims for payment as 47 presented, seconded by Mr . Brown, and on unanimous voice 48 vote the motion was carried. 49 50 POLICE DEPARTMENT 51 52 Police Chief Joseph Nimitz read the following letters to 53 the Board for action : 54 55 Dear Board Members : 56 57 Request collection of parking violation funds and 58 associated responsibilities be returned to the 59 City Clerk' s Office for future collecting. 60 C1 The State Board of Accounts, in the past have re- 62 commended closer scrutiny on colleciton of funds , 63 which the Richmond Police Department has done to • 64 the best of their ability. 65 It appears more appropriate for the City Clerk' s Office to receive any public monies on behalf of the Richmond Police Department . /s/ Joseph A. Nimitz Chief of Police BOARD OF WORKS MINUTES - CONTINUED January 29 , 1984 Page 2 1 Chief Nimitz has talked with the City Clerk' s Office and they 2 are willing to accept this responsibility. 3 4 Ms . Maness moved to approve the collection of parking viola- 5 tion funds being placed in the City Clerk' s Office, seconded 6 by Ms . Silberstein, and on unanimous voice vote the motion 7 was carried. 8 9 Dear Board Members : 10 11 I recommend that Officers Mark Harrell , Melody Truitt 12 and Michael Wamsley be advanced from the rank of 13 Probationary Patrolman to that of Patrolman on the 14 Richmond Police Department. 15 16 These Officers have successfully completed their 17 probationary period as required. 18 19 Request that this be effective January 10, 1984 . 20 21 /s/ Joseph A. Nimitz 22 Chief of Police 23 24 Ms . Silberstein moved that Officers Harrell , Truitt and Wamsley 25 be advanced from the rank of Probationary Patrolman to Patrol- 26 man on the Richmond Police Department, seconded by Mr . Brown, 27 and on unanimous voice vote the motion was carried. 28 29 Dear Board Members : 30 31 Request that the Special Police Powers of James W. 32 Downs and James R. DeLaura, employed by the Richmond 33 Park Department, be revoked effective 5 :00 P.M. , 34 Thursday, January 12 , 1984. 35 11/ 36 This revocation is due to changes in special police 37 uniforms and authority, a reorganization and evalua- 38 tion of this service along with equipment evaluation 39 and user equipment recall . 40 41 The Richmond Police Department will continue to patrol 42 the park area as they have in the past . 43 44 /s/ Joseph A. Nimitz 45 Chief of Police 46 47 Ms . Maness moved that the special police powers of James W. 48 Downs and James R. DeLaura, Park Department employees , be re- 4'•9 yoked effective :January 12 , 1984, seconded by Mr. Brown, and 50 on unanimous voice vote the motion was carried. 51 52 Dear Board Members : 53 54 Attached find a copy of the letter of resignation from 55 Patrolman Barney R. Bailey, effective Tuesday, January 56 17 , 1984 . Officer Bailey ' s resignation is for personal 57 reasons . 58 59 I recommend acceptance of Officer Bailey' s resignation 60 from the Richmond--Police Department. 61 62 /s/ Joseph A. Nimitz 111 63 Chief of Police 64 65 BOARD OF WORKS MINUTES - CONTINUED January 29 , 1984 Page 3 1 Chief of Police 2 3 Dear Chief : 4 5 I, Officer Barney Bailey, wish to submit my resigna- 6 tion as a member of the Richmond, Indiana Police 7 Department; for personal reasons . I wish this resigna- 8 9 tion to become effective, January 17 , 1984. 10 /s/ Barney R. Bailey 11 12 Ms . Silberstein moved to accept the resignation of Patrolman 13 Barney R. Bailey, seconded by Ms . Maness , and on unanimous 14 voice vote the motion was carried. 