HomeMy Public PortalAbout11-10-1983 /l BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, NOVEMBER 10., 1983 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session November 10, 1983 at the hour of 9:00 a.m. in the Municipal 3 Building in said City. Mr. Meredith presided with Mr. Cordell and Mr. Webb 4 present. T a2fbillowing business was had, to-wit: 5 6 APPROVAL OF MINUTES OF NOVEMBER 3� 1983 7 8 Mr. Cordell moved to approve the minutes of November 3 , 1983 as prepared, 9 seconded by Mr. Webb and on unanimous voice vote the motion was carried. 10 11 REPORT ON DEMOLITION OF UNSAFE BUILDING AT 1122 NORTH "I" - Charles Roberts 12 13 Building Commissioner Charles Roberts reported we are where we were before, 14 nothing has been done. He sent the owner of the property a letter asking for 15 a starting and finishing date and a signed contract for demotion. Mr. Grant 16 Potter called Monday and. said he was going to get a permit Wednesday to tear 17 it down; however, he has not. In referring to another demolished property, 18 Mr. Roberts noted sometimes it costs as much to clean up the mess that is 19 left after the demolition as it does to tear the structure down. The order 20 stated a signed contract had to be received ten (10) days after receipt of 21 the notification letter, which is today. The Board has already ordered the 22 demolition, stating that if the structure is not down by November 30, the 23 City should proceed with it. 24 25 Mr. Webb moved that the owners of the unsafe building at 1122 North "I" be 26 given until November 30 to remove said building and the Commissioner of 27 Buildings be directed to cause said building to be removed, if the terms of 28 the original order are not_ fulfilled, seconded by Mr. Cordell and on unanimous 29 voice vote the motion was carried. 30 31 UTILITY AGREEMENTS FOR N. W. "T" PROJECT - Ron Cheek 32 33 Mr, Ron Cheek, Department of Community Development, requested execution of 34 five (5) utility agreements involving construction of N. W. "T", Sheridan and 35 Rich Road. The standard agreements'with the gas and telephone companies have 36 been reviewed by the City Attorney. Agreements with American Water Works, 37 Richmond Sanitary and RP&L are identical to those executed for the N. W. 11th 38 Street portion of this project. The agreements require the utilities to do 39 whatever work is necessary to cooperate with construction of the project. 40 41 Mr. Cordell so moved, seconded by Mr. Webb and on unanimous voice vote the 42 motion was carried. 43 44 POLICE PROMOTION - Chief Chris 45 46 Police Chief Charles Chris read the following letter: 47 48 The Richmond Police Department Merit Commission has certified 49 Patrolman/Technician Claude Wayne Loudy for assignment to the 50 position , of:- Investigator. 51 52 Patrolman Loudy has been a member of the Richmond Police 53 Department since July 8, 1974. 54 55 It is recommended Patrolman Loudy be assigned to the position 56 of Investigator November 14, 1983. He 'shall serve a 90 day 57 probationary period before being granted tenure. 58 . 59 Chief Chris recommended the certification be accepted. 60 61 Mr. Cordell moved Patrolman Loudy be assigned to the position of Investigator 62 November 14, 1983, seconded by Mr. Webb and on unanimous voice vote the motion 63 was carried. 64 65 SET DATE FOR POLICE AUCTION AND CAR AUCTION Board of Works Minutes Cont'd. November 10, 1983 Page 2 1 Chief Chris stated his department has an accumulation of property and under 2 statute this property is sold every year. The facility and auctioneer are 3 available on Saturday, December 3 and he recommended the police auction be 4 held on that date at 10:00 a.m. at the police garage on Garden Avenue. The 5 doors will be open at 9:00 a.m. for the property to be viewed. A list of 6 merchandise has been turned over to the Controller and the Clerk for adver- 7 tising. 8 9 Mr. Meredith set Saturday, December 3 at 10:00 a.m. for the police auction. 10 11 Chief Chris stated there is a surplus of city-owned cars which are auc- 12 tioned periodically as determined by the replacement of city vehicles. 13 The auctioneer has been contacted and it is recommended that this also 14 be on December 3 at the Department of Transportation garage beginning 15 at 1: 30 p.m. 16 17 Mr. Meredith set 1:30 p.m. Saturday, .December 3 for the auction of the 18 city vehicles. 19 20 Mr. Meredith stated the statute has changed from the past. In prior years 21 he conducted the auction; however, in the past legislature legislation was 22 passed requiring any personal property being disposed by a municipality 23 must be disposed of by using a licensed auctioneer. 24 25 ADJOURNMENT 26 27 There being no further business on motion duly made, seconded and passed 28 the meeting was adjourned. 29 30 Donald E.
