HomeMy Public PortalAbout11-17-1983 ;2/ BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, NOVEMBER 17, 1983 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in 2 regular session November 17, 1983 at the hour of 9:00 a.m. in the Municipal 3 Building in said City. Mr. Meredith presided with-Mr'. -Webb present. Mr. Cordell 4 was out of town. The following business was had, to-wit: 5 6 APPROVAL OF MINUTES OF NOVEMBER 10, 1983 7 8 Mr. Webb moved the minutes of the previous meeting be approved as prepared and 9 placed on file, seconded by Mr. Meredith and on unanimous voice vote the motion 111 10 was carried. 11 12 LEAF BURNING REGULATIONS - Mayor Dickman 13 14 Mayor Clifford Dickman stated he recently had telephone conversations with the 15 State Board of Health concerning the rules and regulations of open burning res- 16 tractions for the State of Indiana. He received their written communication 17 with a carbon copy going to the Wayne County Health Department. In the conver- 18 sation, the State representative stated our rules are more strict than the State; 19 however, the State has restrictions and there are a couple of differences which 20 they ask we try to comply with. Our permit allows burning between the hours of 21 8:00 a.m. and 8:00 p.m. and the State allows burning during daylight hours. The 22 Mayor requested our burning be conducted during daylight hours. The other part 23 is that the burning should be done in a container so, if the citizens can burn 24 in a container, please do so. 25 26 ROSE CITY GRAND PRIX - Dr. Chuck Roberts 27 28 Dr. Chuck Roberts requested setting the date and route of the Rose City Grand. 29 Prix for next year using the same route as in previous years. They are changing 30 from the 4th of July weekend to take some pressure off the Traffic Division and 31 are requesting Father's Day, July 17 . The request is for practice Saturday even- 32 ing after the banks are closed which hopefully will bring out-or-towners to Rich- 33 mond for overnight for the race to be held on Sunday. Practice will begin at 4:00 34 p.m. on Saturday and at 10:00 a.m. on Sunday with the races starting at noon. 35 They further requested the use of the municipal parking lot on North 7th for pit 36 area. A rain date of July 7 and July 8 was further requested. Proof of insurance 37 will be provided. 38 39 Mr. Webb moved that the Richmond City Grand Prix be approved as presented and 40 that the subject roads and drives be closed on June 16 between 4:00 p.m. and 8:00 41 p.m. and June 17 from 7:00 a.m. to 6:00 p.m. subject to proof of liability insur- 42 ance; seconded by Mr. Meredith and on unanimous voice vote the motion was carried. 43 44 NOTICE TO PROCEED ON N. W. "T", RICH ROAD AND SHERIDAN STREET - Steve Esarey 45 46 Mr. Dan Fienning, representing Acting City Engineer Steve Esarey, requested notice 47 to proceed on Rich Road and Sheridan Street and leave "T" Street until next spring. 48 Mr. Webb asked if the contractor has filed proof of insurance, performance bond 49 and subcontractors affirmative action program with the Department of Community 50 Development. Mr. Fienning noted Mr. Ron Cheek, of Community Development, is 51 handling that portion. 52 53 Mr. Webb moved that Contractor's United, Inc. be given notice to proceed with the 54 construction work on Rich Road and Sheridan Street weather permitting on November 55 17, 1983 or immediately upon the filing of the construction bond, proof of insur- 56 ance and affirmative action data required in accordance with the contract documents; 57 also, the construction on N. W. "T" Street is not to commence until notice to pro- "' ceed has been given in the spring of 1984, seconded by Mr. Meredith and on unani- 59 mous voice vote the motion was carried. 60 61 SUPPLEMENTAL AGREEMENT FOR TRAFFIC SIGNALS - Steve Esarey 62 63 Mr. Dan Fienning, representing Acting City Engineer Steve Esarey, presented 64 notice to proceed for SIECO on a supplemental agreement for traffic signals. 65 This is to evaluate for the State the experimental time base coordinators in- 66 stalled in the traffic signals to see if they might become standard statewide. 67 It is a standard part of some state highways but not in Indiana. The project 68 is 100% federally funded as this study will also be. Board of Works Minutes Cont'd. November . 17, 1983 Page 2 1 Mr. Webb moved that SIECO, Inc. be given notice to proceed in accordance with 2 the supplemental agreement between the City and the State on Project No. M6- 3 00C(87) , seconded by Mr. Meredith and on unanimous voice vote the motion was 4 carried. • 5 6 CHANGE BOARD MEETING DATE FOR THANKSGIVING 7 8 Due to the Thanksgiving holiday the Board of Works will meet on Wednesday, 9 November 23 at 9:00 a.m. • 10 11 SET BID DATES FOR STREET DEPARTMENT MATERIALS, GAS & OIL AND FOR ABANDONED VEHICL ES LES 12 EHIC 14 Mr. Meredith set December 8, 1983 at 9:30 a.m. to receive the above bids. 15 16 ADJOURNMENT 17 18 There being no further business the meeting was adjourned. 19 20 Donald E.