15 16 FIRE DEPARTMENT 17 18 Fire Chief Larry Bosell presented the following letters to the 19 Board for their' action: 20 21 Dear Board Members : 22 23 The following recommendation is presented to the Board 24 . of Public Works & Safety for action as quickly as possible : 25 26 1 . Re-establish the office of Assistant Fire 27 Chief under that title only. 28 29 2 . Recommend Don Atkins to the Board Members 30 for the position of Assistant Fire Chief . 31 11/ 32 /s/ Larry H. Bosell 33 34 Fire Chief 35 Ms . Maness moved that the position of Assistant Fire Chief be 36 re-established under that title only, and that Don Atkins be 37 appointed to that position, seconded by Mr. Brown, and on unani- 38 mous voice vote the motion was carried. It was noted that this 39 will be retroactive to January 1 , 1984. 40 41 Dear Board Members : 42 43 The following recommendation is presented to the Board 44 of Public Works and Safety for action as quickly as 45 possible : 46 . 47 1 . Recommend an addition to the Fire Prevention 48 Bureau titled Fire Prevention Specialist . L;9 50 2 . The Fire Prevention Specialist receive the 51 pay grade of Lieutenant. 52 3 . The office of Fire Prevention Specialist 53 be placed in the next bid system rotation 54 as provided by the working agreement .. 55 56 /s/ Larry H. Bosell 57 58 Fire Chief 59 Fire Chief Bosell explained this will not create a need for 60 additional funding for the job classification. 61 62 Ms . Silberstein moved to add the job classification of Fire 63 Prevention Specialist to the Fire Prevention Bureau at the pay 64 grade of Lieutenant and place it in the bidding system, seconded 65 by Mr. Brown, and on unanimous voice vote the motion was carried. BOARD OF WORKS MINUTES - CONTINUED January 29 , 1984 Page 4 1 Dear Board Members : 2 3 The following recommendation is presented to the 4 Board of Public Works and Safety for action as 5 quickly as possible : 6 7 1 . Recommend that William Smith be placed 8 in the next bid rotation to allow his 9 rightful exercise of seniority rights IG as provided in the working agreement. 11 12 /s/ Larry H. Bosell 13 Fire Chief 14 15 Ns . Maness moved that William Smith be placed in the next bid 16 rotation, seconded by Ms . Silberstein, and on unanimous voice 17 vote the motion was carried. 18 19 Dear Board Members : 20 21 The following recommendation is presented to the Board 22 of Public Works and Safety for Action : 23 24 1 . A Fire Inspector School is being conducted 25 by the Office of the State Fire Marshal at 26 Hagerstown. The dates of the school are 27 January 7-8, 21-22 and 28-29 . We would like 28 to enroll the following personnel : Larry 29 Bosell , Chief ; Don Atkins , Asst. Chief ; 30 Terry Shore, Engineer; Mike Allen, Engineer; 31 Bob Goodwin, Inspector; Jim Perrin, Firefighter; 32 Larry Rantanen, Firefighter and Mike Parks , 33 Firefighter . 34 35 /s/ 36 37 The enrollment cost for the school is $25 . 00 per person, and 38 the men enrolled have already paid this cost . 39 4O Ms . Silberstein moved to approve the schooling and reimburse 41 the persons enrolled for the cost of the schooling, seconded 42 by Mr. Brown, and on unanimous voice vote the motion was carried. 43 44 HOLIDAYS FOR CITY EMPLOYEES 45 46 Mr . Brown moved to set February 20, 1984 `President ' s Day) as 47 a holiday for City Employees , seconded by Mr. Silberstein, and 48 on unanimous voice vote the motion was carried. 49 50 Ms . Maness moved to amend this motion to read "set February 51 20, 1984 (President ' s Day) as a holiday for City Employees not 52 covered by a Union Contract or other Working Agreement" , seconded 53 by Ms . Silberstein, and on unanimous voice vote the motion was 54 carried. 55 56 The remainder of the City Holidays will be set at the February 57 2 , 1984 meeting of the Board of Public Works and Safety. 58 59 WAGE NEGOTIATION DATE FOR FIREFIGHTERS 60 61 Ms .
